The applicant, Diamond Shamrock, does not have any intentions of submitting a Final PUD which will include the quick lube in the near future. In order to allow the greatest flexibility for the architecture of Lot 2, the proposed elevations have been limited to a generic quality which will allow the Lot 2 developer to meet their needs and city recommendations during their Final PUD process sometime in the future. S. Based upon information submitted to date, this project achieves 11 % (6 out of 54) of the maximum applicable points... Please submit a variance request to this requirement based upon... Section K (p.108) of the LDGS. Specific issues related to the Point Chart are as follows: Criteria 4b - This PUD is not part of an existing neighborhood or community/ regional shopping center... ii. Criteria 4e - This PUD is not mixed -use as it does not provide two or more significant land uses. Residential use is proposed on other areas of the ODP but not within the boundary of this PUD. No points will be awarded for this criteria. Criteria 4f - Criteria #4f of point Chart D asks if there is direct vehicular and pedestrian access between on -site parking areas and adjacent existing or future off -site parking areas which contain more than ten parking spaces. There is no direct pedestrian access between the proposed uses on this PUD... Where is the adjacent existing parking? Where is the future off -site parking? Without further documentation showing direct pedestrian access between the two buildings and/or agreements for vehicular and pedestrian access with future parking areas, no points will be awarded for this criteria. iv. Criteria 49 - No points were claimed for energy conversation on Point Chart D, although a Method 2 calculation was submitted. Method 2 is not valid as it has not been updated to reflect the City's Model Energy Code as adopted in July, 1996. Therefore, in order to claim points..., the applicant must use Method 1... A variance request has been attached as a separate document. 15. Water & Wastewater Department - Roger Buffington a. In order to provide a continuous theme throughout the site buildings, the canopy columns have been designed to match the corner columns of the convenience store and car wash buildings. The materials include light gray rock face block, red single scored block, and white stucco. See schedule no. 19 and site light detail on site plan. Please label the building footprint as a "gas and convenience store" rather than a store model. Done. g/ Staff is concerned about the size of the proposed canopy with the proposed expansion shown. Recently, a similar Diamond Shamrock project at Timberline & Milestone was approved that consisted of the same building and canopy size. This 1.413 acre site is more than capable of handling the ultimate canopy expansion shown meeting required setbacks and providing smooth vehicular circulation. During conversation with Mr. Ludwig, concerns were directed toward the extended south side canopy being out of context with the shorter canopy on the north side. The proposed car wash building will create an offset for this concern being located on the same side as the shorter canopy in proximity to the convenience store. UPlease show the actual site plan elements and dimensions rather than designating with a number code and Legend. The legend really should only have a symbol for handicap parking stalls, bike racks, etc. The Legends have been renamed as Schedules on both the Site and Utility Plans. Recently, two different Diamond Shamrock projects have been approved in the City of Fort Collins using this exact format. In light of your request, an attempt has been made to generalize the plans to facilitate your review. (� 5 Berms and more evergreen landscaping are needed along Lemay Avenue. 5�v Berms of approximately 2 to 3 feet are proposed along Lemay Avenue. To increase the effectiveness of the berming, the shrubs proposed along the Lemay frontage have been relocated to the top of the berm. Per your request, four additional evergreens have been added. Please modify General Note #2 on the Landscape Plan to state: "The contractor is to furnish and install plant materials as noted on this Landscape Plan. All plant material is to be AAN# 1 grade. Since a common access drive separates the two lots currently being planned, it was necessary to find a single common access area for pedestrians to connect from the two sites. This common crossing point has been provided at the intersection of the east -west common access drive and Lemay Avenue. In single building developments, a primary building entrance must face a public sidewalk or other walkway, plaza, or courtyard that has direct linkage to a public sidewalk without requiring people to walk across intervening parking lots or driveways, where physical conditions permit, except as provided in # 10 and # 11 below, Exception to #9 11. At street corners, if the applicant determines that it is necessary to locate