I think the unique attributes of this space can and should be well documented, especially by citizens and members of this Natural Resourcea committee. It is unique to have a natural resources area of this quality and character located centrally in a city. The opportunity to purchase Heatheridge Lake at this time is an Important one which should be looked into. The ability for people and wildlife to wend its way down from the southeast oorner of this property along the ditches to Rolland Moore park is an Important one which should be explored and planned for. While it is unfortunate that the City didnotpurchase this property at a much cheaper price some years ago, there is no benefit to looking backwards and oasting stones. We are dealing presently with an opportunity based unfortunately on current real contract prices but nevertheless a real opportunity for the City to acquire this property. The City Council will ultimately make the decision, but citizens and members of this Natural Resources committee will most persuasively provide the information on which that decision Is based, and again Lagunitas Company as developer is amenable and supports an outcome maximizing open space to the City provided the process is expeditious. If the Larimer County Canal #2 open space is added in, this brings the total open space to 8.84 acres or 54% of the site. Our first mutual goal, I believe, should be to make every effort to reduce the effective price which the land owner is charging for the property and which price must be paid by the City to acquire the open space. I must be left with an acceptable cost basis in the property which I have left to develop, but have no intent or interest, to profiteer in "this regard at *the City's expense. Tom Shoemaker has brought in a very knowledgeable and experienced consultant, -Marty Zeller, who is working with the out- of-state.land owner, Keith Scharf, to posslbly{educe the,effective.cost of open space -to the City by use of creative deal structuring and tax benefits to the land owner. Collins, CO 80521 RE: Bridgefield Dear Steve: Thanks for the comments on the project. I will work through them with the various City departments and professionals involved, and I will make every effort to have this project in order for our October 24, 1994, P & Z hearing. This is imperative because of the contractual constraints I am under. Two very significant items: 1. We will drop the five premium large lots on Stuart Street , however, this tightens up the economics of an already difficult project and we will reallocate the sales dollars to 13 additional small non -premium lots which will be integrated into the project. 2. As you know, we are actively working with Natural Resources to put together the best possible deal for the City for the purchase of open space. I offered to sell 2.4 acres, now up to 3.7 acres, and am amenable to an additional 4.28 acres which is 7.98 acres (48.5% of the project). I am amenable to receiving preliminary P & Z approval subject to my continued good faith negotiation with Natural Resources for an additional 30 days for the sale of up to this amount of property and / or a restructuring of the purchase with the property owner as may be beneficial for the City.
