Policy 58 If flood control measures are provided so as to mitigate the flood hazard, the flood plain management classification and appropriate requirements shall be removed. Policy, 74 Transitional land uses or areas (linear greenbelts or other urban design elements) should be provided between residential neighborhoods and commercial areas in order to enhance the concept of a mixture of land uses. Policy 75 Residential areas should provide for a mix of housing densities. Policy 78 Residential development should be directed into areas which reinforce the phasing plan in the urban growth area. LINDEN GROVE P.U.D. Preliminary PUD Statement of Planning Objectives September 12, 1994 Linden Grove is intended to provide a variety of housing opportunities for the entry level and move -up housing markets. Central to the design theme is a street layout -that highlights a central open space, reminiscent of a village square. A variety of lot sizes and housing types have been also been incorporated to provide diversity for the community. The main access drives for the community have been designed to focus on the central open space, while providing access into the neighborhood. A pedestrian circulation system connects various parts of the neighborhood with open space areas without having to travel on the primary loop roads. As a part of this development, the Dry -Creek channel will be realigned around the Alta Vista neighborhood. This will improve the drainage and flood problems in the area, and will effectively take both the Linden Grove and Alta Vista neighborhoods out of the 100 year flood plain. Reference the storm drainage report for more specific information. The applicant's project goals are consistent with the adopted Goals and Objectives and the Land Use Policies Plan of the City of Fort Collins with regard to neighborhood planning, mixed use development, and locational criteria for various land uses. Applicable policies include: Policy 3 The City shall promote: Maximum utilization of land within the city; ... The location of residential development which is close to employment, recreation, and shopping facilities. Policy 12 Urban density residential development usually at three or more units to the acre should be encouraged in the urban growth area. Policy 22 Preferential consideration shall be given to urban development proposals which are contiguous to existing development within the city limits or consistent with the phasing plan for the City's urban growth area. Policy 40 The City should promote the utilization of existing vacant land in the northeast by offering incentives such as utility and infrastructure provisions or revenue bonds and tax increment financing. Policy 41 The City should encourage residential development in the northeast, particularly giving special consideration to the undeveloped industrially zoned land in the area adjacent to the .existing residential neighborhoods.
