[9/1/05] Please include the low retention area just to the west of the east parking lot
entrance as a drainage easement.
It is OK to vacate the existing swale easement, and not dedicate a new one for the new
swale as long as all the flows in that swale originate from New Belgium Brewery property.

[8/29/05] The plan calls for porous concrete pavement and interlocking concrete pavers.
These alternative water quality enhancement features are welcome and appreciated. A
water quality outlet structure would still be required at the pond, however a 12 hour
residence time rather than the standard 40 hour extended detention time can be used in
calculating water quality volume.

[8/29/05] Since the site is using innovative water quality features, the City will not require
that the volume for water quality detention be added to the overall required detention
volume. This volume can be combined into the required water quantity detention volume.
Please specify where the revised detention pond will overflow to and provide a spillway
design. If the detention pond is to serve as a multi use area, please maintain a minimum 2
% grade across the pond, the swale on the south side of the pond may need to be lined or
landscaped appropriately. Please specify at what slope that swale is currently designed at.
The outlet from the subdrain in the parking lot into the pond is currently shown to be rip
rapped, since the velocities will be small, can rip rap be eliminated and the use of softer
erosion control methods such as mats or fabrics be used instead?

and in order to save the existing tree vegetation, and since no added impervious area
contributes to this basin, the no outlet condition will be allowed. Please adjust planting to
accommodate such a condition.

Because the packaging facility and associated chemicals already exist on the site, per City
Code Section 10-46, a non -conforming critical facility can be relocated with in the same
parcel of land and not lose its legal non -conforming status. To document this, please
complete a floodplain use permit ($25 permit fee). The Hazardous Materials Impact
Analysis will be attached to the permit as this documentation. Contact Marsha Hilmes-

in the right of way, as they indicate in their comments, and the applicant decides to go with
the option of diverting flows off the street into a bio-swale that would be constructed on the

plat. As the dedication statement dedicates all easements to the City, it appears this ditch
easement should be indicated otherwise. More than likely, an easement will need to be
dedicated to the Coy Ditch Co. by separate document, with the recording information

A fire lane is required. The fire lane shall be visible by painting and signage, and maintained
unobstructed. 1997 UFC 901.2.2.1; 901.3; 901.4.2; 902.2.1; FCLUC
The criteria for a required fire lane contain several conditions that must be met.
1. The minimum width shall be 20 feet.
2. Inside turning radius shall be 25 feet and outside turning radius shall be 50 feet.
3. Compacted road base shall be used during the construction phase only. The
permanent fire lane shall consist of asphalt or concrete and shall be required to support 40
tons
4. The fire lane shall be platted as an "Emergency Access Easement" on the final plat.
Buildings three stories or more in height must have access to a 30 foot unobstructed access
roadway on at least (1) one side for aerial operations. PFA Policy 85-5 (B)

[9/13/05] The variance request regarding the use of .4% flowline grades instead of .5% was
approved on September 8 and an approval letter was sent. Please note the variance
approval on the general notes.

[9/13/05] The variance request regarding the elimination of the curb and gutter section for
Buckingham Street was denied on September 9 and a letter explaining this denial was sent.
As a consequence, low points (such as 18+72.13) without inlets/culverts will need to be
relooked at. Perhaps additional discussion should take place as we see options for a
bioswale behind the sidewalk with culverts taking flows from the street (with curb and gutter)
out across the parkway and under the sidewalk as a possibility.

than standard. That combined with the structure being corrugated metal raises a general
concern. We'd would want to see the corrugated metal pipes removed and replaced with
twin elliptical pipes (RCP?) to achieve better cover and provide a pipe type that is to
standard.
