• A right turn lane will be required from Horsetooth onto
Mitchell with the connection of Mitchell Drive. This
will need to be shown on the site plan. You will also
need to provide the design for the intersection of the
temporary Mitchell Drive with Horsetooth to include
measures that limit access to right in, right out, left
in only.
• Engineering is preparing to go to condemnation to take
possession of the "Hiller" portion of the Mitchell
Drive right-of-way at the intersection of Horsetooth
and Mitchell. They intend to request immediate
possession so it should not delay permanent
construction of Mitchell. This still requires City
Council approval.
• All review of detention and stormwater issues are being
coordinated with Glenn Schlueter of the Stormwater
utility.
• The dedication of the right-of-way for Mitchell Drive
will be required at the time of the initial plat. All
other required dedications will occur at the time.of
replat.
• While the City will apply for the State Highway permit
for the turn lane on College Avenue, the applicant will
need to show it on the site plan and construct it. The
City will reimburse in accordance with the City Code
for its construction from the street oversizing fund.
• The review of the utility plans by the Development.
Review Engineers will be critical to maintaining the
desired timeline. The typical review period has been
ten to twelve weeks depending on the number of
revisions required. This time period includes the
review of utility plans as well as the preparation of a
development agreement. A development agreement will be
required for the temporary structure as well as for the
permanent building. Collateral will be required to
guarantee the completion of Mitchell Drive, the ditch
culvert, Horsetooth Road improvements and other
improvements that may be identified during the review
process.

Dear Maurice:
The following is a summary of my notes from our meeting on
Tuesday, July 19, 1994 regarding the First Choice Bank site at
the corner of South College and Horsetooth:
• 'The property is in the HB, Highway Business zoning
district. The proposed uses and office building is a
use by right in this district.
• The Code does not address the siting of a temporary
facility therefore it is treated like a permanent
structure for all development review. The temporary
structure must follow all Code requirements such as
setbacks and parking. Special care must be taken in
siting the temporary structure to ensure it maintains
the appropriate setbacks as the improvements.associated
with the permanent building are being constructed,
• This parcel requires platting before a building permit
can be issued. As we discussed, it will be possible to
plat just for the area involved in the temporary bank
operation then replat at a later date to include the
entire property. This plat will be processed as a
Minor Subdivision and will be processed through the
Development Review Center. The typical review time is
four to six weeks depending on the complexity of the
project.
• If you only plat'for the area of the temporary
structure, you will only need to prepare a site plan
for the area the temporary structure sits on.
• No access will be permitted from Horsetooth Road, even
for the temporary facility. Access will need to be
provided from Mitchell Drive. Tom Vosburg from the
Transportation Department will be working with you to
determine the access location and the required
