dealt with, and they do not necessarily coincide.
A northbound right turn bay is necessary from South College
Avenue onto East Horsetooth Road.
Access to this site through the existing Showtime Video
parking lot is acceptable.
A unified, area -wide transportation approach, with the City as
a partner, is necessary to accomplish the goals and objectives
of the City and the businesses in the South College Avenue
corridor. Please contact Rick Ensdorff at 221-6608 if you have

11. A State Highway Access Permit will be required with this
request. This will be dealt with through Kerrie Ashbeck of the
Engineering Department. Any necessary variances to the State
Access Code would also be done through Kerrie.
12. Street oversizing fees of $14,005 per acre will apply to this
request and will be collected at the time of issuance of
building permits.
13. The standard utility plan submittal will apply, whether this
is reviewed as a "use -by -right" or a P.U.D. Please contact
Kerrie Ashbeck at 221-6750 with your engineering -related
questions.
14. Adequate buffering and landscaping must be provided on all
major street frontages. Bicycle facilities should be provided.
15. A neighborhood information meeting is not necessary for these
intended uses on this site.
There is an existing water main in Mitchell Drive that will
-have-to-be-extended-north-to serve this property. There is an
existing sanitary sewer main in South College Avenue and an
exiting sewer main to the east that must be extended to
Mitchell Drive with the Little Caesar's Pizza P.U.D. Either
sanitary sewer main can be used for this development. Please
contact Roger Buffington of the Water/Wastewater Department if
you have questions about water and sanitary sewer services to

6. The building is planned to exceed 5,000 square feet in size
and, therefore, must be compartmentalized of totally fire
sprinkled.
7. The City is now using the 1991 Uniform Building Code that
requires every entry within 6" of grade to be handicapped
accessible. Any handicapped individual must be able to access
all of -the services provided in the building. Please contact

8. There must be a fire hydrant within 400' of the building. Fire
flows of 1,000 gallons per minute, with a 20 pound per square
inch residual pressure, must be provided. The emergency access

9. The property is in the Foothills Storm Drainage Basin and is
subject'to the basin fees of $6,525 per acre, based on the
runoff coefficient for the proposed land use. The fees can be
reduced if on -site detention is provided and approved by the
Stormwater Utility. On -site detention will probably be
required for this development. Underground detention is
possible, if that should be considered as an alternative. This
site will drain to Warren Lake along East Horsetooth Road. Any
proposed basements on this site are rather "shakey" due to the
groundwater situation. The normal submittal requirements of a
drainage report, grading and drainage plans, and an erosion
control plan will apply, whether this is reviewed as a "use -
by -right" or a P.U.D. Please contact Glen Schlueter at.221-

10. A traffic study will be required for this request. It is being
suggested that you meet with the Transportation Division and
the Engineering Department to discuss the extent of the study.
There are 3 or 4 previous studies that have recently been done
for this area: Chili's, Toys R Us, Little Caesar's, and
., iust to name a few.

LAND USE DATA:
Request for a bank and possibly two small retail uses on a 2.5 acre
site located at the southeast corner of South College Avenue and
Horsetooth Road.
COMMENTS:
1. The property is in the HB - Highway Business Zoning District.
The proposed uses are permitted in this district. A request
may be reviewed as a "use -by -right", subject to the absolute
requirements of the zoning district. The parking code
requirements would be enforced and a minimum of 6% interior
landscaping must be provided. If variances to the requirements
of City Code are desired or required then the request may be
reviewed as a Planned Unit Development (P.-U.D.).
2. There are requirements for the ground sign on the wall at the
northwest corner of the site. The requirements are available
at the Zoning Department.
3. This property is not "legally subdivided" at this time. City
Code requires that the property be platted before development
can occur on it. A plat can be done as a minor subdivision if
this is reviewed .as a "use -by -right" or the plat could be
reviewed as a document with the P.U.D., if the request is
submitted as such.

There is existing 3-phase power on South College Avenue. There
is an existing electric vault on the northwest corner of the
property that may have to be moved. Any relocation would be at
the developer's expense. Power is.available to the site and
normal electric development charges would apply. Please
