The erosion/sediment plan needs standard erosion control notes, project schedule, and BMP details. 3. The plan symbols for silt fence and straw bale barriers are too similar, please change one to make it more apparent which is which. 4. The silt fence shown along Timberline Road on the west side of the new drainage swale is not necessary if everything in that area flows into the Swale. The pond will act as a sediment trap with its outlet filter. There should also be a note on the plan stating that the detention ponds will be constructed as the first step in overlot grading. 5. Please use a gravel sediment outlet filter on the main detention pond, straw bale barriers in these locations don't work as well. 6. Straw bale barriers at the pond inlet pipes are not necessary. 7. Vehicle Tracking Control needs to be defined on the plan. What does it consist of? Please refer to the redlined report and plans for additional review comments. 4. Please reference the Fort Collins Stone Drainage Criteria to determine the runoff coefficients. The calculations now do not correctly account for the frequency adjustment factor. RESPONSE: 5. Please document the Preliminary Report from RBD for the Carriage Wash. Include a copy of this report as documentation for this development. RESPONSE: 6. Detention for this site is required if the impervious area has increased relative to the Preliminary Report for Horsetooth East Business Park. RESPONSE: 7. All drainage easements must be obtained. SITE PLAN: As previously identified in the April 20, 1998 Conceptual Review letter, the proposed layout does not comply with the Land Development Guidance System or the Interim Design Standards for Commercial Development. Per Standard #9 of the Interim Standards for Commercial Development, a primary building entrance must face a public sidewalk or other walkway, plaza, or courtyard that has direct linkage to a public sidewalk without requiring people to walk across intervening parking lots or driveways. The proposed building needs to be located at the corner of Horsetooth and Timberline Road. Please note that additional right-of-way dedication is needed. Please also refer to All Development Criteria A-2.2, A-2.4, A-2.6, A-2.7, A- 2.9, A-2.12, A-2.13 of the Land Development Guidance System. Please revise the Site and Landscape Plans accordingly. As previously identified in the April 20, 1998 Conceptual Review letter, the proposed parking exceeds the amount allowed. According to the Site Plan, 93 parking spaces (6.7 parking spaces per 1,000 square feet) are proposed. All Development Criteria A-2.4 of the Land Development Guidance System allows two (2) parking spaces for every three 0 (3) employees on the major shift. All -Development Criteria A-2.4 also references that a guide to the number of parking spaces generally recommended for land uses is available in the Planning Department. According to the Off Street Parking Supply : Peak Demands, Prevailing Standards and Recommended Guidelines for Commercial and Industrial Uses, a ratio of 4.0 spaces per 1,000 square feet is recommended for general retail use. A maximum of 56 parking spaces will be recommended by City Staff to the Planning and Zoning Board. Please revise the Site and Landscape Plans accordingly. Please reduce the size of the font type for the Legal Description, Signature Blocks, General Notes, Land Use Data, Legend, etc. and provide the proposed Site Plan at a scale of 1 "=30' or 1 "=20'. 5 The Building Inspections Department offered the following comments: a. Accessible exterior wheelchair routes and parking facilities shall be provided with each phase of the development in accordance with Uniform Building Code Chapter 11, Appendix Chapter 11, Division 1 and the American National Standards Institute Publication Al 17.1-1992 titled Accessible and Usable Buildings and Facilities. Accessible parking spaces are eight feet wide with a five feet wide adjacent access aisle. Slopes for parking and access shall not exceed 1:50 in any direction. b. Buildings larger than 5000 square feet shall be equipped with an automated fire -suppression system throughout in accordance with Uniform Building Code Section 904.2.2 as amended by the City of Fort Collins. C. Buildings shall be designed to comply with the Fort Collins Energy Codes. The residential code is an amended version of the 1995 Model Energy Code and the nonresidential code is based on ASHRAE / IES (American Society of Heating, Refrigerating and Air-conditioning Engineers / Illuminating Engineering Society) 90.1-1989. The Current Planning Department offers the following comments: ,,e A redlined set of the Plat, Site Plan, Landscape Plan and Building Elevations is attached. Please return the redlined set with plan revisions. PLAT: The title on the Plat should state: "Final Plat of Horsetooth East Business Park PUD, 3rd Filing. Being a Replat of Lot 1 of the South Collins Tech Center First Filing; a portion of Lot 2 of the South Collins Tech Center First Filing; a portion of vacated Elk Road; and a portion of unplatted land. Situate in the Northeast 1/4 of Section 31, Township 7 North, Range 68 West, of the 6th P.M., City of Fort Collins, County of Larimer, State of Colorado." CCj Right-of-way cannot be vacated by the Plat. City of Fort Collins right-of-way may only be vacated by the Ordinance of the City Council. The first reading of such ordinance must be completed before this project can be considered by the Planning and Zoning Board. Please contact the Engineering Department to discuss the processing for a right-of-way vacation. �2Cd. The proposed southwest property line overlaps the proposed boundary for the Horsetooth East Business Park PUD, 2nd Filing. Please eliminate the conflict and correct the legal description (statement of ownership). e! Outer boundary monuments must be described. V Please revise the Attorney's Certification as noted on the redlined Plat. 2. The Mapping/Drafting Department offered the following comments: a. The Elk Road right-of-way cannot be vacated by this Plat. b. The subtitle of the Plat must state "Being a replat of......" Please refer to the redlined Plat. C. The outer boundary monuments must be described. d. Additional right-of-way must be dedicated along Timberline Road. Please refer to the Engineering Department's comments. e. The boundary of this Plat overlaps the proposed plat for Pad G (Horsetooth East Business Park PUD, 2nd Filing. The Plat must include new drainage, access and utility easements for the proposed development. 3. The Poudre Fire Authority offered the following comments: a. Fire apparatus access roads shall be provided for every facility, building or portion of a building hereafter constructed or moved into or within the jurisdiction when any portion of an exterior wall of the first story of the building is located more than 150 feet from fire apparatus access as measured by an approved route around the exterior of the building or facility. This fire lane shall be visible by painting and signage, and maintained unobstructed. A fire lane plan shall be submitted prior to installation. Any building not meeting this criteria shall be equipped with an automated fire suppression system. b. The proposed building exceeds 5,000 square feet for Type V construction and must be fire contained or equipped with an automated fire suppression system. C. Fire hydrants are required with a maximum spacing of 600 feet along an approved roadway. Each hydrant must be capable of delivering 1000 gallons of water per minute at a residual pressure of 20 psi. Hydrants shall be of an approved type as defined by the Water and Wastewater Utility and the Poudre Fire Authority. No commercial building can be greater than 300 feet from a hydrant. d. Corrosives, flammable liquids, reactive, or toxic materials if used, stored, or handled on site must have a Hazardous Materials Impact Analysis completed and supplied to the Current Planning Department and the Poudre Fire Authority. 4. Please move the bike rack(s) to the building entrance (without impeding pedestrian circulation). b. Please indicate the landuse (Retail) within the building envelope on the Site Plan. Delete the "Rite -Aid" symbol. C. The property is not located within the Residential Neighborhood Sign District. Therefore, wall mounted sign locations do not have to be shown on the building elevations. All signage must be in accordance with the Sign Code. A separate sign permit will need to be issued for the site. d. An additional street tree is needed along Horsetooth Road. e. Does the 54 foot right-of-way for Elk Road continue thru to Timberline Road? It appears that the property lines go to the centerline of Elk Road. Is the right-of-way proposed to be vacated? If so, the right-of-way cannot be vacated by a plat. It must be vacated by the Ordinance of the City Council.
