MINI MART PUD at ELIZABETH & SHIELDS PUD
Statement of Planning Objectives
September 12, 1994
The primary objective of this PUD is to retain the existing businesses on viable sites
at this location while accommodating the City constructed improvements to Shields and
Elizabeth Streets. The proposed plan also provides better access and circulation between
uses, eliminates an existing driveway access from Shields Street near the corner of Elizabeth,
and provides improved landscaping on the subject properties.
A variety of housing types, shopping opportunities, and business services are now
available in the Campus West area. These existing uses should generally be supported by City
actions, rather than negatively impacted. Therefore it is important to reconcile the benefit to
the general public resulting from the capital improvements to Shields and Elizabeth Streets
with the functional needs of the impacted properties; even if ideal development standards
cannot be met. It is also important that the PUD review process not become a substantial
barrier to the existing small businesses' attempts to improve the current situation.
The Land Development Guidance System and adopted Land Use Policies support the
existing uses at this location. �t
Redevelopment of the site is scheduled to be completed in early 1995.
