[12/28/051
[8/29/05] The proposed plan would enclose the existing Coy Ditch irrigation ditch into a
pipe. Please provide a signature on the plans from representatives of the ditch company.
Check how the tree on the south side of Buckingham will be affected.
Topic: Landscape Plan
Number: 81 Created: 12/28/2005
[1/27/06] The trees have been moved to the detention pond. Thank you.
If possible please make sure that storm line is pushed as far away as possible from
sidewalk. Make sure manhole lids are at lease 2 feet from edge of sidewalk.
[12/28/05] The street trees along Buckingham look to be only 4 feet from the proposed
storm sewer that parallels Buckingham. A 10-foot separation is required. It is
recommended that a meeting between Stormwater, Engineering, Planning and the
applicant's engineer and landscape architect be set up to try to come up with an acceptable
solution. It is suggested that the storm line be realigned to be in between the Coy Ditch line
and the trees. Special care should be taken to place manhole lids outside of the sidewalk
area.
Topic: Stormwater-Off-site pond
Number: 62 Created: 12/20/2005
(1/27/06] A copy of the letter of intent is all that is needed prior to hearing.
How will water quality be handled for the flows coming into this pond as now water quality
outlet was designed for the pond.
[12/20/05] At final a drainage easement will be required for the area on the south side of
Buckingham that will be used as temporary detention.
Topic: Stormwater-Storm Sewer Profiles
Number: 64 Created: 12/20/2005
[1/27/06]
[12/20/05] At final please provide storm sewer profiles. Check at this point and see whether
the existing utilities in 1 st Street would conflict with the proposed storm lines.

[1/25/06] Also, check easement for the fire hydrant recently re -located north of the new
building near the waste treatment facilities to see if additional easement is needed. Location
of that hydrant on Sht 4 is incorrect.
[12/21/05] Provide easement for the re -located fire hydrant.

[1/12/06] *** PLEASE PROVIDE PLANS SHOWING THE WORK TO BE DONE***
[12/21/05] The construction of the temporary detention pond on the parcel to the south of
the project site is allowed within the buffer zone of the existing riparian forest. NRD will not
require this disturbance within the buffer zone to be revegetated with Fort Collins native
species since this is just a temporary location that will be relocated in the near future.

[12/21/05] Repeat comment. You may have included this on the utility plans but it does not
show up on the site plan I was routed. Thanks.
[9/13/05] Buckingham Road Improvements planset - show a Type III barricade at the east
end of the 8' walk where it terminates. Thanks.

Topic: Buckingham Street Inlets
Number: 89 Created: 1 /27/2006
[1/27/06] Please remove the curb cut details from the plans as these are no longer needed
with this design and make sure Type R inlets are specified for the Buckingham street
design.

Because the packaging facility and associated chemicals already exist on the site, per City
Code Section 10-46, a non -conforming critical facility can be relocated with in the same
parcel of land and not lose its legal non -conforming status. To document this, please
complete a floodplain use permit ($25 permit fee). The Hazardous Materials Impact
Analysis will be attached to the permit as this documentation. It is recommended that any
chemical storage be at an elevation above the 500-year flood Contact Marsha Hilmes-
Robinson at 224-6036 for questions.
Topic: General
Number: 84 Created: 1 /24/2006
[1/24/06] Please provide a drainage easement for the proposed detention pond on the
south side of Buckingham.
Topic: Irrigation Line
Number: 3 Created: 8/29/2005
[1/24/06] Ditch company signature needed prior to plan approval.
Mitigation of the affected tree at the outlet of the Coy Ditch on the south side of Buckingham
should be coordinated with the City Forester.

