Larimer County has reviewed the impact report for the Johnson Annexation and we have no
objections. There are a number of concerns however that we wish to bring to your attention.
It is difficult to'assess impacts without a development proposal but there are some constraints on this
site that will exist for any development. Access to this site appears to be limited to Cambridge
Avenue which is substandard and will impact the existing residential uses that remain in the County.
Any development proposal on this site should result in a traffic impact report which addresses
improvements needed on Cambridge Avenue and Harmony Road. Comments received from County
residents concerning the impacts of development on the existing residential uses in this area should
be given all due consideration and the developer should be required to mitigate any significant
negative impacts.
As this area develops and east/west collector streets are proposed to connect the developing areas
to the County Roads, the City should consult with the Larimer County Public Works Department to
discuss improvements needed to support increased traffic on County Roads due to development in
the City.
