If you have any questions regarding these issues or any other issues related to this project, please feel free to call me at (970) 221-6750. Yours Truly, T Ted Shepard City Planner Page 7 [9/1/05] Please include the low retention area just to the west of the east parking lot entrance as a drainage easement. It is OK to vacate the existing swale easement, and not dedicate a new one for the new swale as long as all the flows in that swale originate from New Belgium Brewery property. Topic: Water Quality Number: 4 Created: 8/29/2005 [8/29/05] The plan calls for porous concrete pavement and interlocking concrete pavers. These alternative water quality enhancement features are welcome and appreciated. A water quality outlet structure would still be required at the pond, however a 12 hour residence time rather than the standard 40 hour extended detention time can be used in calculating water quality volume. Department: Transportation Planning Issue Contact: David Averill Topic: Buckingham Street Plans Number: 34 Created: 9/13/2005 [9/13/05] Buckingham Road Improvements planset - show a Type III barricade at the east end of the 8' walk where it terminates. Thanks. Topic: General Number: 8 Created: 8/30/2005 [8/30/05] The TIS as submitted is incomplete. There is a narrative that addresses Bike/Ped/Transit LOS but none of the worksheets to support those conclusions are inluded. Please have your consulting traffic engineer contact me directly so that we can adequately address this issue. Thanks. Department: Water Wastewater Issue Contact: Roger Buffington Topic: Buckingham Street Plans Number: 47 Created: 9/14/2005 [9/14/051 Label the 24-inch water main as a North Weld County Water District main. Number: 48 Created: 9/14/2005 [9/14/05] In addition the the City 12-inch main, show the existing 4-inch main that extends to the west from Second Street. Number: 49 Created: 9/14/2005 (9/14/05] Identify valve boxes and manhole covers that may fall within the milling area and add appropriate notes on adjustment, etc. Number: 50 Created: 9/14/2005 [9/14/05] See plans for other, comments. Topic: General Number: 19 Created: 9/1 /2005 [9/1 /05] We will attempt to work with the pipe bridge as shown. I will check with the City Attorney's office to see if there may be any special requirements such as hold harmless agreements, etc. Topic: Utility plans Number: 17 Created: 9/1 /2005 Page 6 owner's private property; Maintenance for such a bio-swale would be the property owners's. Please note that this concept is welcome by the City and is not being discouraged. Number: 53 Created: 9/15/2005 [9/15/05] A represenative of the Coy Ditch Company will need to sign off on the plans. Topic: Detention Pond Number: 6 Created: 8/29/2005 [8/29/05] Since the site is using innovative water quality features, the City will not require that the volume for water quality detention be added to the overall required detention volume. This volume can be combined into the required water quantity detention volume. Please specify where the revised detention pond will overflow to and provide a spillway design. If the detention pond is to serve as a multi use area, please maintain a minimum 2 % grade across the pond, the swale on the south side of the pond may need to be lined or landscaped appropriately. Please specify at what slope that swale is currently designed at. The outlet from the subdrain in the parking lot into the pond is currently shown to be rip rapped, since the velocities will be small, can rip rap be eliminated and the use of softer erosion control methods such as mats or fabrics be used instead? Topic: Drainage Plan Number: 5 Created: 8/29/2005 [8/29/05] Basin 4 has no outlet, however since this basin is limited in geographical terms and in order to save the existing tree vegetation, and since no added impervious area contributes to this basin, the no outlet condition will be allowed. Please adjust planting to accommodate such a condition. Topic: East parking lot entrance drainage flows Number: 10 Created: 9/1/2005 [9/1/05] Please clarify where the flows from that area will go to, if they are designed to go to the no outlet basin, that would be allowed as long as that is kept at a minimum. Please clarify the grades around the entrance. Topic: F/oodp/ain Comments Number: 2 Created: 8/29/2005 [8/29/05] Because the packaging facility and associated chemicals already exist on the site, per City Code Section 10-46, a non -conforming critical facility can be relocated with in the same parcel of land and not lose its legal non -conforming status. To document this, please complete a floodplain use permit ($25 permit fee). The Hazardous Materials Impact Analysis will be attached to the permit as this documentation. Contact Marsha Hilmes- Robinson at 224-6036 for questions. Topic: Irrigation Line Number: 3 Created: 8/29/2005 [8/29/05] The proposed plan would enclose the existing Coy Ditch irrigation ditch into a pipe. Please provide a signature on the plans from representatives of the ditch company. Please add ditch company signature. Number: 38 Created: 9/13/2005 [9/13/05] Please clarify what plantings are proposed with the bio-swale. Number: 39 Created: 9/13/2005 [9/13/05] Please use the concrete sidewalk detail for flows coming off -of Buckingham Street. Number: 40 Created: 9/13/2005 [9/13/05] Please provide rip rap at the downstream end of the pipe across Buckingham. Provide pipe profile. Provide capacity calculations for swale and pipe. Number: 51 Created: 9/15/2005 [9/15/05] Please provide street and inlet capacity calculations. If these improvements will be done separately then a separate erosion control plan and report would be required, otherwise, preferably, these improvements can be incorporated into the Packaging Hall facility overall erosion control measures. Number: 52 Created: 9/15/2005 [9/15/05] If the Engineering Department does not grant the varinace to allow the bio-swale in the right of way, as they indicate in their comments, and