west boundary of this property appears to be into the Otter
Drive R.O.W. Has Otter Drive been vacated? If so, the
vacation. ordinance must be noted, as well as the reception
number for the off -site easement along the west boundary.
16. The legal description has a typo in the next to the last line
(00? 111 3611).
17.. Is this a replat of the Horsetooth East Business Park or South
Collins Technical Center?
18. The remainder of note #5 on the cover sheet of the Utility
Plans needs to be added. The standard note regarding
groundwater seepage also needs to be added to the cover sheet.
19. The Utility Plans need to better clarify if the sidewalk,
curb, and gutter is existing or proposed to be built.
20. Please make corrections to the Detail drawings as indicated by
the Engineering Department on the redline copy of the Utility
Plans.
This completes the review comments at this time. Additional
comments may be forthcoming as the various departments and
reviewing agencies continue to review this request. Please be
aware of the following dates and deadlines to assure your ability
to stay on schedule for the May 22, 1995 Planning and Zoning
Board hearing:

4. The site shall be accessible to persons with disabilities in
accordance with Uniform Building Code Section 3103 and UBC
Appendix -Section 3106 Provide designated and marked
accessible routes between buildings and the public way and
accessible parking and the buildings. Provide parking and
signs per Appendix Section 3107.
5. All required exits and all building entrances located within
six inches of grade must be connected to the public way by an
"accessible route" complying with the American National
Standards, Institute publication A117.1-1992 titled Accessible
and Usable Buildings and Facilities.
6. Storage or use of hazardous materials must be in compliance
with the Fire Code and Chapter 9 of the 1991 Uniform Building
,Code as adopted by the City of Fort Collins. A list of such
materials with quantities and classifications should be
submitted for review at the time of building permit
application.
7. More details are needed regarding the "stock" which is
proposed for the trellis. What type of stock? Is it pressure
treated?
8. It appears that due to the large size of the proposed roof,
the "forest green" color may be inappropriate. Is it
compatible with the other structures in the P.U.D.? Please
provide colored roofing samples.
9. Soap and water from the carwash facility must drain into the
sanitary sewer, not into the storm sewer or street.
10. A fire hydrant must be added on the east side of the full
movement entrance/exit on Big Horn Drive.
11. Six parking spaces may not be adequate for all of the uses
proposed with this application. Also the dry -off area
conflicts with the four parallel parking spaces.
12. Are the shaded areas shown on the site plan and landscape plan
display areas for classic or restored cars? Are these areas
'grass-crete"? What constitutes classic or restored? Are
4these cars for sale? No auto sales will be allowed on this
site.
13 More Colorado Blue Spruce trees are needed for buffering the
use from Timberline Road. The City Forester requests that the
two Mayday Trees along Big Horn be changed to Spruce or Pine
trees and that an additional shade tree and plantings be added
along the north property line. Also, vertical relief is
needed on the north side of the car wash building. Are berms
proposed along Timberline Road?
U14. Please coordinate the landscape design with RBD Engineering to
provide 10' separation for trees and 4' separation for shrubs
from water/sewer mains and services, meter pits, fire
hydrants, gas lines, etc.

Dear Eldon,
Staff has reviewed your documents for the Horsetooth East Business
Park, 2nd Filing Final P.U.D., Carriage Wash, that were submitted
March 20, 1995, and would like to offer the following comments:
1. The Planning Department is not aware of this item being
presented at conceptual review. If so, please notify staff of
the date. This pad site received preliminary approval for a
convenience store with a one -bay carwash. The use as proposed
would require an amended preliminary and final submittal. The
mitigation of a six -bay carwash will be much more significant
than for a convenience store and one -bay car wash. Also, this
development application/must comply with the preliminary
drainage plan. The proposed one-w y entrance off of Big Horn
Drive is in conflict wih the detention pond design and will
not be allowed by the Stormwater Utility Department. The
Transportation Depart�ent has noted that this access is
inappropriate, not ne ded and will not be allowed. Please
contact Mike Ludwig at12�-6206 to set up a meeting with City
Staff to discuss the status of this development application as
the proposed landuse is inconsistent with the approved
Preliminary P.U.D.
4,2. Please submit a completed Activity D, "Auto -Related and
Roadside Commercial" use point chart as this was not included
with the initial application submittal.
3. U S WEST offers the following comment: "Review of these plans
should not be construed as a commitment that telephone
facilities sufficient to serve this project are presently
available. U S WEST will provide telephone service in
accordance with the rates and tariffs on file with the
Colorado Public Utilities Commission. The owner is
responsible for provision of all conduit, ditch, and street
crossings for telephone facilities within the project. The
owner also provides terminal room space (usually 411x 4') and
power for the main terminal at one building on each property,
generally in a'janitors' closet or utility room. The owner's
vendor provides all facilities beyond the main terminal.
Contact the U S WEST engineer for conduit specifications for
the main telephone entrance cable."
