The row of Green Ash along the west property line 1 are significant and should be retained. To successfully preserve these trees, close coordination of the Landscape and Utility Plans will need to occur. If the v plans approved by the Planning and Zoning Board show the trees to be retained, then it should be the expectations that adequate protection and engineering 7 / occur to insure they survive. If they can't be retained with this design, that \ j should be decided now and mitigation planned for. Each major tree needs to have a undisturbed zone of 8-10 feet from the trunk in all directions. The Forestry Division will not be able to provide maintenance or all the trees on the right-of-way. This note needs to be added to the Landscape Plan. /j 1 Street trees along Prospect and Bridgefield on the right-of-way will be maintained by the City Forestry Division. Re: Bridgefield PUD (Phases 1 and 2) Final submittal Dear Jack, The Bridgefield PUD drainage report was submitted to the Stormwater Utility on Monday January 23 '. Upon a preliminary check of submitted materials it became obvious that this submittal falls below the acceptable standards for a final submittal. According to Section 2.2.2.1 of the City of Fort Collins Storm Drainage Design Criteria manual all final submittals shall include the calculations for the design of storm sewers. As presented the materials submitted omits this part and does not size any of the storm drainage conveyance system shown on the overall Utility Plan as well as on the Drainage Plan. The proposed Bridgefield development should be given special drainage considerations due to the relatively small size of streets. This smaller street standard precludes draining the major storm flows through surface flow. Thus an extensive storm sewerage network will be required for this development. That presents some difficulty since the storm sewer lines, as well as water and sanitary sewers are to be located within this same smaller Right Of Way width of the streets. As currently shown several storm sewers are located under and behind sidewalks and thus would be infringing on Electric Utility easements. Additionally many inlets are shown to be located on private property with no public easements. It is City of.Fort Collins policy to reject incompletelmadequate submittals within 48 hours from submittal date. Since these issues were raised after this initial 48 hour period, this submittal will be initially kept on the agenda of items to be discussed at. Interdepartmental Review on February 6' 1995 . However, speaking from a Stormwater Utility standpoint only, it will be required that a complete drainage report (including the missing information noted above and accompanied by a complete design of all utility lines that would resolve potential utility conflicts) be submitted to the Stormwater Utility no later than 3:00 p.m. Wednesday February 1 a 1995, for this item to be recommended to be considered for the March P&Z hearing. Otherwise, the Stormwater Utility will recommend that this item be continued to the April P&Z hearing and the new and complete plans and report should be submitted no later than February 21" 1995. 235 Mathews Street • P.O. The size and type of all culverts must be labeled. 8. The location, size, and type of all a)dsting utilities —including power -must be included in the Utility Plan. 9. Water surface profiles shown for all open channel profiles. 10. Spot elevations at crosspans and other critical areas. 11. Dimensions of all streets. 12. Calculations for culvert and riprap sizing in report. The main concerns expressed at that meeting were: -Velocities coming out of storm sewer system are exceedingly high especially at the Eastern storm system. -UDSEWER modeling shows some errors, including above grade inlets, and stormwater at above grade elevations. NORTH COLLEGE P.O.8OX 580 FORT COLLINS, COLORADO 80522-0580 DEVELOPMENT REVIEW (303)221-6750 0 Bridgefield PUD, Phase I and II - Final Section 504 of the 1991 edition of the Uniform Building Code as adopted by the City of Fort Collins requires that exterior walls of one- and two-family dwellings located closer than 3 feet from a property line be of one -hour fire -resistive construction. No openings are allowed in such exterior walls. A parapet extending 30-inches above the roof surface is required unless the structure complies with the exceptions to Section 1710. Projections, such as cornices, eave overhangs or exterior balconies shall not extend over the property line and must comply with UBC Sections 1711 and 504. The difference between the public and private streets must be clearly defined on the plans. This completes the review comments at this time. The Poudre Fire Authority has indicated that an additional fire hydrant will have to be located in the vicinity of Red Fox Way and Bridgefield Drive that is capable of providing 1,000 gallons per minute, with 20 pounds per square inch residual pressure, fire flows. Also, Deer Run Drive is already in use in the PFA district and cannot be used as a street name in this development. 7. The Mapping/Surveying Department has indicated that Deer Run, Cottontail, and Racoon are street names already used in Larimer County. This could be a problem for 911 dispatch. What are the areas between the lots not marked as streets? They must be designated as something. A red -lined copy of the subdivision plat, with additional comments, has been forwarded to Stewart & Associates. 8. The Light & Power Department has expressed a concern about what are public streets and what are private drives. There are street tree and utility coordination issues that still have to be resolved. 9. The Landscape Plan must contain a general note calling for the review and approval by. the City of any required irrigation system for the landscape. 10. The pedestrian access to the natural area, at the southwest corner of project, should be of a hard surface material to meet the.ADA requirements. 11. The Natural Resources Division continues to negotiate with you to acquire the Phase III portion of this property. The terms of this agreement are still under discussion. 12. A copy of the comments received from the Stormwater Utility is attached to this letter. 13. A red -lined copy of the utility plans, with comments from the Water/Wastewater Department, has been forwarded to Stewart & Associates. A red -lined copy of the Landscape Plan, with water/wastewater comments, has been forwarded to Ripley Associates. 14. A copy of the comments received from the City Forester is attached to this letter. 15. The ditch companies for the Larimer County Canal No. 2 and the New Mercer Ditch must be contacted by you to determine if there are any concerns related to development along the ditches. 16. The section of the New Mercer Ditch between the Bridgefield P.U.D. and the Bridges P.U.D. should be labeled on the Site and Landscape Plans. Dear Jon, Avenue, #200 80525 'ces Staff has reviewed your documents for the Bridgefield P.U.D., Phases 1 & 2 - Final that were submitted to the City on January 23, 1995, and would like to offer the following comments: 1. The Post. Office has indicated that they would appreciate it if you would select alternate names for the following streets due to duplications with existing streets:. a. Deer Run Drive b. Red Fox Way C. Bridgefield Drive could be a problem because there is•a Bridgefield Drive on the approved Windtrail Park P.U.D.; however, the developer of Windtrail has been asked to change that street name in his project. 2. Public Service Company has indicated that the easement width adjacent to the rights-of-way/drives needs to be such that the distance from the back of walk to the rear line of the utility easement is 13' minimum. No trees can be planted within 4' of gas lines. 3. "Duplex". lots are really zero lot line single family situations. A separate 'building permit will be required for each unit, unless the individual lot is not sold with the building. Then it can be a duplex. 4. A copy of the comments received from the Building inspection Department is attached to this letter. 5. The Police Department has indicated that the streets Deer Run, Red Fox, and Bridgefield need to be renamed because these streets already exist (see Comment 1). 281 North College Avenue • P.O.
