"A free (no charge) permit from the City Forester is required
before any trees are planted, pruned, or removed from the
public right-of-way."
"The landscaping shall be irrigated. The irrigation plan must
meet the irrigation standards of the City Water Department
prior to issuance of building permit. Both landscaping and
irrigation system must be installed according to approved
plans, or an acceptable bond deposited with the City, prior,to
issuance of a certificate of occupancy."
"Mulches shall be used in the planting beds and shall be
applied to a minimum depth of three inches."
"All landscape materials shall meet spcifications of the
American Association of Nurserymen (A.N.N.) for Number One
Grade. A11 trees shall be balled and burlapped or
equivalent."
This concludes Staff comments at this time. Please feel free to

7. The landscape plan should be revised. The street trees should
not be an Elm. Please select one of the. following: Hackberry,
Honey Locust, Green. Ash, Burr Oak, Littleleaf Linden, or
Kentucky Coffee.
8. Also, Russian Olives are not allowed to be planted because
they are non-native, aggressive, and tend to overtake native
species. As an ornamental, please select Spring Snow Crab,
Radiant Crab, or any other of the "Malus" Crab species.
9. Junipers should be used along the western foundation of the
'building. Please select the type of Juniper. Staff
recommends Tam, Old Gold, Seagreen, or Buffalo.
10. The areas to be covered in turf grass should be specified.
11. The landscape table should indicate the quantity of plant
material and the size. For sizes, please note: street trees
should be two inches in caliper; ornamentals - 1 1/2 inches;
shrubs.- five gallon.
12. The site shall be accessible to persons with disabilities in
accordance with Uniform Building Code Section 3103 and U.B.C.
Appendix Section 3106. For further information, please
contact Sharon Getz, Building Inspection Plans Examiner, 221-
6760.
13. Please add the following note to the Plan:
"The Transmission line easement is a restricted area, and
access within the easement area must not be impeded. The
following are prohibited on the United States Easement without
the expressed written permission of the Western Area Power
Administration, Loveland, Co.: structures, fences, drilling
wells, changes in topography, and permission to the public for
any use."
14. The Public Service Company requires the following note on the
Plan:
"No trees to be planted within four feet of gas line."
15. If there is to be an electrical transformer located on the
site, then it needs to be screened. Screening may be by solid
enclosure or plant material. Please contact Doug Martine,
Light and Power Department, 221-6700 for further explanation
on electrical requirements and fees.
16. U.S. West requires that you contact Tim Weaver, 221-7516,
three months before construction for conduit requirements for
telephone service.

Dear Mr. Smilie:
Staff has reviewed the request for Storage/Office Building - I-L
Site Plan Review on Lot 6, Block 4, Evergreen Park. The following
comments are offered:
1. A Drainage Report, Grading and Drainage Plan, and Erosion
Control Plan must be submitted to the City of Fort Collins
Stormwater Utility. The administrative hearing for the I-L
Site Plan Review cannot be scheduled until Stormwater Utility
has had a chance to review and comment on how the site will
handle stormwater runoff. Please contact Glen Schlueter,
Stormwater Engineer, 221-6589, for further information on
required materials.
2. The parking spaces are only ten feet in length. These must be
19 feet in length. Stalls that are 19 feet in length need 20
feet of back-up space in the drive aisle which is not
available due .to proximity of the south property line.
Consequently, the parking stalls must be shifted north to
account for this additional back -up space.
3. Are two spaces sufficient? The Zoning Code requires a minimum
of two spaces for every three employees. Will there be.only
a maximum of three employees? It is recommended that
additional parking be provided to account for customers, etc.
4. A five foot landscape strip is required along the south
property line from the back of sidewalk to the phase line.
This strip should feature a mix of evergreen and deciduous
shrubs.
5. With the increase in parking stall length to 19 feet, and the
five foot landscape strip on the south property line, the
building should be shifted to the north. Otherwise, there is
insufficient drive aisle width for the parking stalls and the
overhead door.
6. The phase line must be fenced. If the area described as Phase
Two is .used for storage or -any other purpose, then the
