V4. Will the car wash on Lot 2 have 'classic" vehicles on display as was originally proposed on Lot 1. If so please refer to comments stated in the revision letter for the original submittal, dated April 14, 1995 D5. CAdditional landscaping is needed4 provide vertical relief on the northwest and southeast side of the car wash facility on Lot 31 Please add another street tree in the northwest corner of Lot 2. Also, please add a one more Austrian Pine at the southwest corner of the drying/vacuuming stall area. Are any berms proposed along Timberline Road, Big Hom Drive, and Automation Way? ✓16. Is the rectangle at the northeast corner of Lot 2 designated for employee parking stalls. If so please designate stalls and label the are employee parking on the Site and Landscape Plans. 17. Soap and water from the carwash facility must drain into the sanitary sewer, not into the storm sewer or street. 18. Stormwater Utility Department and Engineering Department comments will be forwarded to RBD Engineering. This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. Please be aware of the following dates and deadlines to assure your ability to stay on schedule for the July 24, 1995 Planning and Zoning Board hearing: Plan revisions are due by noon on July 5, 1995. The fire hydrant shown at the north end of the entry street must be relocated to the entrance/exit at Big Horn Drive. IJ7 The Mapping Department requests the following revisions to the Plat: a. The northeast corner of Section 31 must be described. b. Otter Drive Goes through this development. It must be vacated with that vacation ordinance shown on this plat. C. Please show that portion of Timberline Road as dedicated R.O.W. �8. U S WEST states: "Review of these plans should not be construed as a commitment that telephone facilities to serve this project are presently available. U S West will provide telephone service in accordance with the rates and tariffs on file with the Colorado Public Utilities Commission. - The owner is responsible for provision of all conduit, ditch, and street crossings for telephone facilities within the project. The owner also provides terminal room space (usually 4' x 4') and power for the main terminal at one building on each property, generally in a janitors' closet or utility room. The owner's vendor provides all facilities beyond the main terminal. Contact the U S WEST engineer for conduit specifications for the main telephone entrance cable. Any relocation or existing telephone facilities required by these plans will be paid for by the developer." Staff questions whether an automated carwash is needed at the convenience store when an a car wash with four self -serve bays and one automated bay is approximately 200 feet away. The distance from the entrance of the proposed convenience store car wash lane to the front door of the automated car wash bay is approximately the same 200 foot distance. Please submit reasons to justify the automated car wash bay at the convenience store for staff review. If this automated car wash bay is absolutely necessary, staff suggests that the convenience store be shifted to the south east and the automated car wash bay shifted to the west so that a shorter drive thru lane could constructed between the two buildings rather than circling behind the convenience store. This would make it possible to combine the detention ponds which are currently shown on the north and south sides of the convenience store and increase the setbacks from Timberline Road. If this should occur, the currently proposed sidewalk connection to Timberline Road at approximately the mid point of Lot 1 should be maintained. �0. A portion of the detention pond on the north side of the convenience store is currently outside of this proposals boundaries. An off -site easement will be required if this detention pond remains as currently shown. 11. Please submit "color chips" of the proposed facia and roof materials. 12 Lighting notes should be added to the site plan stating that any canopy lighting will be fully recessed. In addition please provide information on the type of lighting filaments which are proposed and the proposed lighting levels. (Carriage Wash), that were submitted on May 26, 1995, and would like to offer the following comments: ✓ 1. Storage or use of hazardous materials must be in compliance with the Fire Code and Chapter 9 of the 1991 Uniform Building Code as adopted by the City of Fort Collins. A list of such materials with quantities and classifications should be submitted for review at the time of building permit application. 2. Exterior walls, openings in exterior walls and projections from exterior walls (cornices, eave overhangs, etc.) shall be of fire resistive construction as required by Table 5A, Uniform Building Code. The building labeled "Accessory Office Building" is less than 10 feet from the property line and is subject to these provisions. J 3. Review and approval of food service (including grocery) facilities by the Larimer County Health Department is required at the time of building permit submittal. The site shall be accessible to persons with disabilities in accordance with Uniform Building Code Section 3103, UBC Appendix Section 3106 and American National Standards Institute publication 3106 and American National Standards Institute publication Al17.1-1992 titled Accessible and Usable Buildings and Facilities. Provided designated and marked "accessible routes of travel" between buildings and the public way and accessible parking and the buildings. Provide parking and signs per Appendix Section 3107. Running slopes on accessible routes shall not exceed 1:20 with cross slopes no steeper than 1:48. If accessible routes cross lanes for vehicle traffic they shall be designated and marked as a crosswalk. Accessible parking and access aisles shall comply with the above standards with slopes no greater than 1:48 in any direction. J 5. Please coordinate the landscape design with RBD Engineering to provide 10' separation for trees and 4' separation for shrubs from water/sewer mains and services, meter pits, fire hydrants, gas lines, etc. There are numerous areas of conflict of conflict between the proposed Landscape Plan and Utility Plans. 281 North College Avenue • P.O.
