It is expected that Automation Way will be connected to the
Collindale Business Park with full development of Parcel D in the
Horsetooth East Business Park. This connection will complete the
interior road system between the two business parks. It would
appear that the users of the Collindale Business Park would find
this connection more convenient than the users of the Horsetooth
East Business Park.
It is concluded that the proposed accesses to Horsetooth Road
and Timberline Road are adequate to serve this site. The
Horsetooth/Timberline intersection will operate acceptably with the
expected improved geometrics. The existing "Timberline-Horsetooth
Property Site Access Study," September 1988 (as amended), can
continue to serve as the traffic impact study for this property.
With full development of Horsetooth East Business Park, a signal
may he warranted at the Timberline/Big Horn intersection.
Signalization at the Horsetooth/Automation intersection should be
studied further in the 'design/review process. Due to the timing
of Fort Collins High School, future traffic studies should include
new peak hour traffic counts in this area. New traffic counts were
not practical with this development proposal. The extension of
Automation Way to Collindale Business Park should occur with full
development of Parcel D in the Horsetooth East Business Park.
included a right-in/right-out access to Horsetooth Road just east
of the railroad tracks. This access has been eliminated from the
new master plan.
Table 3 shows the trip generation for the 1994 version of the
Horsetooth East Business Park (Figure 1). The uses proposed, as
evaluated in this memorandum, will generate approximately the same
amount of traffic as that shown in the 1991 Master Plan. The daily
trip generation shown in Table 3 is 89 percent of the trip
generation shown in Table 2. The morning peak hour increases by
383 trips (187%). The afternoon peak hour increases by 31 trips
(103%). The large increase in traffic is during the lower morning
peak.hour.
This amendment concentrates on the short range operation. In
previous studies, the Fort Collins High School, Tower Shoppes, and
various residential developments were not development proposals.
Fort Collins High 'School is almost completed and there is
significant other development in the area. Since Fort Collins High
School is not complete, a. short range traffic projection was
derived by factoring -the Pinecone PUD/Tower Shoppes long range
traffic forecasts at the Timberline/Horsetooth intersection by 0.6.
Horsetooth East Business .Park traffic was added to the factored
traffic forecasts.
Figure 2 shows the short range` traffic forecast with the
implementation of the Figure 1 site plan traffic assigned to the
key intersections. It is expected that Timberline Road and the
east leg of Horsetooth Road will have a four lane cross section by
the time. Fort Collins lligti School opens, which will be prior to
full development of the Horsetooth East Business Park. The
following analyses assumed the improved street cross sections.
This assignment used the same trip distribution shown in the site
access study. Using the peak hour traffic shown in Figure 2, a
traffic signal may be warranted at the Timberline/Big Horn
intersection. This intersection has been recommended for
signalization (when warranted) in a number of traffic studies.
Table 4 shows the peak hour operation at the Horsetooth/Timberline
and Timberline/Big Horn (future) signalized intersections, and the
Horsetooth/Automation and Timberline right-in/right-out stop sign
controlled intersections. Calculation forms are provided in
Appendix B. The operation at all of the analyzed intersections 'is
considered to acceptable, except for minor street left turns from
Automation Way. Acceptable operation is defined as level of
service D or better. The level of service E/F at the
Horsetooth/Automation intersection is normal at stop sign
controlled intersections on arterial streets. These left turns may
have more than random gaps in the Horsetooth Road traffic due to
the Horsetooth/Timberline signal. The Horsetooth/Automation
intersection may meet peak hour signal warrants. This intersection
is 600 feet from Timberline Road. This location may meet the
criteria of a.••"minor signalized. intersection" as recommended in the
Access Control Demonstration iProject prepared by the Colorado

It has been proposed that some land uses be changed at.
the Horsetooth East Business Park located in the southwest
quadrant of the Timberline/Horsetooth intersection in Fort
Collins, Colorado. The changes are proposed on Parcel C
located on the east side of the Horsetooth East Business Park.
The 1991 Master Plan for Horsetooth East Business Park is
shown in Appendix A. This memorandum serves as an addendum
to the Timberline-Horsetooth Property Site Access Study,
September, 1988; the Horsetooth Business Park Traffic Study
Update memorandum, February 4, 1991; and the Horsetooth East
Business Park Traffic Study Addendum memorandum, August 22,
1994. The Timberline-Horsetooth Property is now known as the
Horsetooth East Business Park. This memorandum addresses the
trip generation and the short 1range operation at the key
intersections.
Figure 1 shows the 1994 site plan of the Horsetooth East
Business Park with the expected land uses on Parcel C and
Parcel D. Implementation of these uses would likely occur
over a number of years. Parcel B is assumed to have light
industrial uses. Definitive building uses and locations on
Parcel B are not known at this time.
In the original site access study, the land uses assumed
for the entire site are shown in Table 1, along with the daily.
and peak hour trip generation. Table 2 shows the trip
generation from the 1991 version of Horsetooth East Business
Park. The daily trip generation shown in Table 2 is 76
percent of the trip generation shown in Table 1. The morning
peak hour decreases by 167 trips (28%). The afternoon peak
hour decreases by 463 trips (33%). Given this reduction in
trip generation from the overall Horsetooth East Business
Park, it was concluded that the existing site access study
should be used as the traffic study for this property. While
it may overstate the trip generation and operation to some
degree, it adequately addresses the access, control, and
geometric requirements for the Horsetooth East Business Park
in the long range future. The original site access study
