known when this will occur. Recent traffic counts indicate that
signal warrants are not met at this intersection. Traffic from
Parcel D of Horsetooth East Business Park will not likely use the
Timberline/Caribou intersection for left turns. Utilizing the
Horsetooth/Automation intersection is more convenient and
practical. Therefore, it is concluded that, from an operational
perspective, the extension of Automation Way between Parcel B and
D cannot be justified. However, this connection certainly will
complete the interior road system between the two business parks.
It would appear that the users of the Collindale Business Park
would find this connection more convenient that the users of the
Horsetooth East Business Park. All this notwithstanding, the
extension of Automation Way could be made when the Phase 2 portion
of Parcel D develops, since there will be Phase 2 frontage along
Automation Way in the area where the connection should be made.
It is concluded that the proposed accesses to Horsetooth Road
and Timberline Road are adequate to serve this site. Stop sign
control at these accesses is the proper control at these two
accesses. The Horsetooth/Timberline intersection will operate
acceptably with the existing geometrics. The existing Timberline-
Horsetooth Property Site Access Study September 1988, can continue
to serve as the traffic impact study for this property. When other
proposals for development are put forth at the Horsetooth East
Business Park, similar traffic study updates should be prepared to
examine the operation at the key intersections to determine when
improvements are required. Due to the timing of Fort Collins High
School, future traffic studies should include new peak hour traffic
counts in this area. New traffic counts were not practical with
this development proposal. The need for extension of Automation
Way to Collindale Business Park is not triggered by either Phase
1 or 2 of the Parcel D development. However, Phase 2 will have
frontage along the yet unbuilt portion of Automation Way. This
would be a practical time to extend Automation Way between
Horsetooth East Business Park and Collindale Business Park.
right -out access to Horsetooth Road just east of the railroad
tracks. This access has been eliminated from the new master plan.
Table 3 shows the trip generation for Parcel D with the Phase
1 medical office building and the Phase 2 general office building.
The uses proposed in Parcel D, as evaluated in this memorandum,
will generate less traffic than that shown in the New Master Plan.
The daily trip generation shown in Table 3 is 35 percent of the
trip generation shown in Table 2. The morning peak hour increases
by 39 trips (168%). The afternoon peak hour decreases by 86 trips
(44%).
This amendment concentrates on the short range operation,
which is significantly different than the short range operation
provided in the site access study or the PSCo memorandum. In those
studies, the Fort Collins High School, Tower Shoppes, and various
residential developments were not development proposals. Fort
Collins High School is almost completed and there is significant
other development in the area. Since Fort Collins High School is
not complete, a short range traffic projection was derived by
factoring the Pinecone PUD/Tower Shoppes long range traffic
forecasts at the Timberline/Horsetooth intersection by 0.6.
Figure 2 shows the short range traffic forecast with the Phase
1 (medical office building and PSCo) traffic assigned to the key
intersections. This assignment used the same trip distribution
shown in the site access study. Table 4 shows the peak hour
operation at the Horsetooth/Timberline signalized intersection and
the Horsetooth/Automation and Timberline/Big Horn stop sign
controlled intersections. Calculation forms are provided in
Appendix B. The operation at all of the analyzed intersections is
considered to acceptable, except for minor street left turns from
Big Horn Drive. Acceptable operation is defined as level of
service D or better. The level of service E at the Timberline/Big
Horn intersection is primarily caused by the background traffic
volumes on Timberline Road. These left turns do have a convenient
alternative route via the Horsetooth/Automation intersection which
will eliminate this left -turn movement from Big Horn Drive. It is
recommended that both the Automation Way and Big Horn Drive
accesses to their respective arterial streets be striped with a
single inbound lane, a left-turn/through exit lane, and a right -
turn exit lane.
Figure 3 shows the short range peak hour traffic forecast with
the Phase 1 and Phase 2 traffic assigned to the key intersections.
Table 5 shows the peak hour operation at the key intersections.
Calculation forms are provided in Appendix C. The intersections
will operate similarly to that shown in Table 4.
City staff requested information whether Automation Way should
be connected south to Caribou Drive with Phase 1 or Phase 2.
Currently, Automation Way is not complete between Parcels B and D
of the Horsetooth East Business Park. The Timberline/Caribou
intersection will eventually be signalized, however, it is not

It has been proposed that a medical office building be
built at the Horsetooth East Business Park located in the
southwest quadrant of the Timberline/Horsetooth intersection
in Fort Collins, Colorado. The medical office building is to
be located on the east side of the Horsetooth East Business
Park on Parcel D. The revised master plan for Horsetooth East
Business Park is shown in Appendix A. This memorandum serves
as an addendum to the Timberline-Horsetooth Property Site
Access Study, September, 1988 and the Horsetooth Business Park
Traffic Study Update memorandum, February 4, 1991. The
Timberline-Horsetooth Property is now known as the Horsetooth
East Business Park. This memorandum addresses the trip
generation and the short range operation with the
implementation of the medical office building. The scope of
this memorandum was discussed with Fort Collins Transportation
Division staff.
Figure 1 shows the site plan of Parcel D with the medical
office building shown as Phase 1. The medical office building
will be 7,000 square feet. Phase 2, as shown in Figure 1, is
expected to be a 30,000 square foot office building.
In the original site access study, the land uses assumed
for the entire site are shown in Table 1 along with the daily
and peak hour trip generation. Table 2 shows the trip
generation from the new Horsetooth East Business Park. The
daily trip generation shown in Table 2 is 76 percent of the
trip generation shown in Table 1. The morning peak hour
decreases by 167 trips (28%). The afternoon peak hour
decreases by 463 trips (33%). Given this reduction in trip
generation from the overall Horsetooth East Business Park, it
is concluded that the existing site access study should be
used as the traffic study for this property. While it may
overstate the trip generation and operation to some degree,
it adequately addresses the access, control, and geometric
requirements for the Horsetooth East Business Park in the long
