development and landscaping of the parking lot. This must be done
in accordance with the Zoning Code and the Parking Lot Development
Guide.
The modular structure will trigger submittal of a utility plan,
storm drainage report, drainage and grading plan, and erosion
control plan. The obligations of the developer, as set forth in
these documents, will be specified in a development agreement that
must be executed by the City and the developer prior to beginning
land development on the site. As applicants, you should allow
eight to ten weeks from the date such plans and reports are
submitted to the City for review.
Finally, normal building permit fees will be due for the modular
structure. These fees are specified in the Development Manual.
It is our hope that your development plans for this property
proceed smoothly with a full understanding of the submittal
requirements for a modular structure. If you have any further

Dear Mr. Hillhouse:
It has come to the attention of the City'of"Fort Collins Planning
Department and Building Inspection Division that the site at the
southeast corner of South College Avenue and Horsetooth Road is
being considered for a modular structure.to house a bank. Further,
this modular structure is to be used on a temporary basis until f
such time as a permanent structure would be built. At the time the €
property was brought before the City's conceptual review team,
there was no mention of a modular structure. The purpose of this
letter is to clarify the.process for site development given the new
development scenario.
Please be aware that under the Zoning Code, the modular structure
will trigger the normal development requirements as if it were a
permanent structure. The Zoning Code does not recognize a
temporary condition or time frame, but rather, considers all
structures to be permanent and subject to full inspection for
compliance with all pertinent codes, fees, and the conditions of a
certificate of occupancy.
It is our hope that you have a copy of the original conceptual
review comments for the site. It is not our intent to duplicate
these comments here but outline the major issues.
One of the primary comments is that the placement of a modular
structure will require the property to be platted. In addition,
the modular structure -must apply for a building permit that is
processed by the City's Building Inspection Division.. This.process
is described in the enclosed hand-out entitled "Use -By -Right -
Review" which is excerpted from our Development Manual. This
document contains detailed information and is an excellent resource
if you are not familiar with land development in Fort Collins.
The placement of a modular structure will require the submittal of
a traffic impact analysis. This study will address the design of
the deceleration lane for northbound College Avenue. This decel
lane will be required to be built with the placement of the modular
structure.
