vii. The applicant intends to obtain offsite grading easements for the
proposed grading on the north and east sides of the site, as well as the
drainage ditch work at the southeast corner of the site. Once the plans
near final acceptance by the stormwater department and the exact area
has been defined, easements will be provided.
viii. Done. Property lines, existing easements, and right-of-way lines have
been provided on the plans.
ix. A Type 13 area inlet has been provided in the offsite area located near
the southwest corner of the property to allow temporary drainage until
Lemay Avenue is improved by the City.
X. Sub -basins OS-1, OS-2, and A-2 have been more clearly delineated.
A. Subbasins have been delineated for the subbasins located in the adjacent
half -streets and sizing calculations have been provided for the inlet and
pipe in Lemay Avenue.
xii. The applicant has requested to be excused from detaining the adjacent
half -streets based upon several conditions. This request has been
provided in the Final Drainage Report per instruction from Glen Schleuter.
xiii. The HERCP has been designed with wingwalls located at the downsteam
end of the pipe along with riprap.
11. Water & Wastewater
Water main location has been revised as specified on the attached red-
lines within the pavement area of Lincoln Avenue.
10' separations have been provided between thrust blocks and all other
utilities as requested with the exception of crossing utilities where
concrete encasement has been utilized as necessary.
An 8" x 6" reducer has been provided at the point of connection between
the fire hydrant and end of water main as requested.
Comments have been addressed on the overall utility plans, although, no
mark-up has been received for the landscape other than the comments
presented through the planning department comments.

10. Stormwater Utility
Comment noted and will be complied with.
ii. A detailed profile of the 43" x 63" HERCP has been provided as
requested. The invert elevations of the proposed storm sewer are being
designed in relation to the existing 15 inch storm sewer coming from the
drainage ditch located on the west side of Lemay Avenue, therefore, the
upstream portion should be able to tie into the profile and alignment. The
location of the alignment of the proposed storm sewer adjacent to the
Diamond Shamrock is very limited which resulted in the proposed
locations. All crossing utilities have been shown considering minimum
separations and clearances.
iii. An alternate design for the outfall of the detention pond will be provided
if the San Cristo outfall is not constructed prior to the construction of the
Diamond Shamrock. This may be simply resolved by tying into the
proposed HERCP directly south of the type two outlet structure.
iv. The proposed emergency overflow spillway is provided along the
southerly property line adjacent to Lincoln Avenue. Further information
regarding the design and location is provided in the Drainage Report and
Developed Drainage Plan.
V. The trench drains located ten feet from the entrance and exit of the car
wash are designed to catch dripping water from exiting vehicles and
water mist as a result of the rinsing cycle process. The immediate
capture of this water prevents hazardous conditions created from freezing
runoff during the winter months. No detergents are contained in the
runoff captured by these inlets located outside the car wash building. If
these trench drains are tied into the sanitary sewer, the sanitation
facilities run the risk of handling an overabundance of runoff every time a
rainstorm occurs. The inlet located inside the car wash building will
capture the detergents and water created as a result of the car wash
process. This inlet will be conveyed through a mud/sand trap and then
be released into the public sanitary sewer.
vi. A detail showing the orifice plate installation has been provided on the
Developed Drainage Plan as requested.

Lincoln Avenue Improvements
• The full intersection of Lincoln and Lemay has been previously shown
with the information as previously requested.
• Cross -sections of Lincoln Avenue every 50 feet have been provided as
requested.
• Done. All contours, utilities, etc. have been removed as requested.
• Even though former conversations with staff indicated that only the
median, left turn lane and combination thru/right turn lane were required,
the applicant has agreed to provide the full template of the adjacent one-
half of Lincoln Avenue. This includes the addition of the additional thru
only lane. Sufficient right-of-way has been dediciated as advised
previously during the Preliminary Platting process.
The proposed design for Lincoln Avenue along the frontage of the
Diamond Shamrock parcel has been forwarded to the engineers for the
project to the south, Sear -Brown.
• The proposed Lincoln Avenue design has been prepared to meet the
specified street standards as provided by the City. Per conversation with
Tim Blandford, no additional design work for Lincoln Avenue east and
west of the proposed improvements nor for Lemay Avenue north and
south of the intersection will be provided by the applicant at this time. It
is the understanding of the applicant that the remainder of Lincoln
Avenue improvements are being designed by Sear -Brown and the Future
Lemay Avenue improvements is a project to be designed by the City.
• The right-of-way lines for Lemay Avenue north and south of the
intersection are currently shown as well as the existing striping. The lane
movements of the proposed improvements to Lincoln Avenue and the
existing pavement lines at the intersection are clearly delineated on the
plan.
• Curb return profiles have been provided as requested.
• The north flowline of Lincoln Avenue, the north flowline of the median,
and the existing south flowline of Lincoln Avenue have been provided as
requested.
• The taper for the left turn lane has been revised and designed per the
phone conversation with Tim Blandford and the comments as specified on
the red -lined site plan prepared by the Engineering Department.
• All comments as specified on the red -lined plans have been addressed or

