To document this, please complete a floodplain use permit ($25 permit fee). The Hazardous Materials Impact Analysis will be attached to the permit as this documentation. It is recommended that any chemical storage be at an elevation above the 500-year flood. Please contact Marsha Hilmes-Robinson at 224-6036 for questions. Please provide a signature on the plans from representatives of the ditch company. Check how the tree on the south side of Buckingham will be affected. Topic: Landscape Plan Number: 81 Created: 12/28/2005 [12/28/05] The street trees along Buckingham look to be only 4 feet from the proposed storm sewer that parallels Buckingham. A 10-foot separation is required. It is recommended that a meeting between Stormwater, Engineering, Planning and the applicant's engineer and landscape architect be set up to try to come up with an acceptable solution. It is suggested that the storm line be realigned to be in between the Coy Ditch line and the trees. Special care should be taken to place manhole lids outside of the sidewalk area. Check at this point and see whether the existing. utilities in 1st Street would conflict with the proposed storm lines. Topic: General Number: 8 Created: 8/30/2005 [12/21/05] The amended TIS is still lacking in analysis with regards to Pedestrian Level of Service Standards. Only one destination area (Other) was included. At a minimum, the consulting engineer needs to include Old Fort Collins Heritage Park, Buckingham Park, and the residential neighborhood to the south of this project as likely pedestrian destinations. If a PIED LOS standard cannot be met, it must be stated as to why that standard cannot be met - be it hardship, constructability, etc. [8/30/05] The TIS as submitted is incomplete. There is a narrative that addresses Bike/Ped/Transit LOS but none of the worksheets to support those conclusions are included. Please have your consulting traffic engineer contact me directly so that we can adequately address this issue. Thanks. Department: Stormwater-Water-Wastewater Issue Contact: Basil Hamdan Topic: Drainage Plan Number: 62 Created: 12/20/2005 [12/20/05] At final a drainage easement will be required for the area on the south side of Buckingham that will be used as temporary detention. Number: 63 Created: 12/20/2005 [12/20/05] Please make sure that off -site flows are not directed through the temporary detention pond. Currently the design shows two storm lines discharging into the temporary pond. Topic: Drainage Report Number: 80 Created: 12/28/2005 [12/28/05] In calculating the required detention for the off -site pond, the output from the on - site detention pond is factored into the design, however the 4.4 cfs coming from the inlets on Buckingham Street were not included in the analysis. Since these inlets will be draining into that pond their contribution should be added to the input to the off -site pond. [9/2/05] Show the eastern lot line boundary on the site plan, landscape plan, and construction plans to verify how the improvements coincide with the eastern boundary of Lot 1 of this development. [9/2/05] A letter of intent is required from the Coy Ditch Company for the work proposed by the development. Number: 83 Created: 12/28/2005 [12/28/05] The storm sewer manholes behind the curb along Buckingham Street appear to be partially in the Buckingham sidewalk; there needs to be a separation from the sidewalk as prescribed in Figure 16-1 of LCUASS. The plat shows an irrigation easement while the certificate of dedication states easements are conveyed to the City and the irrigation line is not the City's. [9/2/05] The plat indicates an "irrigation easement" which appears to be dedicated with the plat. As the dedication statement dedicates all easements to the City, it appears this ditch easement should be indicated otherwise. More than likely, an easement will need to be dedicated to the Coy Ditch Co. by separate document, with the recording information provided on the plat. Make sure to show the location of the protective fence on the appropriate plans and provide a detail showing how the fence is to be installed. Number: 75 Created: 12/21 /2005 [12/21/05] The construction of the temporary detention pond on the parcel to the south of the project site is allowed within the buffer zone of the existing riparian forest. NRD will not require this disturbance within the buffer zone to be re-vegbtated with Fort Collins native species since this is just a temporary location that will be relocated in the near future. [9/13/05] We will need buy off from the utility companies that the 9' utility easement behind the irrigation easement is acceptable given that the utility easement is no longer joined by street right-of-way. Number: 41 Created: 9/13/2005 [12/21/05] The profile sheet for the Coy Ditch does not show a proposed grade line to see if this issue was resolved. [9/13/05] The amount of cover over the crossing in which the realigned ditch ties into is less than standard. That combined with the structure being corrugated metal raises a general concern. We would want to see the corrugated metal pipes removed and replaced with twin elliptical pipes (RCP?) to achieve better cover and provide a pipe type that is to standard. Ideally the plat would establish a lot line to coincide with the PDP boundary and the limit of public improvements on Buckingham Street so that it appears the limit of public improvements was not arbitrarily decided. [9/14/05] Please show lot lines and PDP boundaries on the street plans (such as to help illustrate that the sidewalk along Buckingham Street ends at a property line). Comments from Current Planning One of the objectives of the Lighting Plan should be to protect the Buckingham neighborhood from glare. All the proposed fixtures appear to be appropriate with one exception. The fixture described as E3 does not appear to be full cutoff. The specification sheet indicates that the UCM-H3 includes a "sag lens" which reveals the light source. Please check to make sure that the illumination in the area where the E3 fixtures are indicated does not produce glare. Should another fixture type be selected? Perhaps the UCM-H3 can be equipped with the "house side shield" which is listed as an available option. 2. The W3 and W4 fixtures look fine can be tilted after installation. Please add to General Note number 4: "Any exterior lighting fixture that comes factory -equipped with adjustable brackets shall maintain a 90-degree cutoff angle." Be sure and return all of your redlined plans when you re -submit.
