Orchard Road, #2000 Englewood, CO 80111 Dear Robin, Staff has reviewed your documents for the Horsetooth East Business Park PUD, 3rd Filing (Rite Aid), that were submitted on August 13, 1998 and offers the following comments: 1. The Zoning Department stated the following: a. At least one additional ramp is needed at the handicap accessible parking stalls. b. Please locate the bike rack near the building entrance (without impeding pedestrian circulation). C. Please remove all building signage from the building elevations. All signage will be based upon the City Sign Code and is subject to the issuance of a sign permit by the Zoning Department. d. Please provide building envelope dimensions and the relative distances to property lines on the Site Plan. 2. The Current Planning Department stated the following: GENERAL: a. A redlined set of the Plat, Site Plan, Landscape Plan and Building Elevations is attached. Please return the redlined set with plan revisions. PLAT: fib. Right-of-way cannot be vacated by the Plat. City of Fort Collins right-of-way may only be vacated by Ordinance of the City Council. The first reading of such ordinance must be completed before this project can be considered by 281 North College Avenue • PO. Box 580 • Fort Collins, CO 80522-0580 • (970) 221-6750 • FAX (970) 416-2020 Design Procedure The STYROFOAM brand insula- tion can be placed over the utility line as either a horizontal layer (Figure 2) or as an inverted-U configuration (Figure 3). The width of insulation required is determined by the equation: W=3D+2[F-(X+D+0.5)] where W = width of insulation. ft. D = pipe diameter, ft. X = insulation depth, I F = frost depth from Figure 4, ft. (Fig. 4, last page) The thickness of insulation is determined by using the appropri- ate design index from Figure 5 and, along with the depth of back - fill over the insulation, selecting the recommended insulation thick- ness. in inches. from Table 1. Where it is not practical to excavate to the width needed for a horizontal layer, an inverted - U configuration can be used. The bottom of the vertical legs should be at least level with the bottom of the utility line. The sum of the length of the vertical legs and the width of the horizontal section should be equal to or greater than the width of a horizontal layer ;nfiguration. Example: A 12 in. diameter water line will be buried at a depth of 3- 1/2 ft. The work site is located near Minneapolis. MN. X=3ft. D=1ft. F = 6 ft. (from Figure 4). W = 30) + 2 [6 - (3+1+0.5)] = 6 ft. Thickness is found by determin- ing the Design Freezing Index (°F - days) from Figure 5. `F - days = 2500 - 3000 From Table 1, at a depth of 3 ft and 3000 *F-days, the thickness of insulation required is 3 inches. During the replacement of existing sanitary sewers and manholes from station 1+00 - to station 4+87, contractor shall maintain continuous flow of sewage as follows: a. During construction operations, flow shall be pumped around (from existing manhole to existing manhole) the section being replaced. Contractor shall have personnel attending the pump at all times during pump operation and shall have emergency equipment/procedures in place for situations of pump failure. 2. Contractor shall provide and maintain systems (pumps, piping, hoses, fittings, couplings, etc.) which: a. Are water -tight and which will prevent spills or discharges of raw sewage in the trench or on any ground surfaces. b. Have the proper capacity to prevent the surcharging of the upstream and downstream sewers at all times. 3. Contractor shall confine all construction operations including storage of materials to recorded utility easements or public right-of-way. 4. Contractor shall be responsible for any damage to private property resulting from raw sewage discharges or from surcharging of sewers. 5. All sanitary sewers shall be air tested and all manholes vacuum tested in accordance with Section 01666 of the Standard Construction Specifications. -If the grades allow for the reL -,anent of the existing sanitary sewer, i , the following will apply: ➢ Insulation is required for sanitary sewers less than 4 feet deep. Provide design information and specifications for areas where insulation will be used. ` ➢ Provide details for sequencing and construction methods for realignment of sanitary sewer (see example attached to plan set). ➢ Replacement of the base and first section will be required for the sanitary sewer manhole at station 1+00. Core drill opening into existing manhole at station 4+87.and reshape invert inorder to redirect flow through manhole. - - - - - - -See site, landscape and utility plans for other comments. If it was installed per plans, then this realignment will not be allowed, as the extra length and drop through the extra manhole will cause the grade to be less than the allowable grade. Verify inverts of sanitary sewer NOW inorder to finalize design. -Provide a minimum of 10 feet separation between realigned sanitary sewer and electric vault. Will location of proposed sanitary sewer manhole, create conflicts with other utilities? -Coordinate landscape design with civil design and provide required landscape/utility separation distances. -Connect proposed fire hydrant to 8-inch water main using a 8" x 6" swivel tee with 8" plug and thrust block on unused side. Place fire hydrant 2 feet beyond back of curb. -Reverse domestic service and fire line to avoid conflicts between service line and thrust block on 90-degree elbow of fire line. -Show location of proposed curbstop and draw meter pit to scale. Provide a 5 foot minimum separation between meter pit and storm sewer line. -Show locations of water and sewer main crossings in all profile views. -Water and sewer services may not be projected under permanent structures (i.e. trash enclosures, Drive up windows, etc.). This will insure that the trees will be in the future parkway strip and will not require relocation or removal at the time