the Fort Collins Land Use Code (LUC).
18. Fort Collins native plant material will be required to be planted within
buffer zones. We would also like to encourage the applicant to consider
planting native plant material for landscaping. Please provide information
on how lime deposits will be addressed. We would like to encourage the
applicant to consider contacting Gary Schroeder, 221-6395 to explore
utilizing the City's Design Assistance Program to help design an energy
efficient/sustainable building. For further information, please contact Doug

19. A neighborhood information meeting will be required. Please contact the
Current Planning Department to create the notification area map and to
set this meeting up.

collected at the time of Building Permit issuance. First is the City's Street
Oversizing Fee and second is the County's Road Impact Fee. For an

10. Buckingham is designated on the City's Master Street Plan as a minor
collector street featuring a left turn lane. Total right-of-way will be a
minimum of 76 feet, plus whatever is needed to accommodate the center
left turn lane. As part of the Project Development Plan, New Belgium
must dedicate sufficient right-of-way so that there is one-half of the total
reouired meal red from the centerline of the roadway to the New Belgium
property line. The exact right-of-way width will be determined through
more detailed site design and traffic analysis.
11. In addition to this right-of-way dedication, a 15-foot wide utility easement is
needed beyond the property line.
12. A Transportation Impact Study will be required. Even though no new
employees are contemplated with this expansion, an analysis of traffic
flow and turning movements will be needed for Buckingham Street. The
location of the new driveway cuts and design of auxiliary turning lanes will
be needed. Be sure the analysis shows the existing street network to the
south. The T.I.S. will be scoped by the Traffic Operations Department.

Construction Permit will be required.
15, As a collector roadway, a five foot wide detached sidewalk is required
along Buckingham. The Northside Neighborhoods Plan, however,
J indicates that to improve pedestrian access to downtown, an ei ht foot
wide sidewalk should be installed along Buckingham. This Plan was
adopted in January of 2005 and calls for a multi -use path from Lemay
Avenue to Linden Street. It is possible that the link between the eastern
edge of the Packaging Hall phase to Lemay Avenue could be installed as
an interim improvement with an asphalt path versus concrete. Please
contact David Averill, 416-2643, to discuss this improvement in more
detail.

4. Electrical power is available along the north property line. There is also
power along Buckingham which is overhead. The City will be placing this
line underground within the next two years. The timing is dependent on
the underground feeds at the intersection of Vine and Lemay. The City

5. The site is located in the Dry Creek Drainage Basin where the
development fee for new impervious surface is $5,000 per acre which is
subject to the runoff coefficient reduction. This fee is to be paid at the time
a building permit is issued. A drainage and erosion control report and
construction plans are required and they must be prepared by a
Professional Engineer registered in Colorado. In the Dry Creek basin, the
two year historic release rate is 0.2 cfs/acre or show that the development
can release storm water from the area into the larger system without
increasing the peak discharge in the larger system. Extended detention is
required to treat the runoff. The existing outfall system in First Street, may
limit the outfall capacity to less than the overall basin historic release rate.
6. Floodplain Comment: This site is located in the Poudre River 500-year
floodplain. The only floodplain restriction is no critical facilities. Based on
the proposed use it appears not to be a critical facility, but it needs to be
confirmed they will not be storing any hazardous materials in the structure.

northeast of proposed building, 12-inch water in Buckingham and 8-inch
sewer in N/S alignment between existing building and proposed building.
Water and wastewater service is provided in accordance with a service
agreement between the City and New Belgium.

building via an elevated pedestrian connection with pipelines to transport
product to the packaging area. The walkway will cross an existing
sanitary sewer located within an easement on the site. Provide clearance
information for review in considering the vacation of airspace easement

LAND USE DATA: Request to expand the brewery operation by adding
Packaging Hall that would range in size from 60,000 to 100,000 square feet. An
employee parking for approximately 131 spaces, a soccer field and a "Link"
building would also be built with this phase. Future phases include a Kegging
Facility and Warehouse. The Packaging Hall would be connected to the existing
facility by an overhead structure that would span a sewer line. Other site
improvements could include a soccer field and volley ball court in the stormwater
detention pond. The proposed facilities are located east of the existing building.
COMMENTS:
The site is zoned I, Industrial. The brewery operation is considered light
industrial which is permitted in the Industrial zone. All new structures
greater than 50,000 square feet in gross leasable area shall be subject to
Planning and Zoning Board (Type Two) review. As a Type Two review, a
neighborhood information meeting will be required.
2. An amended Overall Development Plan will be required. This O.D.P. can
be submitted and reviewed concurrently with the Project Development
Plan for Phase One — Packaging Hall, parking lot, Link building, soccer
field and other outdoor recreation facilities.

3. A minimum of 30 feet of buffer is required along Buckingham Street. A
maximum number of .75 spaces per employee are allowed. With 131
parking spaces, this means there can be no less than 175 employees.
This standard may be slightly increased to provide parking for shift overlap
or other factors unique to the operation of the facility. The parking lot
should be screened from Buckingham in a manner that may incorporate

which was presented before the Conceptual Review Team on April 25, 2005.
The comments are offered by staff to assist you in preparing the detailed

comments may be made at the time of formal review of this project.

New Belgium Brewing Company, Inc. (NBB)
Recycling and Waste Management
In 2004 NBB produced approximately 36,828 cubic yards of waste material. 36,110
cubic yards were recycled while 718 cubic yards were set to the landfill. The majority of
waste produced at NBB consists of brewing byproducts that are shipped off -site for reuse.
The waste stream consists of but is not limited to the following:
• Spent Grain
• Process Water Treatment Plant Sludge
• Spent Filter
• Glass
• Wood
• Cardboard
• Plastic Stretch Film
• Scrap Metal
• Commingled (plastic #1, #2, and #5)
• Paper (including labels)
• Refuse
Currently NBB is in the preliminary process of constructing a new packaging hall.
Throughout the planning process the impact on waste management has been addressed
with thoughtful consideration. The primary waste streams affected by operation of the
new line are the fallowing:
• Glass
• Cardboard
• Plastic Stretch Film
• Refuse
NBB plans to lease/purchase a compactor, a 30yd roll -off, and two bailers for the new
facility. The compactor will be staged outside on the west side of the new building. It
will contain all of the refuse generated at the new packaging for transport to the landfill.
The two bailers will be located inside of the building and will bale all of the cardboard
and plastic stretch film into 1,000-pound units. The bails will be stored inside until a
sufficient quantity is accumulated to ship to a recycler. The glass generated will be
placed in the roll -off on the west side of the building. This roll -off will be shipped to
Coors for recycling. The outside area (staging for compactor and roll -offs) will be
covered with adequate storm water controls to prevent unwanted runoff.
