The purpose of the meeting was to get consensus regarding the access point to the future Community Building from Buckingham Street. The concern is related to the location being shown on the ODP halfway between Second and Third Streets, rather than aligning with Third Street. 2. The Owner (New Belgium Brewing Company) has the following concerns and opinions: a. The Owner wishes to maintain the good relationship established with the Buckingham Neighborhood. b. Promises have been made in the past by the Owner that they would develop the property in a way to continue this good relationship. c. Although Buckingham is a collector street by City standards, it caries a lower traffic volume than a typical collector street would. d. Specifically, the ODP is designed to eliminate truck traffic from and to New Belgium along this section of Buckingham. An access point is shown further east than Third Street. All other truck traffic comes from Vine and Linden Streets. e. The Owner has a concern regarding non -clients accidentally or purposely entering the site, thinking that the drive access is a continuation of Third Street. Currently, similar problems exist from Linden Street. Offsetting the entrances would discourage such movements. 3. Eric disagreed with the Owner's opinion that traffic on Buckingham is lighter than other collector streets. 4. The use of the Community Building would be on evenings, weekends, and even some weekdays, such events as meetings, neighborhood use, and Beer School. The staffing for this building would be light. 5. The access point shown would be for staff parking for the Community Building and for the Brewery, for event parking, but not for Brewery truck traffic. 6. The City standards for offset used to be 206 feet from center to center of driveway/street. The proposed new standard is for 175 feet corner -to -corner clearance. The proposal is about 165 feet center to center of driveway to street (both Second and Third Streets). 7. Eric wants to see the Traffic Study revised to include turning analysis and traffic counts to the access drive. Angie will have LSC revise the Traffic Study to show the request for the offset access. 8. Assuming that the result of the revised Traffic Study is satisfactory to the City, a variance request for the distance reduction will be required for submittal at the time of PDP submittal for the Community Building.
