32. Staff is under the impression that this is a joint application
between two property owners. Please provide a second
signature block for the second owner.
33. It is not required that the owners' signatures be notarized
but it is generally a good idea. Recently, we have been
asking for the notarial block to be included on P.U.D.Is. At
your option, please consider adding a notarial block by the
owners' signatures.
This concludes Staff comments at this time. Please note the
following deadlines for the November 14, 1994
Planning and Zoning Board hearing:
Plan revisions are due October 26, 1994.
P.M.T.'s, ten prints, renderings, are due November 7, 1994.
As always, please call if there are any questions or concerns
regarding these comments, or to set up a meeting to discuss the
issues in depth.

19. The landscape plan shall include the total area in square feet
for each landscape category. Landscape categories are
distinguished by their water requirements and intended
maintenance level. Examples of possible categories include,
but are not limited to, high water turf grass, low water turf
grass, low water planting beds, and moderate water planting
beds.
20. The legal description does not match the extent of work
contained on the site plan. Part of the work is located
within the Massey Minor Subdivision. Please indicate property
lines after the dedications for Shields Street.
21. Please be aware that the new building will need a.floodplain
use permit from the Stormwater Utility.
22. Public Service Company requests that no trees be planted
within four feet of an underground gas line.
23. Also, any relocation of Public Service Company facilities will
be at the developer's expense.

24. U.S. West cautions that any relocation of existing facilities
required by these plans will be paid for by the developer.
25. Under General Note No. 7, please add that the trash enclosure
will be constructed out of materials to match the building's
exterior, if located outside the building.
26. Under General Notes, please add a note that states that both
pole and building -mounted security.lights will feature down -
directional, sharp -cutoff luminaires.
27. Under General Notes, please add a note that states that under
canopy lights will be fully recessed into the body of the
canopy with only one flush side visible to the public.
28. The legend indicates a bike rack but it is not located on the
site plan. Please add a bike rack in a location that is along
the front entry but does not interfere with pedestrian
sidewalks.
29. Will there be a new electrical transformer? If so, please
indicate the location and appropriate screening.
30. on the architectural sheet, please indicate the building's
exterior materials and color.
31. On the architectural sheet, it is not necessary to include the
floor plans of the two levels. It is necessary, however, to
include a sketch of the canopy indicating materials, color,
and dimensions.
9. Since the coffee house is located in one of the parking
spaces, the total parking figure should be reduced from 21 to
20 standard spaces.
10. The new building and canopy must comply with Section 503 of
the Uniform Building Code.
11. The exterior walls, openings in exterior walls, and
projections from exterior walls (cornices, eaves, overhangs,
etc.) shall be of fire resistive construction as required by
Table 5A of the U.B.C. Parapets extending 30 inches above the
roof deck must be provided as required in Section 1710 of the
U.B.C.
12. Storage or use of hazardous materials must be in compliance
with the Fire Code and Chapter 9 of the 1991 U.B.C. as adopted
by the City of Fort Collins. A list of such materials with
quantities and classifications should be submitted for review
at the time of building permit application.
13. Review and approval of food service (including grocery)
facilities by the Larimer County Health Department is required
at the time of building permit submittal.
14. The site shall be accessible to persons with disabilities in
accordance with U.B.C. Section 3103 and U.B.C. Appendix
Section 3106. Site plan should include a designated and
marked accessible routes between buildings and the public way,
and accessible parking and buildings. Provide parking signs
per U.B.C. Appendix Section 3107.
15. It is suggested that the two relocated Choke cherries along
Shields Street not be placed in this location. This location
is too close to Shields Street for Choke cherries and should
feature street trees instead. Please select a traditional
street tree for these two locations (Burr Oak, Green Ash,
Honeylocust, Linden, Hackberry).
16. There are two Mugo Pines relocated along Shields Street.
These will get too large for the small planting area. It is
suggested that another species be selected.
17. Staff is concerned about the use of Tam and Arcadia Junipers
around the curve along Shields and Elizabeth. These species
will grow up to five feet in height which may cause sight
visibility problems. It is suggested that a lower growing
(Broadmore) juniper be used.
18. Please add the following note to the plan:
"The landscape plan shall be reviewed and approved by the City
of Fort Collins Water Department for the irrigation system for
the landscaping at the time of building permit review."

Dear Eldon:
Staff has conducted interdepartmental review for the Mini Mart at
Campus West P.U.D. and offers the following comments:
1. The close proximity of the right -in curb cut on Shields Street
to the northern gas pump island creates an obvious conflict.
Cars fueling at this northern pump island may cause southbound,
cars entering the site via the Shields curb cut to back up
into the travel lane on Shields. There is simply no room for
cars to stack at this pump island.
2. There is also a concern that the angle of the Shields curb cut
does not adequately discourage left turn exits onto to
northbound Shields. This angle or shape of the curb cut
should be modified so as to deter illegal left turns.
3. For the above stated reasons, Staff recommends that the
northerly gas pump island be deleted to improve circulation
both on and off the site.
4. The 60 degree parking stalls require a 24 foot wide drive
aisle where there is double loaded parking (plan shows 22
feet) and a 20 foot wide aisle where there is single loaded
parking (plan shows 18 feet).
5. The parking stalls on Shields are shown to have a 19 foot
depth. These stalls should have 21 feet of. depth. Cars in
these spaces will.overhang the sidewalk.
6. It appears the new espresso building encroaches into the
right-of-way on Shields.
7. There is a concern that coffee customers will park in the
drive aisles. The plan should indicate onsite directional
signage that encourages coffee customers to park in spaces
adjacent to the coffee vendor.
8. It is suggested that the optional parking spaces be compact in
size, especially since the drive aisle is.only 19 feet wide.
