The City's Master Plan shows that Lemay Avenue is to be rerouted eastward, requiring approximately 48,000 square feet of ROW off of the Webster property. I have investigated a proposed trade whereby the developers could fulfill their obligation to construct their proportional share of the street by dedication of the ROW needed for the proposed Lemay Avenue. The developers share of the estimated cost to construct this street is approximately $94,500 (See attached spreadsheet). The estimated value of the land needed for ROW ($2/ft') is $96,000. At first glance this might appear to be a reasonable trade. Because the cost to construct the street is only an estimate, the actual value will most likely be larger. The reason for this being that only the basic costs were used to calculate the cost of construction. Unknown costs are likely to be encountered during the construction of the rerouted Lemay Avenue. This leads me to believe that this trade would not be in the City's best interest at this time. This trade may be viable in the future, should the value of the land increase due to the proposed development in this area.
