mph turn, thus decreasing the overall length required for deceleration. Using Figure 6-2 from
Transportation and Land Development, Stover/Koepke, ITE, 1988, the length of a full lane
is 130 feet and the length of the taper is 100 feet for 45 mph. The total of 230 feet is less than
the City standard. I am recommending a combination of 130 feet of full lane (from ITE) and
180 feet of taper (from the City), which results in a total deceleration length of 310 feet. The
Timberline/Horsetooth curb return radius scales at 30 feet from available drawings.
Therefore, the 310 foot deceleration lane and taper will allow 45 feet of tangent between the
Timberline/Horsetooth curb return P.C. and the start of the taper. This design will safely
allow vehicles to decelerate before making the right turn into this access.

I have been requested to evaluate the geometric requirements at the right-in/right-out

access to the Horsetooth East Business Park from Timberline Road. From available
�
engineering and site plan information, Timberline Road is 70 feet wide and the centerline of
N
the proposed, access is 450 feet south of the south curb of Horsetooth Road. This access is
across the street from a similar access to a future commercial center on the east side of
Timberline Road. Figure 1 shows a general site plan of the Horsetooth East Business Park.
There is an existing gas/convenience store and car wash, as shown on the plan. There are one
or more buildings proposed in Parcel C, which precipitated addressing this right-in/right-out
access at this time.
Figure 2 shows the short range peak hour traffic at the key intersections. This is
termed short range, since the through volumes on both Timberline Road and Horsetooth
LLI
Road are not at a 20 year future forecast. The long range forecast is not necessary to conduct
the geometric analysis herein described. Using Figure 4-23 from "Intersection Channelization

Design Guide," NCIIRP 279, TRB, a full width right -turn lane is needed at the proposed

right-in/right-out access. '11iis will remove right -turning vehicles from the through lane, which

will reduce the likelihood of rear -end accidents associated with this turning movement.

Timberline Road is an arterial street. According to City design criteria, the design

speed for an arterial street is 50 mph and the deceleration lane length is 500 feet, including
taper. This length would go through the Timberline/Horsetooth intersection. This is not
practical. Timberline Road is posted at 40 mph. Using this as the design speed results in a
a
deceleration lane length of 370 feet including taper. From the P.C. of the curb return at the

proposed access, a length of 370 feet would fall in the Timberline/Horsetooth curb return.

The recommended deceleration lane design is shown in Figure 3. Since the curb
return for the proposed access has a radius of 50 feet, a higher exit speed can be expected.
A radius of 40 feet allows for a turning speed of 15 mph. The larger radius would allow a 20
