9. The report shows that the 100-year water surface elevation of the detention pond is
higher than shown on the plans. Please calculate the water surface elevation occurring in
the pond at the required storage for the 100-year storm and show this elevation on the
plans. One foot of freeboard must be maintained between the building finished floor
elevation and the 100-year water surface elevation.

10. Please show calculations for the 2-year historic release rate.

11. Provide an emergency spillway for the detention pond. The spillway must be designed
to have capacity to pass the 100-year flow to the pond.

13. Provide a more complete erosion control report discussion as indicated on the
enclosed copy. Also provide erosion control calculations that apply to this site

14. A drainage easement must be dedicated for the proposed detention pond. Also a
temporary grading easement will be needed for any grading outside the property limits.

15. Provide water quality treatment measures for the site. Specific attention should be
given to the excess oil and grease generated from the site.

Please refer to the redline plans and report for additional review comments.
3. Please calculate the 100-year hydraulic grade line of the storm sewer. The 100-year
water surface elevation of the pond should be used as the tailwater elevation. There is a
concern that the storm sewer may back up at the sump area along Lemay Ave.

4. Please identify design points at the inlet locations and provide capacity calculations for
the inlets.

5. The detention pond is show to drain into the future San Cristo 2nd storm sewer. If this
storm sewer is not constructed when the Quick Lube is constructed, then Quick Lube will
be responsible for constructing an outfall to the Lincoln Ave. burrow ditch. Please note
this on the plans and provide any alternative design that may be necessary.

6. Please clarify the proposed grading to make it easier to read. The proposed contours
must be shown to tie in with all existing contours.

7. Please verify the profile of the 30" storm drain with the approved San Cristo 2nd plans.
The San Cristo plans show a 33" pipe rather than a 30" pipe.

8. Please calculate the 100-year hydraulic grade line of the detention pond outfall pipe.
Please check if there are any effects of the hydraulic grade line on the operation of the
detention pond.

1. City regulations state that no critical facilities are permitted within the 500-year
floodplain. The proposed Quick Lube site is considered a critical because of the storage
of hazardous materials. Please show the 100-year and 500-year floodplain on the plans
and on the plat. Please contact the City's Floodplain Administrator, Marsha almes 221-
6589, concerning this regulation.
RESPONSE:
2. Please delineate the drainage basins on the drainage plan. Provide a drainage and
detention summary table on the drainage plan that shows design points, basin parameters,
design point flows, and detention information.

forthcoming as the various departments and reviewing agencies continue to review this
request.

W. Please show parking stalls on the landscape plan. Vehicle headlights must
be screened.
X. Please use arrows to show the circulation pattern.
Y. A double row of shrubs/landscaping is needed around the perimeter of
parking areas.
Z. Please show all cross walks on the Landscape Plan.
aa. Please make sure the Landscape Plan corresponds with the proposed
grading plan.
ab. All shrubs must be 5 gallon minimum size. Please revise the size of the
Crimson Pygmy Barberry in the Plant List.

ELEVATIONS:
ad. The Preliminary PUD elevations called for a pitched roof that tied into the
architecture of the gas station. This is an important architectural element
and should be re -added to the building elevations for the quick lube facility.
ae. Please show how roof -top mechanical equipment will be screened on the
elevations. `
af.. The proposed exterior building lighting is not sharp cut-off, down directional.
The light source should not be visible.
ag. Please indicate the color of all building materials and features (including
doors).
ah. Please label the elevations as "Sheet 3 of 3".

SITE PLAN:
g. The legal description on the Site Plan does not correspond with the Plat.
h. Please revise General Note #4 on the Site Plan to state that the zoning of
the property is "I - Industrial District" (delete "with a PUD condition").
Please revise the site's location on the Vicinity Map to adequately reflect the
subject property.
j. Please revise the zoning districts on the Vicinity Map to reflect the new
CityPlan zoning districts.
k. General Note #9 indicates that all rooftop mechanical equipment will be
completely screened. Please show on the building elevations how this will
occur.
Please revise Schedule note #11 to state: "Monument I.D. and Price Sign
subject to compliance with the City Sign Code."
M. Please delete Schedule note #27 as all building signage and locations will
be based upon compliance with the City Sign Code.
n. Is an electrical transformer being shared with the Lincoln East PUD, First
Filing? Have all necessary easements been obtained submitted?
o. The detention area on the south side of the building needs to be redesigned.
A three foot retaining wall drop-off and 6 foot total detention pond depth in
close proximity to the sidewalk is unsafe.
P. Please revise the sidewalk at the northwest entrance to the building
according the attached comments from Advanced Planning.
q. Is adequate stacking room provided?
r. How does the site tie in with arterial street improvements for Lemay Avenue?
S. Curb ramps should be in line with the sidewalks if there is not a crossing on
the other side of the street.
t. Please specify which building colors and materials the trash enclosure will
match on the trash enclosure elevation.
U. Please delete trash enclosure elevation note references to "Diamond
Shamrock" and replace with "Quick Lube building".
Shamrock corporation has backed out of their agreement with the Websters
to develop the Lincoln East PUD, First Filing. The Websters are attempting
to locate another purchaser at this time. Therefore, the Lincoln East PUD,
First Filing is currently on hold, but not "withdrawn".
As of the date of this letter, no arterial street improvement designs have
been submitted to the City. Staff is forwarding comments which are based
upon the October 31, 1997 submittal information only. Additional comments
may be forthcoming once the arterial street improvement plans have been
submitted and reviewed. Additional revisions to the Lincoln East PUD,
Second Filing proposal may be necessary. No review of revision submittal(s)
will occur until the arterial street improvement plans have been submitted
and reviewed.
The Lincoln East PUD, Second Filing proposes to tie into improvements
proposed by the Lincoln East PUD, First Filing. Please note that the Lincoln
East PUD, Second Filing must either wait for the Lincoln East PUD, First
Filing to proceed or redesign the Lincoln East PUD, Second Filing to be self-
sustaining and construct all necessary improvements (which may include
some of the improvements currently proposed as part of the Lincoln East
PUD, First Filing).
Also, please note that the Lincoln East PUD, Second Filing proposes to tie
into improvements to be constructed as part of the San Cristo PUD, Second
Filing. The San Cristo PUD, Second Filing is near recording but has not
began construction. The Lincoln East PUD, Second filing must either
accommodate the San Cristo PUD, Second Filing construction schedule or
redesign the Lincoln East PUD, Second filing to be self sustaining.
A Planning and Zoning Board hearing will not be scheduled until all
comments are addressed and issues resolved. 1

