This proposed development will not be required to complete Automation Way to the south of Big Horn Drive. 12. Does the irrigation on this site contribute to the existing wetlands in the area? 13. Storm drainage comments are as follows: a) The outfall system seems convoluted. More discussion is needed on the outfall system and field verification is needed for the pipe size and grade of the outfall. b) There is question as to whether the information provided for this request is sufficient for a combined Preliminary & Final decision at this time. It is possible that this request could .go the Planning and Zoning Board for preliminary approval only in October. 14. Where is the electric transformer and gas meter to be placed? They should not be located along Timberline Road. 15. Is there to be any fencing, other than the "screen walls", on or around this site?. 16. The spelling of the word "exents" (relating to the wetlands) on the Site Plan should be corrected. 17. The Signature Block on the ,Site Plan seems to relate to a Special Review process in the City of Loveland. The standard .Owner's Certification,, Attorney's Certification or Notary Public signature block, and Planning and Zoning Board Certification for the City of Fort .Collins must be included on this plan. This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. Please be aware of the following dates and deadlines to assure your ability to stay on schedule for the October 24, 1994 Planning and Zoning Board hearing: ****************************************************************** Plan revisions are due no later than the end of the working day, October 6, 1994. Please contact me for the number of folded revisions required for each document. PMTls, renderings, and 8 folded copies of final revisions (for the Planning and Zoning Board packets) are due by 3:00 p.m. on October 17, 1994. ****************************************************************** '04. 4. The proposed building is over the 5,000 square foot limit and must be either fire sprinkled or fire contained into areas less than 5,000 square feet in size. 5. The Engineering Department has the following comments to offer concerning the utility plans and subdivision plat: a) The Timberline Road improvements must be shown. b) The irrigation pipe over the water line must be encased in concrete if the water line is within 18" below the irrigation pipe. c) Owners of the irrigation ditch need to sign off on the subdivision plat and utility plans that show the pipe. d) The property boundary has some directional errors and an error in the horizontal curve at the northeast corner of Lot 3. e) The Point of Beginning should be shown. They should be placed every 40' on -center. 7. In grading and landscaping the detention area, native trees, shrubs, and grasses: should be used (wildflowers are OK, too). Undesirable trees/shrubs such as Russian Olive should be removed. 8. City Council has adopted ordinance #76, 1994 implementing part of the City's Water Demand Management Policy. The ordinance establishes water conservation standards for the design and installation of landscapes and irrigation systems. All applications, beginning with the August 22, 1994 submittals for the October Planning and Zoning Board public hearing will need to address the new requirements. These regulations apply to all commercial, industrial, public, and residential "common area" landscapes and their associated irrigation systems. Copies of the comment sheets from Jim Clark, the City's Water Conservation Specialist, are enclosed with this letter. 9. The 20' building envelope setback from the east property line, along Timberline Road, is too close. The distance should be increased to 301. Berming in this area would enhance the buffering to the arterial street. 10. Fire access to this site appears to be very tight. Does this proposal meet the minimum 150' access distance required by the Poudre Fire Authority? Are the necessary fire hydrants in place in this area? A copy of the comments received from U.S. West is attached to this letter. 2. The building envelope dimensions need to be shown on the Site Plan. 3. The comments received from the Mapping/Surveying Department are as follows: a) This subdivision plat replats part of the South Collins Tech Center, Third Filing and this is not noted in the title. b) Not all of the south line of this plat is along the north line of Collindale Business Park. c) The pond and drainage easement in Lot 3 is unable to be located with the information provided. There are no bearings on the lines. d) The plat does not match the legal description (the chord bearing of the 2866.031 radius curve). A red -lined copy of the plat is enclosed. e) The subdivision plat does not close (0.862 N-S), 0.035 E-W).
