7. Flood insurance will be required of property owners within the
100 year flood plain boundaries. A flood plain use permit
will be required prior to building permit and an --elevation
certification will be required prior to -issuance -of a
certificate of occupancy.
8. On -site detention is required. A standard drainage report and
'drainage and grading plans are required with the submittal.
The flood plain triggers a flood plain analysis, including a
HEC 2 analysis prior to .approval. The analysis .will be
submitted to FEMA. ----------------=
9. Parkland fees are $779.00 per dwelling unit and are collected
at the time of building permit issuance.
10. A Homeowner's Association is required for maintenance of
landscaping on public tracts, open space areas, and in the
public right-of-way.
11. There is a possibility that the proposed city trail will not
follow this ditch but may go north along Redwood.Street to the
Eaton Ditch. It is ok to label the proposed trail, but it
would be better to call it.a potential trail. You may want to
coordinate with Parks and Recreation on providing pedestrian
connections to the north and south of this property.
12. A neighborhood meeting will be required. The City Planning
Department will prepare a map of affected property owners from
which you can generate a mailing list for the neighborhood
meeting and future Planning and Zoning Board hearings.
13. A sufficient landscaped setback (30-401) should be provided
along Lemay Avenue, keeping in mind that Lemay will be a 4
lane arterial street in the future. An enhanced buffer area
would include berms and evergreen and deciduous trees/shrubs.
14. The requirements of the Solar Orientation Ordinance will have
to be met.
15. Gross Density of the residential portion must be a minimum of
3 dwelling units per acre.
16. Engineering has concerns about site distances, minimum curve
radii, ditch company approval of plans, dead ends in Alta
Vista for fire protection, landscaping in the cul-de-sacs, and
r-ne Lemay Avenue realignment. A traztic stuay wlii be

LAND USE DATA: 178 dwelling units on 60.35 acres _ _ ___.__-___
COMMENTS:
1. Light and Power does .not have system in the area at the
present time, but will extend lines from the Lemay/Conifer
area. Normal Light and Power residential development charges
will apply.
2. There are two existing water mains in the area, including a
2411 main in Lemay. Development of water should be straight
forward. Sewer may be a problem because of the existing
depth. A minimum cover of 4' is required.
3. Sewer will have to be extended under the canal and stubbed to
serve the property to the north.
4. Fire access requirements for hydrants within 4001 of buildings
and approved access points within 1501 of all parts of the
first story of each building are required. Cul-de-sacs must
meet fire requirements of 201 inside and 401 outside radii.
5. The property is located in the -RLP, Low Density Planned
Residential, Zoning District. Single family lots are allowed
as a use by right, if they meet all requirements of the RLP
district, such as minimum size of 6,000 sf, minimum lot width
of 601, and setback requirements. The zero: lot line concept
and smaller lots of the patio homes requires a Planned Unit
Development. As a PUD the proposal will be evaluated against
the criteria and requirements of the Land Development Guidance
System.
6. The property is located in the Dry Creek Basin where
stormwater development fees are $4043.00 per developed acre.
There are many flood plain issues associated with this
property. The Army Corps of Engineers is studying the Dry
Creek Basin. A 45' grass lined channel is proposed in the
south part of this property. If drainage improvements are not
constructed in the Willox area, the channel may need to be up
