property line in the vicinity of the "service area". A minimum of 6% interior
landscape islands is required. Shrubs are needed in the perimeter landscape
areas. The trees along the two streets and the south property line do not provide
the required screening of the parking lots.
7. A copy of the comments received from the Stormwater Utility is attached to this
letter'
8. A copy of marked -up Division 3.2 Site Planning and Design Standards in the
LUC is attached to this letter. In this case, the information relates to Landscaping
and Tree Protection requirements.
9. The standard note about installation of landscaping or securing it in the amount
of 125% of the estimated value of the landscaping prior to issuance of a
certificate of occupancy must be added to the Landscape Plan.
10. A note must be added to the Site Plan and Building Elevations addressing
mechanical equipment, in accordance with Section 3.5.1(J) of the LUC.
11. The required signature blocks must be added to the Site Plan. These include the
Owner's Certification, either your Attorney's Certification or a Notary Public
signature block, and Administrative Hearing Officer's Certification.
12. A handicapped ramp must be added near the southwest corner of the building,
near the bike rack (see attached map).
This completes the staff comments. Under the new development review process it will
be determined at a weekly Staff Review Meeting if the project is ready to go to the
Administrative Hearing Officer for a decision and, if so, will be scheduled for the nearest
administrative public hearing date. This item has been scheduled for a public hearing at
1:30 p.m. on Thursday, December 4, 1997 at 218 North College Avenue, Fort Collins.
However, the issues and concerns expressed in this letter must be resolved prior to the
scheduled hearing or it may be continued until they are.

Staff has reviewed your documentation for the BIGHORN BUILDING, Project
Development Plan and Final Compliance (Lot 2, Horsetooth East Business Park
Minor Subdivision) - #43-94E that were submitted to the City on October 28, 1997,
and is offering the following comments:
1. The Project Development Plan (PDP) must go to a Type I public hearing before
an administrative hearing officer for a final decision.
2. Is this building an office building or a light industrial use? The applicant's
narrative refers to it as being both but all the drawings label it an office building.
With the 3-story element it appears to be an office use and, therefore, would
have to comply with the "build -to" line setback requirements as set forth in
Section 3.5.3(B)(2) in the Land Use Code (LUC). The proposed site layout does
not appear to meet this requirement.
3. Section 4.22(E)(2)(b) of the E - Employment Zoning District in the LUC does not
allow parking between the building and the adjacent streets unless determined to
be "infeasible". It is the applicant's responsibility to justify the placement and
orientation of the building. Please review the aforementioned section of the code
for possible justification of the proposed building placement.
4. The building is shown on the elevation sheets to be 47'-6" in height. The City of
Fort Collins has a 40' maximum building height limit. All buildings or structures in
excess of 40' in height shall be subject to special review pursuant to Section
3.5.1(H) of the LUC. The special height review must be part of this PDP
development review process, with the requirements for submittal set forth in
Section 3.5.1(H)(1)(b). Someone like Cityscape Urban Design could possibly
prepare this information in a short period of time.
5. What are the parking stall dimensions? -They should be shown on the Site Plan.
