Orchard Road, #2000 Englewood, CO 80111 Dear Robin, vices Staff has reviewed your documents for the Horsetooth East Business Park PUD, 3rd Filing (Rite Aid), that were submitted on November 24, 1998 and offers the following comments: The Current Planning Department stated the following: a. Thank you for submitting proposed easements. However, there are no dedication statements or signatures on the easements. An 8-foot grading easement, a 6-foot water easement and a 12-foot access easement are needed on the west property line. Please submit all signed easements in a form acceptable to the City of Fort Collins. Please see the attached sample easement for the acceptable format. b. Elevations of all sides of the enclosure must be provided in the PUD plan set (Site Plan, Landscape Plan or Building Elevations). Specific enclosure materials and colors must be labeled. C. The Site Plan and Landscape Plan indicate that there is ten feet of separation from the back -of -walk to the edge of the retaining wall for the detention pond. However the cross section indicates that there is 25 feet (30 feet from flow line to the wall less a 5-foot sidewalk). Please clarify. Materials for the wall should match the building. d. Please connect trees that are referenced by the same species / quantity label with a leader line on the Landscape Plan. e. Please provide 4 feet of separation distance between the fire hydrant and shrubs in the parking lot island along the west property line at the north building line extended. f. All comments must be received by Mike Ludwig no later than the staff review meeting: Wednesday, December 9, 1998 Coordinate proposed water and sewer layout in shared private drive with Northern Engineering. Show coordinated layout for both project in this area. Coordinate landscape design with civil design and provide required landscape/utility separation distances. Provide 10 feet of separation between water/sewer lines and light poles. i Clearly define area of concrete encasement of sewer line in plan and profile views. Realign water service and fire line to avoid service line being place in thrust block. i No connection may be made to water service between main and a point 5 feet downstream of the meter pit. Relocate proposed irrigation tap on water service to provide 5 feet of separation. See site, landscape and utility plans for other comments. On the grading plan, please indicate invert elevations at the ends of storm sewer pipes and provide spot elevations for the spillway/top of berm. RESPONSE: 4. Please provide a detail of the 18" concrete channels. RESPONSE: 5. For the storm sewer profiles, please indicate the pond 100-year WSEL only where it is applicable — it is currently a bit misleading. In addition, the profile for storm line D does not appear to show the retaining wall correctly — please revise to match actual conditions. RESPONSE: Erosion/Sediment Control Comments 1. The plat which is included in the Final Utility Plans does not have all the necessary drainage easements shown; however, the plat which was included separately does so. Please include the updated plat in the Final Utility Plans. RESPONSE: 2. The outlet of storm line B is shown to have an invert elevation of 47.48. However, the plan view shows the outlet between contours 49 and 50. Please change plan view of storm sewer to clarify this discrepancy. (LDGS) All comments must be received by Mike Ludwig no later than the staff review meeting: Wednesday, December 9, 1998 ❑ No Comment Problems or Concerns (see below or attached) Horsetooth East Business Park, 3`d Filing December 17, 1998 • A sketch and a legal description for one of the easements was received, nothing more was received. • Prior to this project being scheduled for a hearing either 1) letters of intent for all off -site easements must be received or 2) Signed easements for all off -site easements must be received. An compete easement document consists of a Deed of dedication with proper language and all signatures (original, no copies), legal description, attorney certification and sketch. Plat • The amount of Row to be dedicated on Horsetooth Road is to be 57.50 feet • The ordinance in which Elk Road and Otter Drive were vacated by is No. 213, 1998. The areas that were vacated were retained as emergency access, utility and drainage easements. Need to show this area as being such or show that it is being vacated. • Need to make sure that the off -site easements being dedicated by the second filing are reflected on this plat if they are within the platted area. Depending on timing they may or may not be recorded prior to this plat being filed. Utility plans • Section A on Sheet C4.10 shows the retaining wall to be located 25 feet behind the sidewalk. Scaling off of the plan this distance is only approx. 10 feet. Which is correct? Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. All revisions must be received by noon on Monday December 21, 1998 to have the project reviewed at the December 23, 1998 Staff Review for potential placement on the January 21, 1999 Planning and Zoning Board Hearing. The ability of this project to be placed on the January 21, 1999 P&Z agenda is also subject to the Horsetooth East Business Park 2nd Filing being scheduled for the same meeting.
