The pedestrian connections across the east -west private drive on the north side of this site should be coordinated with the Rite -Aid project. 20. There may be a need for multiple pedestrian connections from this site to the north and northeast. There appear to be some flaws in the pedestrian movement throughout this area. 21. Additional Planning comments are on red -lined plans that are being forwarded to the applicant. This completes the staff comments at this time. Additional comments will be forthcoming as they are received from City departments and outside reviewing agencies. Under the development review process and schedule there is no revision date mandated by the City. The amount of time spent on revisions is up to the applicant. Upon receipt, the revisions will be routed to the appropriate City departments and outside reviewing agencies, with their comments due to the project planner no later than the third weekly staff review meeting (Wednesday mornings) following receipt of the revisions. At this staff review meeting the item will be discussed and it will be determined if the project is ready to go to the Planning and Zoning Board for a decision. If so, will be scheduled for the nearest Board hearing date with an opening on the agenda. Please return all drawings red -lined by City staff with submission of your revisions. The number of copies of revisions for each document to be resubmitted is on the attached Revisions routing Sheet. You may contact me at 221-6341 to schedule a meeting to discuss these comments. Reynolds Project File The following comments and concerns were expressed at Staff Review on August 12, 1998: Transportation Planning 7. More directional pedestrian flow, in 2 or 3 locations, to the Rite -Aid site should be included. See the red -lined Site Plan reviewed by Current Planning. 8. What is a "flush" crosswalk? 9. How does the 6' on -street bicycle lane transition to. the north. This information should be shown on the Site Plan. 10. There was a sidewalk running north -south along the west side of a driveway connecting then Pads C, F, and G on the Preliminary PUD. This pedestrian connection, between the now Rite -Aid site and the car wash & convenience store sites, has been eliminated on the final plan. This connection is still important and should be reinstated. Engineering 11. The Site Plan should show the needed off -site street improvements. 12. Any necessary easements for off -site work must be provided. 13. A traffic study that accounts for the proposed Rite -Aid use in the business park must be provided, be it with this project or the Rite -Aid project. 14. The attached sidewalk along Automation Way must be 4%' wide. 15. Label the width of the sidewalk along Timberline Road. 16. The final construction status of the median in Timberline Road must be shown on all of the plans. Who will be responsible for any landscaping in the median? Stormwater Utility 17. The proposed detention in the parking area appears to up to 2' in depth, exceeding the maximum allowable depth of 12". Please check this information. 18. The stormwater flows along Automation Way and the east side of the site are not accounted for. the Landscape Plan and provide the required landscape/utility separation distances. C. Coordinate the landscape design with the civil engineering design. d. Coordinate the location of the stub for Lot 1, Horsetooth East Business Park, Third Filing (Rite -Aid) with the project engineers for that development. Will lowering be needed for this stub at the sanitary sewer crossing? e. Show and label all existing and proposed valves on the overall utility plan. Water/Wastewater's records indicate an existing valve and stub to the south from the end of the existing water main in Elk Road. Provide details on how this stub is to be used or abandoned. f. Will the sanitary sewer manhole located in Timberline Road be located in the median? Will the manhole rim need adjusting? Provide a detail on the manhole adjustment, if one is needed. g. The curbstops must be placed in utility easements and are typically placed 1' from the rear of the utility easement. Curbstops are not allowed in hard surfaces. h. Will the proposed sanitary sewer main be connected to the existing stub? How will this work with the new alignment of the sewer and the old alignment of the stub? j. Red -lined plans, with additional comments, are being forwarded to the applicant. Please contact Roger, at 221-6681, if you have questions about these comments. 4. Kathleen Reavis of the Transportation Planning Department stated that her original comment regarding a pedestrian connection to Timberline Road was not sufficiently addressed. Please see comments on the red -lined Site Plan that is being forwarded to the applicant. 6. The Mapping/Drafting Department stated that this subdivision plat and the plat for Lot 1, Horsetooth East business Park, Third Filing (Rite -Aid, to the northeast) do overlap. Is the building entrance (on the north side) recessed and/or covered to provide protection during inclement weather? b. Show a ramp associated with the handicapped parking space at the west end of the tier of parking directly in front of the building (north side). C.
