Box 580 Fort Collins, CO 80522 Dear Bob, I have reviewed the First Choice Bank proposal and offer the following comments. I met with Tom Vosburg and Alex Ariniello regarding this development on August 11, 1994. We reviewed a site plan (which they provided) and the traffic impact this development and related street additions could have upon the state highway. I made some suggestions to Tom and Alex regarding the improvements to College Avenue which include a right deceleration lane. We discussed the additional investigations that the City should require in order to properly plan and permit improvements at the Horsetooth Road intersection. Tom provided me a portion of t'he Traffic'Analysis which was completed by Leigh, Scott and Cleary. I am in basic agreement with the presentation of conclusions for this development presented in that study. Based upon the volume increase due to construction of the bank, improvements proposed to the Horsetooth/College intersection are not required by the State Highway Access Code, although improvements are desirable. Any changes require the issuance of a State Highway Access Permit which should.be issued by the State to the City. The City or the developer may be the applicant. I had a phone message from Kerrie Ashbeck of the City on August 16, 1994 regarding the question of permit. I have not been able to contact her as I have been away from the office. I am providing her a copy of this correspondence in response to her question. Further review of the improvements is required with City personnel. Please discuss details of our August 11, 1994 review with Tom Vosburg of the City's Transportation Division. My comments are based upon the submittal as received August 2, 1994 and upon my August 11, 1994 meeting. I apologize for not meeting the August 12th deadline and hope that the timing of my comments has not posed a problem for the City planning process. The City may provide this correspondence to Mr. Ariniello if you choose.