PLAT:
b. Please add a vicinity map to the Plat.
C. Please add "City of Fort Collins" to the property description in the Title of
the Plat.
d. The property is referenced as Lot 2, of the Lincoln East PUD, First Filing as
part of the First Filing PUD's application. The former Diamond Shamrock
property is not referenced a Block 1, Lot 1 on First Filing PUD's plat. Please
coordinate property references.
e. Please provide a reception number for the Access and Utility Easement by
Separate Document.

Please clarify whether the building envelope or building footprint is being
shown.
4. The Building Inspections Department offers the following comments:
a. The site shall be accessible to persons with disabilities in accordance with
Uniform Building Code Section 3103 and UBC Appendix Section 3106.
Provide a designated and marked "accessible route of travel" among all the
buildings on the site and building exits and entrances and the public way
(public sidewalk). Accessible routes shall comply with ANSI A117.1-1992
with running slopes no greater than 1:20 and cross slopes no steeper than
1:50. Where routes cross lanes for vehicle traffic, they shall be designated
and marked as a cross walk. Provide parking and signs per Appendix
Section 3107. Parking and access aisles shall comply with ANSI A117.1-
1992 with slopes no greater than 1:50 in any direction.
b. Buildings shall be designed to comply with the Fort Collins Nonresidential
Energy Code (ASHRAE 90.1 with local amendments).
C. Storage or use of hazardous materials must be in compliance with the Fire
Code and Chapter 9 of the 1991 Uniform Building Code as adopted by the
City of Fort Collins. A list of such materials and quantities and classifications
should be submitted for review at the time of building permit application.
d. The City is currently reviewing the 1997 editions of the Uniform codes for
adoption. The process is slated for completion in mid-1998. Please contact
the building inspection office for current code editions and standards.
5. The Advance Planning Department offers the following comments:
a. There appears to be a lot of, disjointed little parts (the hedge, the edging, the
ramps, the crosswalks) that need to be reconciled into a clearer whole.
Please refer to the attached redlined (pencil) site plan, landscape plan.
b. The sidewalks leading to the building do not relate to the building entrance
shown on the building elevations. Please refer to the attached redlined
(pencil) site plan.
6. The Current Planning Department offers the following comments:
a. As previously discussed on the phone and in various meetings, the review
of the Lincoln East PUD, Second Filing was initially on hold pending the
design of arterial street improvements for Lemay Avenue for a distance
including 1,000 feet beyond the north and south property lines. An
agreement was reached between the applicant and the developers
(applicant's) of two adjacent properties to coordinate the arterial street
improvement design for all three projects. Staff is aware that the Diamond

Dear Alan,
Staff has reviewed the plans for the Lincoln East PUD, Second Filing (Jerry's Quick
Lube) Final that were submitted on October 31, 1997, and would like to offer the following
comments:
1. The Mapping Department offered the following comments:
a. The legal description does not match the bearings and distances provided
along the plat boundary (S 06015' 14"E) vs. (S 06014'15"E).
b. The existing utility easement (Bk 1691-57 and Bk 1701-408) must be
dimensioned with bearing and distances.
C. There is an off -site easement which needs recording information shown.
2. The Poudre Fire Authority requests that you submit a Hazardous Materials Impact
Analysis and Hazardous Materials Management Plan for the proposed use.
3. The Zoning Department offered the following comments:
a. A couple of additional trees are needed at the north property line between
the sidewalk and the property line.
b. Please add a bike rack near the building entrance without impeding
pedestrian movement.
C. The gate on the trash enclosure must be of a solid material (not chain link).
d. What type of shrub will screen the electrical transformer?
e. Please remove all proposed signage from the plans (elevations). Signage
will be allowed as per the City of Fort Collins Sign Code.