8. Engineering Comments
Cover Sheet
• Done. The signature block has been added to all sheets as requested.
• Done. The requested note has been added to the cover sheet.
• Done. The legal information has been added to the title of the plan set as
requested.
Final Plat
• Done. The 15 foot utility easement has been added to the southern
portion of the property as requested.
PUD has been added to the title of the plat as specifically requested.
Site Plan
• The sidewalk has been revised to back up to the right-of-way line as
requested along Lincoln Avenue.
• All additional red -lined comments on the site plan have been addressed
with the exception of the requested pedestrian connection located across
Lemay Avenue south of the proposed curb cut for the private access
drive. The installation of a crosswalk at this location provides a very
hazardous situation for both pedestrian and vehicular traffic. Following
up on a phone conversation with the engineer, the applicant would like
to request that the engineer revisit his recommendation of a crosswalk
in this area.
Utility Plan
• Plan and profiles have been provided for all storm sewers both public and
private as specifically requested via phone conversation with Tim
Blandford.
• The line types have been revised accordingly for all sheets within the plan
sets.
• Sidewalk has been relocated to back up against the property line of
Lemay Avenue.
• Details used on this sheet have been referenced as requested.
• Line types and line weights have been revised accordingly to provide
clarity between existing and proposed items.

shown were designed for screening purposes according to comments
during the Preliminary PUD review, a second row of shrubs have been
added as requested.
o. Done. The tree protection notes have been added as requested.
Elevations
P. In response to the direction to provide brick at the Canopy columns, an
accent brick (Rustic Gray) has been selected that will compliment the split
face concrete block (Light Gray) used throughout the project. The use of
materials on the Canopy columns is consistent with the direction taken on
both the C-Store and Car Wash. We are not showing the full height of
the Canopy columns as wrapped with brick as it is our intent to allow the
varying materials create interest and the 'lighter" stucco material will
allow the columns to not appear as "dominate".
q. Brick detailing has been added at the corners of the Convenience Store
and Car Wash. We have not however extended the areas of brick to
include the height of the column up to the laminated fascia panel. We
request the accompanying design be considered as we feel the addition of
accent brick in the manner shown is very complimentary to the general
marketing design approach of Diamond Shamrock, and may also satisfy
the needs of the Planning review comments.
As reflected on the attached drawings a brick soldier course has been
added above the laminated fascia panels at the base of the stucco band
as requested, in addition the same band of soldier course accent brick has
been provided at the window sill and base of the building.
S. A note has been added to Sheet 3 of 4 indicating that no window signage
will be allowed.
6. a. The statement regarding the north line of the NW 1 /4 has been revised as
shown on the Final Plat.
b. Comment noted and will comply.
C. The proposed off -site easements have not been recorded at this time. As
a result, the recording information has not been shown. These off -site
easements have been submitted as separate documents within this
submittal.
7. Per phone conversation with the Pavement Design Coordinator on July 1, Rick
Richter, the pavement design report will be submitted and approved prior to
construction.

5. Site Plan
a. Done. General Note #4 has been revised according to the new zoning
district description per your request.
b. Done. The attorney's certification has been deleted as requested.
C. Done. A notary certification and signature block has been provided for
the owner's signature as requested.
d. Done. All plan sheets have been relabeled as "Lincoln East PUD, First
Filing (Diamond Shamrock) Final".
e. Done. The color of the trash enclosure has been specified as light gray to
match the convenience store and car wash buildings.
f. Done: The line type for the FEMA 100 year flood plain limit has been
clearly delineated from all other line types to avoid confusion.
g. Tree rings for preservation have been provided for each existing tree and
the grading plans have been revised to allow for the existing elevations to
remain around the base.
h. Done. The raised color concrete as depicted as schedule no. 49 has been
specified to match the light gray color of the site buildings.
Done. The curb ramp located at the north side of the southeast entrance
to Lot 1 has been realigned to match the curb ramp on the south side.
Landscape Plan
j. Done. All pedestrian cross -walks and walkways have been depicted on
the Landscape Plan.
k. Done. General Notes 7, 8, 11, 12, 13 and 14 have been removed per
your request.
I. Yes, thank you. The Colorado Blue Spruce has been revised to indicate a
range of 6 feet to 8 feet.
M. The Buffalo Junipers proposed adjacent to the car wash stacking lane
have been substituted with Tam Junipers which will mature at a height of
three to four feet.
n. Done. Although berms of two to three feet with the shrubs as previously

Re: Lincoln East PUD, First Filing (Diamond Shamrock) - Final
Dear Mr. Ludwig:
Please accept the following resubmittal of the Final Lincoln East PUD prepared based
upon comments presented by you and your staff on June 3, 1997. In order to facilitate
your review, the following has been presented in the same order as listed in your
comment summary.
Comment noted and will comply. Separate permits will be obtained from the
Poudre Fire Authority prior to underground storage tank installation.
2. Done. Each building has been clearly defined with dimensions and/or distances
to each property line as requested.
3. a. Done. The site has been designed to comply with all codes of the UBC
Section 3103, Appendix Section 3106 and ANSI A117.1-1992, as
requested.
b. Comment noted and will comply. Application and approval from the
Larimer County Health Department will be completed at the time of
building permit application.
4. a. The road located along the easterly property line is proposed as a private
access drive at this time. The applicant is unaware of any intentions
to dedicate this access drive as a road in the future. Although, a 30 foot
wide access & utility easement is being proposed within the access drive.
In addition, a 15 foot wide utility easement has been provided along the
southerly and westerly property lines of the site.
b. Comment noted. The applicant will require Public Service to propose
their gas service design into the site as the project nears construction.
