Jim Clark, the water conservation specialist for the Water Department, has stated that although there are no problems with the preliminary plan as submitted, please be aware that the final submittal will be reviewed against the Water Conservation Standards for Landscaping. 10. Timberline Road is classified as a major arterial on the City's Master Street Plan and off -site street improvements to bring it up to major arterial status will be part of this development. 11. If a center median is constructed in Timberline Road a portion of the cost of the median will be paid for through street oversizing fees. 12. This development will need to provide stormwater detention in compliance with the Horsetooth East Business Park master plan for the area. The release rate is 0.17 cubic feet per second. 13. Separate fire lines will be required for buildings with fire sprinkler systems. 14. The convenience store pad will require separate utility services. 15. The proposed uses as indicated on the Filing Two preliminary plan are all uses that are identified on the approved Amended Overall Development Plan for the Horsetooth Business Park P.U.D. There is a concern, however, that the apparent predominance of small, auto -related proposed uses may constitute a dilution of a well master -planned business/office corridor along Timberline Road. Also, the convenience element. that this proposal conveys seems to be significantly covered to the northeast and south within reasonably close distances. This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. The Transportation Department has offered the following comments: a. The Timberline Road access must be aligned' with the access on the opposite side of the street or a median must be insi;•alled on Timberline to control these movements. 7 "pork chop" island is not considered to be a suf�,._ deterrent for vehicles wanting to make a left northbound on Timberline. b. The automation Way access south of Pad F appears to be too close to Big Horn Drive. The Engineering Department has offered the following comments: Site Plan a. Offset entrance off of Timberline Road may be a problem. b. Add ramps to walks off Automation Way. C. Add ramps to medical/office building parking. d. Identify major streets and facilities on the Vicinity Map. e. Handicap spaces do not agree with the utility plan. Plat a. If individual lots are sold separately, interior utility easements will be needed. b. Show existing sanitary sewer easement. C. Existing street R.O.W. running thru the property needs to be vacated. Utility Plan a. Add interior utility easements. 8. The Natural Resources Division has the following comments to offer: a. The plan should provide for a paved pedestrian/bicycle access through the landscaped area near the Automation Way/Horsetooth corner to Pad A (as you did for Pads B and C) . b. The Division is encouraging you to remove the Russian Olives that have established around the wetland (being sure to herbicide the stumps so they don't re-establish) because of the pest status of these shrubs. Public Service Company has stated that no slopes steeper than a 4:1 grade may occur in the utility easements. 2. A copy of the comments received from Sharon Getz of the Building Inspection Department is attached to this letter. 3. The Poudre Fire Authority forwarded the following comments: a. It appears that all of the sites are set up for fire sprinklers. An additional fire hydrant must be located at the entrance/exit on Big Horn Drive. b. All buildings in excess of 5,000 square feet in size must be fire sprinkled. 4. Roger Buffington of the Water/Wastewater Department has made comments on red -lined utility and landscape plans. The utility plan has been forwarded to yeiwr engineer and the landscape plan is enclosed with this letter. 5. The Light i Power Department has stated that removal/relocation of existing electric facilities will be at the developer's expense, in addition to normal electric development charges. The existing line that bisects the site (approximately through Pad C) will need to be relocated (to Big Horn Drive) prior to release of any building permits.
