7. The Engineering Pavement Department stated that the applicant must submit a
pavement design report for Lincoln Avenue. Lincoln Avenue is currently paved in
concrete.

This completes the review comments at this time. Additional comments may be

As you are aware, the City is implementing a new development review process. Plan
revisions may now be submitted at any time. Planning and Zoning Board dates will
be assigned by City Staff when all issues have been addressed. Please contact me
for the number of folded revisions required for each document prior to the submittal
of plan revisions.

Jrl' Please delete General Notes 7, 8, 11, 12, 13 and 14 from the Landscape
Plan. These notes should be in the contract between the developer and
landscape contractor, not on the PUD document, as the City will not enforce
these notes.
i! The size of the Colorado Blue Spruce in the plant schedule indicates a
height of 6 feet 8 inches. Should this be a range of 6 feet to 8 feet?
The Buffalo Juniper shrubs will have a maximum height of 12 to 18 inches
and will not adequately screen the car wash stacking lane and the parking
spaces. Please replace these with a taller mature species.
�! Staff suggests a double row of shrubs around the perimeter of the site as
there are not any berms proposed.
Q/ Please add the attached tree protection notes to the Landscape Plan.
Elevations
P. Please show the elevations of the columns for the canopy as wrapped with
brick for the entire height of the column (no stucco). The color of the brick
must be complimentary with the block used on the building. Please

q. Brick columns should be provided at the comers convenience store and car -
wash buildings to the top of the laminated fascia panels. Please reference

a. If there is a road to be dedicated in the future along the easterly side of this
site, there should be a 15 foot wide utility easement along the east lines of
Lots 1 and 2.

Dear Carl,
Staff has reviewed your documents for the Lincoln East PUD, First Filing (Diamond
Shamrock) Final that were submitted on April 29, 1997, and would like to offer the
following comments:
1. The Poudre Fire Authority stated that separate permits are required by the fire
department for the installation of the underground storage tanks.
2. The Zoning Department stated that building envelopes need to be clearly defined
(labeled, dimensioned, distances to the property line, etc.).
3. The Building Inspections Department offers the following comments:
a. The site shall be accessible to persons with disabilities in accordance with
Uniform Building Code Section 3103 and UBC Appendix Section 3106. It
appears that a continuous, unobstructed, designated and marked
"accessible route of travel" connecting building exits and entrances and the
public way (public sidewalk) has been provided. Accessible routes shall
comply with ANSI Al 17.1-1992 with running slopes no greater than 1:20 and
cross slopes no steeper than 1:50. Where routes cross lanes for vehicle.
traffic they shall be designated and marked as a cross walk. Provide parking
and signs per Appendix Section 3107. Parking and access aisles shall
comply with ANSI A117.1-1992 with slopes no greater than 1:50 in any
direction.
b. Food service establishments require approval by the Ladmer County Health
Department at the time of building permit application. Please contact Jim