of the ultimate improvements. Ornamental trees may be place in the parkway aredbeing provided with this plan. Plat • It is not a private drive it is Elk Road - it is being vacated by ordinance and I can provide the ordinance number upon final approval of the vacation by City Council for you to include on the plat. • In the area where Elk Road and Otter Drive are being vacated the area is being retained as utility, drainage and emergency access easement. • Indicate that the off -site easements are to be provided by separate document. • indicate the width of Row being dedicated. Utility Plans • Revise the general notes as shown on the cover sheet and add the additional general notes as indicated in order to provide City of Fort Collins General notes. • Add `3`d filing' to the title. • The access out of the site on the south to the access drive closest to Timberline road needs to be narrowed to one lane going out. The narrowing should occur by moving the eastern curb line west. This will help to provide adequate separation between the drive and the ultimate right turn lane which will be 12 feet closer to the drive than shown on these plans (these plans show the interim design for Timberline Road) • Show the ribbon median in Timberline that will extend to Horsetooth. • Reference the Horsetooth East Business Park, 2nd filing plans for the design of the access drive and the Timberline improvements. This will have to be constructed prior to this project being built. Note also this plan set can not be approved until those plans are approved unless the design for the access drive and Timberline Road is included in these plans. • Provide the following details: additions to existing sidewalk D-20, curb and gutter detail D-11, Patching detail. • see plans for additional comments r t REVISION COMMENT SHEET DATE: August 13, 1998 TO: Engineering PROJECT: #43-94G Horsetooth East Business Park, 3rd Filing, (Rite Aid) LDGS - Final All comments must be received by Mike Ludwig no later than the staff review meeting: Wednesday, September 2,1998 Horsetooth East Business Park, 3td Filing (Rite Aid) September 9, 1998 Site/ landscape Plan • The sidewalk on timberline is to be a 6 foot sidewalk with an 8 foot parkway. • Notes on the Plans indicate that the right turn lane on Timberline and the internal drive will be existing. This may be so, but if they haven't been built yet then they will need to be built with this project. So please reference the plans that this design will be approved with. Requirement of construction of these improvements will be a requirement of the development agreement for both projects. • The access out of the site on the south to the access drive closest to Timberline road needs to be narrowed to one lane going out. I am not sure who that is, but the 2"d filing is not showing the walk being constructed on that side of the drive. So this plan needs to show it is being constructed here. • The site/landscape and utility plans do not reflect the latest pedestrian crossings of the access drive as being shown on the 2nd filing submittal. On the plans, the storm sewer pipes are shown to be CPP/CCP (typo?) type pipes. Please explain which one is correct and exactly what these pipes are. RESPONSE: 10. The subbasins do not extend completely to the property line adjacent to Timberline Road. When delineating subbasins, please include the entire property. In addition, please show that all onsite flows are accounted for and none will go offsite (specificially flows from the roof of the building). RESPONSE: Erosion/Sediment Control Comments (These comments were made on the initial review but have not been addressed) 1. The erosion control report must include performance standard, effectiveness, and erosion control cost estimate calculations. 2. The erosion/sediment plan needs standard erosion control notes, project schedule, and BMP details. 3. The silt fence shown along Timberline Road on the west side of the new drainage swale is not necessary if everything in that area flows into the swale. The pond will act as a sediment trap with its outlet filter. There should also be a note on the plan stating that the detention ponds will be constructed as the first step in overlot grading. 4. Please use a gravel sediment outlet filter on the main detention pond — straw bale barriers in these locations don't work as well. 5. Vehicle Tracking Control needs to be defined on the plan. What does it consist of? Please refer to the redlined report and plans for additional review comments. hrthebp-b&c2.doc 3. It is unclear how the drainage for this site ties in with downstream established conditions. Please discuss the drainage facility design more in detail and how it relates to downstream facilities. In addition, please include with the report all references that are mentioned as well as references that are asked for. RESPONSE: 4. For the detention pond, please indicate on the plans the required volume, volume provided, allowable release rate, actual 100-year discharge, 100-year water surface elevation, and shade the extent of I00-year ponding. Also please indicate where the spillway is located and include cross -sectional view. RESPONSE: 5. The subbasins as delineated on the drainage plan do not correspond with the report. In addition, there appears to be more than one concentration point in some of the subbasins. Concentration points represent the location where all the flows in the specific subbasin convene; therefore, each subbasin should only have one concentration point. Please make changes as needed and include drainage summary table (with concentration points) on drainage plan. RESPONSE: 6. Please provide missing details of inlets, riprap protection, and restrictor plate/outlet. RESPONSE: M 7. On storm sewer profile views, please show the 100-year hydraulic grade line (HGL), as well as other subsurface utilities and 100-year WSEL for the detention pond. RESPONSE: 8. Please