Comments from Current Planning:
Please locate the electrical transformer on both the site and landscape plan.
Be sure that it is accessible from one side (within ten feet) of an asphalt or
concrete surface. Also be sure that it is totally screened from Timberline Road.
2. On General Note number six, it may be desirable to match the existing light
fixtures as on the other two buildings, unless an upgrade is being considered.
3. As you are aware, lube shops have just recently been added to be allowed
within a convenience shopping center. This addition represents a significant
broadening of the auto -related uses in these centers which are intended to be in
close proximity to neighborhoods. In order to make this convenience center as
attractive as possible, please add the landscape materials shown on the
redlined Landscape Plan.
4. The architectural elevations look very good. The building will complement the
other two existing buildings within the center. Please call out the materials and
color and note that the base must be distinct from the middle.
Be sure and return all of your redlined plans when you re -submit. As always, if you
have any questions regarding these issues or any other issues related to this
project, please feel free to call me at 221-6750.
Sincerely
1
Ted Shepard

All existing water and sewer lines must be used or abandoned at the main. If water
and sewer lines are to be abandoned include all abandonment details. Include the
standard general note to "Coordinate all abandonment's of water and sewer lines
with the City of Fort Collins Utilities at 221-6700".
Number: 32 Created: 8/12/2003
Include all appropriate standard details (i.e. meter pit, bedding, services, thrust
block, etc.).
See site, landscape and utility plans for other comments.

Need to label the lot lines on the site plan and show distances from envelope to lot
lines.
Number: 22 Created: 8/5/2003
Per. the code change approved in June for Section 3.2.2(K)(1.), the one handicap
parking space that is provided must be designated as van accessible and must be
minimum of 8' wide and adjoin a minimum 8' wide access aisle. The plan shows
only a 5' wide access aisle, so an additional 3' is required.
Number: 23 Created: 8/5/2003
They need to state the proposed use somewhere on the site plan. "Carriage Auto
Service Shop" isn't adequate. The defined term for the proposed use is "Vehicle
minor repair, servicing and maintenance", and specifically what they are proposing is
lubrication servicing.
Number: 24 Created: 8/5/2003
Need to indicate the actual height of the building. The land use statistics table states
that the maximum building height is 35', but it is less than that:
Number: 25 Created: 8/5/2003
The landscape island at the south end of the row of 7 parking spaces on the west
side of the lot needs to contain a tree.
Number: 26 Created: 8/5/2003
The plat shows the square footage of the building envelope, but I don't see that it
shows the square footage of the lot. For that matter, the plat also should label the
lot as Lot 1 or Tract A.

Please provide discussion in the text and backup documentation in the report
regarding how this site is in compliance with the original drainage design. Provide d-
factors from the previous report for comparison and discuss the detention pond for
the site (where it is located, volume provided, and what lots are designed to drain
into).
Number: 35 . Created: 8/13/2003
Please revise flow calculations for design point 3. See drainage report.
Number: 36 1 Created: 8/13/2003
Please revise design point locations on the drainage plan.
Topic: Erosion/Sediment Control
Number: 37. Created: 8/13/2003
1. Your report speaks of only disturbing a small center portion of the site during
grading while the "outlying land" will remain undisturbed. It would appear
from the plan that almost the entire site must be graded to accomplish the
work, and there.is nothing on the plan itself to indicate to the contractors that
they can only grade the small center part of the site. Please clarify.
2. 'It would appear that the existing swale is not to be disturbed except for the
addition of a concrete pan? If so, and if there is no regarding work to be done
east of the swale, why would there be a need for silt fencing along the east
side of the site. Make sure the downstream end of the swale will not allow
any sediment transport to the south.
3. Your note # 12 under Grading and Erosion Control Notes states that all areas
disturbed by construction are to be re -seeded "as described in the Grading
and Erosion Control Notes". What notes would this be? Any planned
reseeding/mulching areas should be noted on the plan.

Topic: Traffic
Number: 1 Created: 7/21 /2003
The Traffic Study is accepted. There are no anticipated problems with the use in the
Horsetooth Business Park and trip generation is minimal. The access of right-
in/right-out off of Timberline is not only accepted but preferred. There are no issues
from Traffic Operations

Show and label location of meter pit. Draw meter pit to scale. Meter pit may not be
located within 4 feet of a permanent structure (i.e. building, signage, etc.).

The landscape plan needs to show the existing streetlights. Street trees will need to
maintain minimum clearances to streetlights.
15-feet from ornamental trees and 40-ft from shade trees.