intervening parking or a drive aisle between a building and the street corner because of the functionality of the proposed use, then a corner landscape area must be provided and no parking shall be located within a radius of 75 feet of the right- of-way at an arterial street corner, ..., measured from the center or apex of the right-of-way return. Due to the functionality required of the proposed auto -related use and the vehicular movements commonly associated with a fueling facility, a 75 foot radius landscape corner has been provided at the intersection of Lincoln and Lemay Avenues. This landscaping area has also been transformed into a resting and gathering area with picnic tables and sidewalks for people either from the development or passing by. Please provide a north arrow for the Vicinity Map on the Site Plan. / Done. c/ Please construct the gate on the trash enclosure of steel or metal rather VVV than wooden pickets. Done. The trash enclosure gate has been redesigned to be heavy-duty chain link with plastic inserts of a color to match the convenience store. �d Please modify General Note #6 on the Site Plan to state: "no outside storage will be allowed." The configuration of the private access drives will allow future adjacent developments to extend these access roads providing convenient circulation and attracting new development. 2. Access to developments must serve the needs of the pedestrian and the bicyclists as well as the motorist. Accordingly, in the planning and design of the development, the emphasis of the site plan must be shared among the following: (1) pedestrian access to the site and buildings, (2) gathering areas for people, and (3) auto access and parking lots. The emphasis must not be placed solely on parking and drive -through functions. Access to the development for pedestrians has been provided in two possible methods. First of all, direct sidewalk access to the buildings has been provided enhanced by a colored concrete route across the driveway. Secondly, public sidewalk has been provided along the private access drives creating convenient access for pedestrians into future inner developments. Due to the use of a fueling facility and the traffic generated around the convenience store and fuel dispensing islands, a gathering area has been provided with two picnic tables in the large landscaping area at the corner of the Lemay & Lincoln intersection. The location of the gathering area was also influenced by the sheltering of the two large cottonwoods that will be preserved with the development of the site. The gathering area will be easily accessible with sidewalk from the convenience store area and the public right-of-way. Auto access for the site has been provided in two locations from the internal private access drive that loops through the development. The advantage of the internal access drive is that common access will be concentrated to both Lemay and Lincoln Avenues for this and future development. 3. Walkways must be located and aligned to directly and continuously connect areas or points of pedestrian origin and destination, and not be located and aligned solely based on the outline of a parking lot configuration that does not provide such direct pedestrian access. Need a preliminary plan & profile for the ultimate design of Lincoln... & Lemay... See comment below under v. V. Show Lemay ROW to south of Lincoln. Need to show future design of Lemay & Lincoln intersection... Per telephone conversations with Mike Herzig, the engineering design for improvements to Lincoln Avenue and the intersection have been postponed until determination has been made upon improvements to be required as part of the Lemay Town Center project. Once the determination has been made, coordination of the ultimate will be communicated between Diamond Shamrock and the Wal-Mart and/ or affordable housing developers. 13. Stormwater Utility Comments are attached. 14. Current Planning Department a. As stated in the September 19, 1996 comment letter... this project lust meet the requirements of the Interim Design Standards... Specifically, it appears that this proposal fails to satisfy items numbered 1, 2, 3 and 9 of the Interim Standards... and All- Development Criteria A-2.2, A-2.4 and A-2.6 of the LDGS... Interim Design Guidelines Developments must be linked with surrounding areas and uses by extending city streets, sidewalks, and/or paths directly into and through the development, thereby providing convenient, direct pedestrian and bicycle access to and from all sides of the development. Direct pedestrian and bicycle access into the development has been provided with the installation of both sidewalk and bicycle lanes at the access locations off both Lemay and Lincoln. Additionally, direct access is also linked with sidewalk from the (� public right-of-way to the convenience store and quick lube. Due to the functionality of the auto -related use of a fueling facility, a FAW Page 6 of 14, Mr. Ludwig Diamond