Subject: Hoffman Mill _ City Fueling site - ECS
Hello Stephanie,
We are preparing the Hoffman Mill MA & BDR applications and wanted to re -visit the previous Conceptual Review request for an ECS.
The site is already developed and there are no visible means of natural habitat, animal uses or potential impacts. The proposed site location exceeds the 500'
CLPR distance requirement. The development would actually improve stormwater conditions at the site and the proposal would include adding additional native
tree plantings along the river bike/ped. path...
We respectfully request a new consideration that the ECS is not needed or warranted, in this portion of the site.

4. A,n ecological Characterization Study (ECS) is required by City of Fort Collins Land Use
Code i; L'UC) Section 3 4.1 (D)(1) as the sole is within 500 feet of known LUC natural
habitats and features (wetlands. Poudre River Corridor. Kingfisher Posit Natural Area,
Springer Natural Area). Note buffer zone standards range from 50 to 300 feet for these
features; as identified in Section 3.4.1(E) of the Land Use Code; as you proceed with
your site design process. The buffer for the Poudre River will be measured from the top
of bank line, so please delineate this as part of the ECS. For wetland features; the buffer
is measured from the edge of the feature.
Please contact me to discuss the scope and requirements of the ECS further. The ECS
is due a minimum of 10 days prior to the PDP submittal
5. Note that withar a designated Natural Habitat Buffer Zone, the City has the ability to
detemnine if the existing landscaping within the zone is incompatible with the purposes
and intern of the buffer zone [Section 3.4.1(E)(1)(g)j. Please ensure the ECS discusses
existing vegetation on -site and identifies potential restoration options. If existing
vegetation is determined to be insufficient, then restoration and mitigation measures will
be required.

Yes this seems like a reasonable approach. The proposed location for the additional facility is outside of the 300ft buffer that would be applied from the top of
bank from the Poudre River, and, the proposed location is outside the 500ft setback. Generally, however, this 500ft distance triggering LUC 3.4.1 "Natural
Habitats and Features" is measured from the feature to the parcel line, thus, that is why the comment was originally delivered. Again, I do believe this is a
reasonable approach; the ECS is waived and I will update our files to reflect that.
As for the "natural habitat buffer zone" or "NHBZ" — this needs to be part of the larger discussion about enhancements we discussed to river ecology in the
form of the project funding restoration work and plantings. Essentially, that is the purpose the NHBZ, to buffer natural resources and/or enhance them. Details
of the plantings, locations and timing will be important to this project moving forward through the development review process. In addition, it is a regular
occurrence for redevelopment sites, too, that the site be brought to standard (as reasonably feasible) with additions of landscaping and other improvements
etcetera. The City treats natural features the same way.
