we can put all of our cards on the table and discuss whether our logic about this
matter in terms of the reality of the matter is reasonable and acceptable.
While the City is not responsible for the economics of projects, of course, I would
like to note that this staff concern was not brought up at our conceptual review
nor in our numerous meetings with engineering and others prior to our first
submittal and that our logic about this matter was not questioned.
Furthermore to put the interim condition retention entirely on our property
reduces our project from 22 to 12 buildings downsizes the project by 55%, and
makes the project totally uneconomical.

Re: Lincoln Project —Storm retention/detention
Following up our staff meeting on this project I wish to express my logic about
how we wish to proceed.
Our project is only viable because during the period of time that retention is
required we are able to put our stormwater in excess of the detention
requirement on two parcels on which we have stormwater easements but do not
own. Therefore.even though the land area required for retention is very large (in
part because there is a 3 foot water table), we are accomplishing this for the
period of time that retention is required again by having this portion of water in
excess by detention off the property by easements at very low cost rather than
having to own that property. -
When the Lincoln extension goes in then our belief is that at the same time the
Lincoln storm drainage canal will be improved at the same time and be able to
change our stormwater design from retention to detention permitting us to move
our stormwater storage off the easement property and back on to the project site.
The view was expressed at the recent staff meeting that there was a theoretical
contingent possibility that the Lincoln extension could be built without the Lincoln
canal stormwater improvements being made.
We respectively believe that this is not the case and our logic is as follows:
The Lincoln extension will not go in until a developer is prepared to pay for the
same. Any developer proceeding and paying for the Lincoln extension will need
to take care of stormwater for his development. There will be no way to take
care of stormwater without improving the Lincoln canal so it would appear that
the logic is compelling that the Lincoln extension and the Lincoln canal would go
in contemporaneously.
Accordingly and with regard to the foregoing, we respectively request that you
please schedule a meeting with yourself, ourselves, our engineers, Glen