the applicant decides to go with the option of diverting flows off the street into a bio-swale that would be constructed on the Page 4 [9/2/05] The plat indicates an "irrigation easement" which appears to be dedicated with the plat. As the dedication statement dedicates all easements to the City, it appears this ditch easement should be indicated otherwise. More than likely, an easement will need to be dedicated to the Coy Ditch Co. by separate document, with the recording information provided on the plat. Topic: Utility plans Number: 26 Created: 9/2/2005 [9/2/05] The grading plan appears to show with contours that flows are being directed out of the driveway across the sidewalk in excess of our 750 sq. ft. area requirement. Department: Light & Power Topic: General Number: 7 Issue Contact: Janet McTague Created: 8/30/2005 [8/30/05] The existing electric line that crosses the property north of first street isn't indicated on the Utility Plan. It isn't really necessary since the 6' easement is shown as long as the applicant is aware that it exists. Department: Natural Resources Issue Contact: Doug Moore Topic: General Number: 1 Created: 8/25/2005 [8/25/05] No issues. Nice planting design and project. Department: PFA Topic: Buckingham Street Plans Number: 54 Issue Contact: Michael Chavez Created: 9/20/2005 [9/20/05] REQUIRED ACCESS: A fire lane is required. The fire lane shall be visible by painting and signage, and maintained unobstructed. 1997 UFC 901.2.2.1; 901.3; 901.4.2; 902.2.1; FCLUC The criteria for a required fire lane contain several conditions that must be met. 1. The minimum width shall be 20 feet. 2. Inside turning radius shall be 25 feet and outside turning radius shall be 50 feet. 3. Compacted road base shall be used during the construction phase only. The permanent fire lane shall consist of asphalt or concrete and shall be required to support 40 tons 4. The fire lane shall be platted as an "Emergency Access Easement" on the final plat. Buildings three stories or more in height must have access to a 30 foot unobstructed access roadway on at least (1) one side for aerial operations. Number: 46 Created: 9/14/2005 [9/14/05] Provide flowline curve/line table data for verification. The inset parking narrowing appears fine bt I'd like to see the radii specified just to be sure. Topic: General Number: 20 Created: 9/2/2005 [9/2/05] Please clarify the limits of public improvements on the plans. The 8' concrete sidewalk along Buckingham is not clear as to how far east it extends. Number: 21 Created: 9/2/2005 [9/2/05] As offsite work is being shown to the west, a letter of intent from the property owner is required prior to hearing. Given it is the same owner, I do not envision this to be an issue. Number: 22 Created: 9/2/2005 [9/2/05] Please revise the vicinity maps of the plat and site plan to show that the boundary of this development does not extend to Lemay Avenue. Number: 23 Created: 9/2/2005 [9/2/05] Show the eastern lot line boundary on the site plan, landscape plan, and construction plans to verify how the improvements coincide with the eastern boundary of Lot 1 of this development. Number: 24 Created: 9/2/2005 [9/2/05] Provide information regarding the undergrounding of the overhead line as it lies within the proposed street improvements. Number: 25 Created: 9/2/2005 [9/2/05] Please clarify the site and landscape plan with regards to the Coy Ditch crossing of Buckingham Street tying into existing drainage pipes. It appears on the site and landscape plans that an inlet box is proposed within the street. Number: 27 Created: 9/2/2005 [9/2/05] A letter of intent is required from the Coy Ditch Company for the work proposed by the development. Topic: Plat Number: 28 Created: 9/2/2005 [9/2/05] The Coy Ditch Company will need to sign off on the plat. FORT COLLINS, CO 80525 Staff has reviewed your submittal for NEW BELGIUM BREWERY, PACKAGING HALL & BUCKINGHAM ST PDP & AMENDED ODP - TYPE II, and we offer the following comments: ISSUES: Department: Engineering Issue Contact: Marc Virata Topic: Buckingham Street Plans Number: 31 Created: 9/13/2005 [9/13/05] The variance request regarding the use of .4% flowline grades instead of .5% was approved on September 8 and an approval letter was sent. Please note the variance approval on the general notes. Number: 32 Created: 9/13/2005 [9/13/05] The variance request regarding the elimination of the curb and gutter section for Buckingham Street was denied on September 9 and a letter explaining this denial was sent. As a consequence, low points (such as 18+72.13) without inlets/culverts will need to be relooked at. Perhaps additional discussion should take place as we see options for a bioswale behind the sidewalk with culverts taking flows from the street (with curb and gutter) out across the parkway and under the sidewalk as a possibility. Number: 33 Created: 9/13/2005 [9/13/05] For the low points along the flowline that collect into sidewalk culverts, the culverts are required to be concrete not metal. Number: 35 Created: 9/13/2005 [9/13/05] We will need buy off from the utility companies that the 9' utility easement behind the irrigation easement is acceptable given that the utility easement is no longer joined by street right-of-way. Number: 36 [9/13/05] For the Lemay Avenue widening, 4' asphalt shoulder. Created: 9/13/2005 a 2' gravel shoulder is required in addition to the Number: 41 Created: 9/13/2005 (9/13/05] The amount of cover over the crossing in which the realigned ditch ties into is less than standard. That combined with the structure being corrugated metal raises a general concern. We'd would want to see the corrugated metal pipes removed and replaced with twin elliptical pipes (RCP?) to achieve better cover and provide a pipe type that is to standard. Number: 42 Created: 9/14/2005 [9/14/05] Please show lot lines and PDP boundaries on the street plans (such as to help illustrate that the sidewalk along Buckingham Street ends at a property line).