provide a downstream analysis of the entire storm sewer to the Carriage Wash ponds. This was asked for on the previous submittal but was not addressed. Also keep in mind that the orifice plate size for Pond A on the Carriage Wash site will change with increased developed area contributing to the pond. Please calculate runoff coefficients as detailed in the City of Fort Collins Storm Drainage Design Criteria Manual (revised January 1997). And with correctly calculated runoff coefficients, please redo hydraulic and detention pond calculations. RESPONSE: 2. Supporting calculations need to be provided for all proposed inlets, storm sewer pipes, and riprap protection. Please provide these and add any pertinent information (size, type, etc.) on the plans. The proposed architecture does not tie in with other proposed and existing buildings in the "Horsetooth East Business Park". The proposed building should have a sloped/pitched roof. Architectural interest will be required along the street fronts in accordance with the LDGS and the Interim Standards for All Commercial Development. Columns, or recesses and projections are needed to break up the building facades. Diamond shaped windows should be eliminated. ag. Please identify all building materials and colors on the building elevations. Please provide color samples. ah. Please specify that the asphalt shingles will be high -profile, heavy dimensional, Class A fiberglass shingles. ai. Please show the location of roof -top mechanical equipment on the building elevations. The equipment screening should be incorporated into the architecture of the building. aj. Please indicate that building mounted meters, etc. will be painted to match the building surface. ak. Please provide a trash enclosure detail. al. Please delete the copyright notes from the Building Elevation sheet. If approved, the mylars for the PUD must be recorded and.kept on file with the City of Fort Collins as public information. The City must be able to reproduce blueline prints from the mylars upon request by the public. , LIGHTING PLAN: am. Please delete the copyright notes from the Lighting Plan sheet. The sidewalk along the private drive should be 6 feet wide rather than 4 feet wide. The first driveway (south of the drive-thru) should be one-way directional (exit only) to eliminate vehicular circulation conflicts. The driveway should be narrowed by eliminating pavement from the east half of the proposed -- driveway. Please revise as noted on the redlined plan set. S. Numerous improvements on the Site Plan are shown to be constructed by others. By indicating that the improvements will be done with Pad G, the Rite -Aid plan set cannot be recorded until after Pad G documents are recorded. Please note that some of the off -site improvements do not match what Pad G is proposing (i.e. crosswalks, sidewalks, etc.) Please coordinate with the consultants for Pad G. LANDSCAPE PLAN (Sheet 3): 3'- t. Tree wells should be shifted from the center of the sidewalk. At least 4 feet of clear sidewalk must be maintained. U. Please add shrubs on the west edge of the parking lot. V. The landscape island on the south side of the drive-thru lanes should be widened as noted on the redlined plans and vertical, evergreen landscaping added to screen the drive thru lanes. W. Vertical, evergreen screening is needed southeast of the proposed building to screen the loading dock. X. Shrubs are needed between the parking rows north of the building as noted on the redlined plans. Y. Please add two trees at the northwest comer of the building as noted on the redlined plans. z . Please add trees in the parking lot islands as noted on the redlined plans. aa. Please add shrubs along the north edge of the parking lot as noted on the redlined plans. ab. Please move the Plant List and Plant Notes from Sheet 4 to Sheet 3. ac. Additional vertical landscaping is needed along the east side of the building. ad. Please add tree protection notes to the Plant Notes on Sheet 3. ae. Please add a note to the Landscape Notes which states that all landscaping shall be AAN #1 grade. the Planning and Zoning Board. Please contact the Engineering Department to discuss the processing for a right-of-way vacation. C. There still appear to be overlaps between the, proposed Plat boundary for this project and the boundary for the Horsetooth East Business Park PUD, 2nd Filing. Please eliminate the overlaps and correct the legal as necessary. d. Numerous off -site easements are needed for grading and access. Please submit all easements in a form acceptable to the City of Fort Collins. SITE PLAN (Sheet 1): e. Please make sure that the legal description on the Site Plan is identical to the legal description on the Plat. Please replace the words "Signature Block" with the words "Statement of Ownership". g. Please add the word "Notary" above the notary certification statement. h. Please add the words "Planning Certification" above the planning certification statement. Please revise the sheet index. Sheet one should indicate "Notes". Sheet two should indicate "Site Plan". j. General Note #7 indicates that rooftop mechanical equipment will be screened with a metal decking structure. Please incorporate the screening of the mechanical equipment into the building's architecture without the use of metal decking structures. k. Please revise Note #10 as per the attached redline. SITE PLAN (Sheet 2): I. Please add zone districts to the vicinity map. M. Please dimension the widths of all sidewalks. n. The parking lot should have standard parking stalls that are 9 foot wide and 19 feet deep. Drive aisles should be 24 feet wide. Please adjust the Site Plan as noted on the attached redlined documents. o. The foundation planting beds along the north and west building elevations should be a minimum of 5 feet wide. P. Please specify the species and diameter of all existing trees on the site that are proposed to remain or be removed.
