This proposed Annexation is within the Cary Creek Basin master
plan area. The new development fees in that master plan basin
Are presently $5000.00 per acre, subject to the actual runoff
coefficient. reduction.
This property all lies within the Cache L_. Poudr•e giver•
floodplain. Neiu development within the floodplain must elevate
the finished floor a minimum of 18 inches above the 100 Yr..
floodplain, or if it is a commercial site the buildings can be
floodpr•oofed to 18 inches Above the 100 Yr. floodplain. Federal
legislation mandates any lender to require flood insurance for
all structures in the floodplain. A Floodplain Use Permit is
needed prior to issuance of any building permits and a. FEMA
(Federal Emergency Management Agency) Elevation Certificate is
needed prior to -issuance of a Certificate of Occupancy.
A.standard drainage and erosion control plan must also be
submitted and approved prior to a receiving a building permit.

Dear Mr. Galloway,
As per your phone call today, I will delay the submission to the
Fort Collins City Council of the Resolution accepting the Petition
and initiating annexation proceedings for the East Lincoln
Annexation (which needs to be renamed) from September 20, 1994, to
October 4, 1994. The following dates will be key in the review
process for this annexation: ,
October 4, 1994
October 24, 1994
November 15, 1994
December 6, 1994
December 16, 1994
Resolution accepting the Petition and
initiating the process
Planning and Zoning Board Hearing
First Readings of the Annexation and
Zoning Ordinances
Second Ordinance Readings
Property officially annexed into the city
As I indicated, the corrections submitted to you in my letter of
September 6, 1994, should be delivered to me no later than
September 26, 1994; the earlier the better.
The Stormwater Utility has submitted to me some comment regarding
the potential development of the property. I believe these
comments are significant, so I am forwarding them to you four your
review.
