Please submit, with the development application, copies of all correspondence from the Current Planning Department regarding the processing of this development application (i.e. verifying processing according to the LDGS per Ordinance No. 161, 1996; etc). b. According to the site plan 107 parking spaces (7.8 parking spaces per 1,000 square feet) are proposed. All Development Criteria A-2.4 of the Land Development Guidance System allows two (2) parking spaces for every three (3) employees on the major shift. All -Development Criteria A-2.4 also references that a guide to the number of parking spaces generally recommended for land uses is available in the Planning Department. According to the Off Street Parking Supply : Peak Demands, Prevailing Standards and Recommended Guidelines for Commercial and Industrial Uses, a ratio of 4.O spaces per 1,000 square feet is recommended for general retail use. Therefore, it appears that there are nearly twice as many parking spaces proposed than are actually needed. Please submit documentation which justifies the need for additional parking with the development application. C. As currently proposed, the pedestrian circulation system fails to satisfy All - Development Criteria A-2.6 of the Land Development Guidance System. Please contact Kathleen Reavis of the Transportation Planning Department at 224-6140 to discuss improvements to the proposed pedestrian system. d. Please refer to All -Development Criteria A-2.4 and A-2.13 for information regarding interior parking lot landscaping and plantings along the building and drive-thru lanes. e. Staff suggests that the applicant consider locating the proposed building at the comer of Horsetooth Road and Timbedine Road with the parking interior to the site. This could help address concerns. related to pedestrian circulation. Please refer to A-2.2, A-2.4, A-2.6, A-2.7, A-2.9, A-2.12, and A- 2.13 for further information. f. The Poudre Fire Authority stated that a fire hydrant capable of providing 1,000 gallons per minute must be located within 300 feet of the proposed building. An automated fire suppression system will be required. A 20 foot wide, marked fire lane must be provided around the building. A hazardous materials impact analysis will be required (r.e. flammable liquids, etc.). Please contact Ron Gonzalez at 221- 6570 with any questions regarding these comments. 5. The Water and Wastewater Utility stated that there is an existing 8-inch water main in Elk Road; an existing 16-inch water main in Timberline Road; and an existing 20" water main in Horsetooth Road. There is an existing 8-inch sanitary sewer in Elk Road that extends through the southern portion of the site to Timberline Road. Any services stubbed into the site must be used (if properly sized) or abandoned at the main. A 30-foot easement (15 feet on each side of the sewer) must be maintained through the site. The 20-inch water main in Horsetooth is a transmission main and may not be accessed for service. The Water Conservation Standards for Landscaping and Irrigation will apply. If the water service size is increased or if additional services are added, PIF's and water rights will be due at the issuance of building permit. The Engineering Department stated that the Street Oversizing Fee is approximately $3.95 to $4.75 per square foot. Improvements (curb, gutter and sidewalk) must be made to Timberline Road. Additional right-of-way may need to be dedicated. Please eliminate the proposed "pork -chop" island for the right -in / right- out access. A median must be constructed on Timberline Road from Horsetooth Road to Big Hom Drive. The proposed Horsetooth access will likely not be allowed. Elk Road will become a private access drive. A median will be required on Horsetooth Road. The construction is reimbursable through the street oversizing fund. A Transportation Impact Study (update letter) will be required. The site will need to be platted. Utility plans and a development agreement will be required. Detention is not allowed in the public right-of-way. A right-tum lane will be required on Horsetooth Road. Adequate pedestrian connections to Timberline Road and ' Horsetooth Road will be required. Please contact Tim Blandford at 221- 6750 with any questions regarding these comments. 7. TRANSFORT.stated that the closest transit stop is located on Timberline Road south of Horsetooth Road. Access must be provided to the transit stop. Please contact. ITEM: Rite -Aid at Horsetooth East Business Park PUD. APPLICANT: Steven Wilson 8480 E. Orchard Road Suite 2000 Englewood, CO 80111 LAND USE DATA: Request to develop an approximately 13,650 square foot retail building (Rite -Aid) on approximately 2.35 acres known as Pads B and C of the Horsetooth East Business Park PUD. The subject property is located at the southwest comer of Timberline Road and Horsetooth Road. COMMENTS: The Zoning Department stated that the property is located in the E, Employment District. Per Ordinance No. 161, it appears that this development application may be submitted in accordance with the requirements of the Land Development Guidance System. All proposed lighting must have down -directional, sharp cut-off fixtures. Please contact Jenny Nuckolls at 221-6760 with any questions regarding these comments. 2. The Light and Power Utility stated that there are existing electric facilities in Elk Road. Please coordinate a transformer location with Light and Power Engineering. Please submit a C-1, commercial usage form to Light and Power. Normal development charges will apply. Please contact Janet McTague at 221-6700 with any questions regarding these comments. 3. The Stormwater Utility stated that the property is located within the Fox Meadows Drainage Basin. The development fees in this basin are $6,468 per acre, subject to the runoff coefficient reduction. The standard drainage and erosion control reports and plans are required and they must be prepared by a professional engineer registered in Colorado. There is a preliminary study that included this site which needs to be followed but can be modified. RBD (Sear -Brown) prepared the preliminary drainage plan and the City would like a copy of it since the one in the Stormwater files is missing. Water quality needs to be included in the design. Extended detention is the recommended method. There are some existing storm sewers that can be used. Some are plugged but some may be available.