Shamrock, February 5, 1997 Diamond Shamrock had a tree life evaluation study completed by Eyerly & Associates on July 15, 1996. The evaluation found two Cottonwoods and one large Bur Oak worthy of preserving based on their condition. Approximately 13 Elm trees were found on the site which will be removed due to their susceptibility to disease. The evaluation has been attached for your reference. The location of the picnic table seems odd. Will this require parking spaces?. Is it too close to the trash enclosure? The picnic tables have been combined in the landscaping area at the corner of the intersection to provide a gathering area for pedestrians or bicyclists away from the traffic of fuel dispensing. This location was specifically targeted to take advantage of the shelter provided by the existing cottonwoods that will remain. Parking spaces are provided on - site if necessary. The trash enclosure has been relocated away from the Lincoln frontage to reduce visual exposure from Lincoln Avenue traffic. Please design the trash enclosures to accommodate recycling bins and . U collection. The trash enclosure with dimensions of 13'-8" x 10'-0" are capable of storing additional bins adjacent to the dumpster, if necessary. 11. Public Service Company: requests that the plat dedicate 10 feet minimum width utility easements adjoining the new... Lemay... and Lincoln Avenue. A 10 foot utility easement has been provided along the southerly and westerly property lines of the development as requested. 12. Engineering Department Buy ROW for Lemay realigned?... Any information or questions regarding purchasing of r.o.w. will be passed directly on to Diamond Shamrock representatives if needed. ii. East and West ROW line for Lemay not concentric, why? The east future Lemay right-of-way has been identified on the plans as provided by your staff. The east and west right-of-way lines for current Lemay Avenue are shown as provided by our surveyors. If Wal-Mart and/ or affordable housing goes, Lincoln may need to be widened very soon with those projects. Page 5 of 14, Mr. Ludwig Diamond Shamrock, February 5, 1997 C. The subject property is located in the Residential Sign District... According to Ordinance No. 165, 1994, "... Amending the Zoning District Map contained in Chapter 29 of the Code... East Lincoln Annexation... Section 2. That the Sign District Map adopted pursuant to Section 29- bY- 593.1 of the Code... above described property is not included in the Residential Sign District." As a result, the signage program presented has been prepared based upon the non-residential sign district. Please show the location of bike racks on the Site Plan. Done. See Schedule no. 50 on the site plan. No entrance signs from the service road into the bay lanes will be allowed. Comment noted. 9. Accessible routes from the public right-of-way have been provided for both sites from the building entrances and exits. More specifically, the applicant will provide adjacent right-of-way improvements consisting of a raised median, left turn lane, thru lane, bike lane, and detached sidewalk. b. Improvements should be coordinated with the Lemay Town Center project... After discussions with Mr. Herzig of the Engineering Department, the scope of improvements for the Town Center project have not yet been determined. However, once a design has been proposed, Diamond Shamrock will cooperate in the coordination of improvements near the corner of Lemay and Lincoln Avenue. C. Please provide a set of striping plan for Lemay Avenue and Lincoln Avenue. U S West: U S West has a pedestal in the area of the future curb & gutter pan along the east side of Lemay Avenue... appears to be in conflict with future curb & gutter... it is imperative to determine if there is a problem between the pedestal and the proposed pan. It is our understanding that no improvements will be required to Lemay Avenue as a result of the Diamond Shamrock development. Although, the City has intentions to widen and improve Lemay Avenue in the future which will require the relocation of the pedestal. Since the applicant will be serviced by this pedestal, it may be in U S West's best interests to relocate the pedestal during the Diamond Shamrock development. As a result, the pedestal has been identified on the Utility Plan to be relocated. City of Fort Collins Transportation Planner: A direct pedestrian connection needs to be provided between the two buildings. It appears that the current layout is a very hostile pedestrian environment... The Diamond Shamrock and Quick Lube properties are separated by a private access drive into the development. Pedestrian access has been provided between the two buildings through sidewalk pathways from each building to the common sidewalk within the Lemay right-of-way. Due to the functionality of the proposed Auto Related Use, a drive aisle must separate the building and gasoline dispenser islands from the street corner to provide smooth internal vehicular. In