ADDRESS NUMERALS:
Address numerals shall be visible from the street fronting the property, and posted
with a minimum of 6-inch numerals on a contrasting background. (Bronze numerals
on brown brick are not acceptable). 1997 UFC 901.4.4
NOTE: Will this be addressed off of Timberline?

WATER SUPPLY: Commercial
No commercial building can be greater then 300 feet from a fire hydrant.
Fire hydrants are required with a maximum spacing of 600 feet along an approved
roadway. Each hydrant must be capable of delivering 1500 gallons of water per
minute at a residual pressure of 20 psi. 1997 UFC 901.2.2.2
NOTE: Please submit print indicating location of fire hydrants. .
Number: 29 Created: 8/5/2003
HAZARDOUS MATERIALS:
Thank you for submitting your Hazardous Materials Impact Analysis report however,
several items need to be addressed,
1) Please submit a site plan indicating the location and arrangement of the
above ground storage tanks in the pit area.
2) In answering question #3 of the HMIA you indicated that "Tanks are stored in
an open area so that visual inspection can occur daily and any abnormalities
noted. Any discard would also be contained within a defined area without
migration off site." Please explain further the difference between the open
area and a defined area.
Department: Stormwater Utility Issue Contact: Wes Lamarque
Topic: Drainage
Number: 33 Created: 8/13/2003
Water Quality extended detention is required for all new development even though
this site is a lot from a previously approved development. An area where this can
take place is at the downstream end of the swale. A concrete weir with a vertical
orifice plate on the side is an option.

Please place the street trees in their ultimate location: the parkway area when
Timberline is built out to 6 lanes with the major arterial cross-section. Please note
the specific dimensions for locations of these trees (ie: 3 feet from the existing back
of walk).
Topic: Plat
Number: 46 Created: 8/13/2003
The plat for the Horsetooth East Business Park PUD, 2nd Filing, says there are a
10.5' access easement and a 15' utility and drainage easement dedicated by
separate document along Timberline. Where are these and do they need to be
vacated?
Number: 47 Created: 8/13/2003
How was the existing ROW for Timberline Road dedicated? Please provide a
reception number/book and page reference.
Number: 48 Created: 8/13/2003
Should the lot be labeled as Lot 1?
Number: 49 Created: 8/13/2003
Please see redlines for changes to plat wording. Please use the city's standard
surveyor's statement (as redlined) and rearrange the text of the guarantees and
statements of ownership and dedication so that the owner's signature is the first
signature below these, then the attorney's certificate, then city signatures at the end.
Topic: Utility plan cover sheet

STAFF PROJECT REVIEW
City of Fort Collins
VF RIPLEY ASSOC. Date: 8/18/2003
AMYJOHNSON
401 W MOUNTAIN AVE. #201
FT. COLLINS, CO 80521
Staff has reviewed your submittal for HORSETOOTH BUSINESS PARK,
CARRIAGE AUTO SERVICE SHOP - TYPE II (LUC), and we offer the following
comments:
ISSUES:
Department: Engineering Issue Contact: Katie Moore
Topic: General.
Number: 38 Created: 8/13/2003
Please clarify how the new ROW on Timberline was calculated. This development is
responsible for a total of 70.5' of ROW, measured from the centerline of Timberline
Road. The new ROW and easements should be clearly shown on all plan sheets,
with dimensions for existing and proposed ROW labeled. Please show and label the
centerline of Timberline on the overall utility plan.
Number: 39 Created: 8/13/2003
Please use ghosted or alternate -weight lines for all existing features. It appears as
though the office building to the west is included in this project.
Number: 40 Created: 8/13/2003
Elk Road no longer exists, it is simply a private drive which is not allowed to be
named. Please remove the name "Elk Road" from the plans.
Number: 41 Created: 8/13/2003
Please clarify the location of the existing sidewalk along Timberline and whether new
curb and gutter is proposed south of the site on the private drive. These two areas
don't seem to match up on the utility plans and the site and landscape plans. .
Number: 42 Created: 8/13/2003
Please see redlines (including the redlined utility plan checklist) for any additional
comments.
Topic: Grading plan
Number: 43 Created: 8/13/2003
It appears as though the existing sidewalk is going to be re -graded in one area. Is
this what was intended?
Number: 44 Created: 8/13/2003
The line types used are so similar that it is difficult to decipher the curb line from a
grade line from an easement line. Please use more discernible linetypes.
