Additionally, two (2) bicycle racks are provided on the sidewalk along East Mountain Avenue, two (2) racks are located on the Mathews Street frontage, two (2) racks are located at the north east corner of the building. Wetlands and Natural Areas: • The entire site has been disturbed by previous development, and most (if not all) of the site is currently covered by buildings and pavement. • No wetlands have been identified on the property. • The three existing Green Ash trees and the turf at the corner of East Mountain Ave and Mathews Street will remain as well as the two Honey Locust trees in tree grates along E. Mountain Ave. (iii) Proposed ownership and maintenance of public and private open space areas. • The open space areas (sidewalks and alleys) within the private lot will be maintained by the property owner, and sidewalks and landscaping located within the public right-of-way will be maintained by the City of Fort Collins. (iv) Estimate of number of employees for commercial and Industrial Uses • Depending on the tenant mix, the total number of employees anticipated in the building could range from 100 to 150 at full occupancy. (v) Description of rationale behind assumptions and choices made by the applicant • This project will comply with applicable city standards to create a satisfactory addition to the City. (vi) Variances • A variance will be requested for planter containers within the R.O.W. and for an awning extension at the buildings main entry. (vii) How Conflicts between land uses are being avoided • Landscape and buffer requirements will be followed to minimize conflicts between land uses and impacts on open spaces. (viii) Neighborhood meeting • With the proposed land use and building size, the project is subject to a BDR Review, so a neighborhood meeting is not required. (ix) Project name and previous project names. Statement of Planning Objectives Page 3 of 4 Statement of Planning Objectives 221 East Mountain Avenue • There are no known valuable natural resources on the site. • Development of the project is tentatively scheduled to begin in the spring of 2019 and to be finished in summer of 2020, (ii) Open Space, Buffering, Landscaping, Circulation, Transition Areas, Wetlands and Natural Areas Open Space: • There are small amounts of open space provided between the proposed building and the public right-of-way consisting of pedestrian zones and planter pots. Buffering: • Street tree plantings are provided to soften views to the proposed building and to provide an enhanced pedestrian experience. Trash/recycling bins are recessed within the building at the south side of the site adjacent to the alley way with limited visibility to adjacent roadways and pedestrian zones. Trash / recycling bins will be screened within the building perimeter. • Electric and gas meters will be recessed within the building perimeter. Landscaping: • Street trees are provided to continue the urban pattern of downtown. The three existing Green ash trees and the turf at the corner of Mountain Ave and Mathews Street will remain, and the two existing Honey locusts along Mountain Avenue will be saved. One Honey locust tree within the existing parking lot will be removed, The loss of this trees will be mitigated by planting three (3) 3" caliper trees within the adjacent R.O.W. along Mountain Ave. and Mathews Street. Circulation: • On street public parking is provided along both East Mountain Ave. along the north frontage of the building and along Mathews Street to the east of the building. • Two new accessible parking spaces are shown on the site plan (one on East Mountain Avenue and one within the building's sub -surface garage). • Up to 4 parking spaces are to be leased from the downtown parking garage, • The trash enclosure will be accessed from the alley south of the building. • Access to the sub -surface garage will be from the alley on the south side of the building. • Building deliveries will be from the service access at the alley on the south side of the project. Statement of Planning Objectives Page 2 of 4 Statement of Planning Objectives 221 East Mountain Avenue The proposed project is composed of a 4-story mixed use building with a subsurface parking garage on a .46-acre parcel located at the southwest of Mountain Avenue and Mathews Street in downtown Fort Collins. The site presently consists of the now closed Goodyear Tire Company automotive repair shop, The project will be built in one phase and will occupy 99% of the lot. The plat and supporting documents help to define over -lot grading, utilities and drainage patterns that will occur in the areas adjacent to the site. Architecture The proposed 71,302 sq, ff. building will consist of approximately 12,722 sq. ff. of retail uses on the 1 st floor, 15,620 sq. ff. of office on the 2nd floor, and approximately 34,454 sq. ff. of residential. condo uses on the 3,d and 4th floors plus support common areas and support functions for the building for the remainder of the square footage. The 3 primary facades (north, east, south) will consist of brick, precast concrete panels, prefinished architectural metal panels, and prefinished cementitious panels. Window system to be medium bronze anodized aluminum storefront with clear 1 " insulated glazing. The roof will have an exterior deck, screened mechanical units and a dog run. A solar array will be anticipated. The building massing consists of variations delineated by surface breaks and material changes consistent with similar projects in the Downtown District. Hazardous materials None. Only household cleaning supplies and typical commercial janitorial cleaners will be stored on site. (i) Statement of appropriate City Plan principals and policies The proposed project is consistent with the City's Comprehensive Plan as per the following • The property is located within the Downtown District (D) and within the Old City Center subdistrict and the Transit Overlay District. Section 4.16(B)(2) lists Office, Residential, and Retail uses as a permitted use subject to a Basic Development Review (BDR). • Public improvements include on and off -site utilities as well as required improvements to the sidewalks and parking along Mountain Avenue and Mathews Street. • Bicycle and pedestrian access within the site, as well as connectivity to adjacent properties, is an integral part of the design. • There are no known hazardous materials on site.