[1/30/06] Provide for at least one access ramp along the north side of Buckingham Street
for each intersection with First, Second and Third Street. Only one access ramp is needed
at T-intersections.
Topic: General
Number: 27 Created: 9/2/2005
[1/30/06] Carried over for reference as unresolved.
[12/21/05] Appears to be unrevsolved.
[9/2/05] A letter of intent is required from the Coy Ditch Company for the work proposed by
the development.
Number: 83 Created: 12/28/2005
[1/30/06] As it was brought up in staff reivew that the design is being further refined to
possibly avoid any potential conflicts, the comment is being carried over for review at time of
final.
[12/28/05] The storm sewer manholes behind the curb along Buckingham Street appear to
be partially in the Buckingham sidewalk; there needs to be a separation from the sidewalk
as prescribed in Figure 16-1 of LCUASS.
Number: 90 Created: 1 /30/2006
[1/30/06] The creation of the temporary detention pond on the south side of Buckingham
Street requires the responsibility of frontage improvements for Buckingham and First Street
abutting the pond per 24-95 of the City Code. This item will need more discussion after
hearing and as discussion continues with the Bohemian Foundation.
Topic: Plat
Number: 29 Created: 9/2/2005
[1/30/06] Carried over for reference as unresolved. The creation of an "irrigation easement"
on the plat is problematic as the certificate of dedication has noted that easements shown
are dedicated to the City and the Coy Ditch is mainly a private system.
[12/21/05] Appears to be unresolved. The plat shows an irrigation easement while the
certificate of dedication states easements are conveyed to the City and the irrigation line is
not the City's.
[9/2/05] The plat indicates an "irrigation easement" which appears to be dedicated with the
plat. As the dedication statement dedicates all easements to the City, it appears this ditch
easement should be indicated otherwise. More than likely, an easement will need to be
dedicated to the Coy Ditch Co. by separate document, with the recording information
provided on the plat.
Number: 91 Created: 1 /30/2006
[1/30/06] For ease of specifying obligations onto the property set forth in a development
agreement, we'd still prefer creation of a lot line to coincide with the limits of development
line specified on the documents.
Number: 92 Created: 1 /30/2006
[1/30/06] Technical Services provided the following comments:
- Show Buckinghman right-of-way in the same manner as the 3rd Filing.
- A monument is needed at intervals not to exceed 1400'
- What is "(R1)"?
- Bearing and distance information is missing at the First Street intersection.
- An area is drawn but isn't indicated along Linden Street.

STAFF PROJECT REVIEW

Staff has reviewed your submittal for NEW BELGIUM BREWERY, PACKAGING HALL &
BUCKINGHAM ST PDP & AMENDED ODP - TYPE II, and we offer the following comments:
ISSUES:
Department: Engineering Issue Contact: Marc Virata
Topic: Buckingham Street Plans
Number: 41 Created: 9/13/2005
[1/30/06] The cover amount with the HERCP pipe is still not per standards however it is
acknowledged that the amount will be acceptable given the constraints.
[12/21/05] The profile sheet for the Coy Ditch does not show a proposed grade line to see if
this issue was resolved.
[9/13/05] The amount of cover over the crossing in which the realigned ditch ties into is less
than standard. That combined with the structure being corrugated metal raises a general
concern. We would want to see the corrugated metal pipes removed and replaced with twin
elliptical pipes (RCP?) to achieve better cover and provide a pipe type that is to standard.
Number: 44 Created: 9/14/2005
[1/30/06] Carried over for reference.
[9/14/05] At time of final plan, provide cross sections along Buckingham Street at 50'
intervals.
Number: 46 Created: 9/14/2005
[1/30/06] Carried over, appears to be unresolved.
[12/21/05] Appears to be unresolved. With the curb extensions, this information is needed.
[9/14/05] Provide flowline curve/line table data for verification. The inset parking narrowing
appears fine bt I'd like to see the radii specified just to be sure.
Number: 93 Created: 1 /30/2006
[1/30/06] Clarify the inlet types proposed along Buckingham Street as area inlets are
specified where Type R appear to be intended.
Number: 94 Created: 1 /30/2006
[1/30/061 Please look at tweaking the curb extension design for the north side of
Buckingham Street across from First Street such that the curb extension is brought further
east (about 10-15 feet) to better address pedestrian crossings on the east side of the
intersection.
Number: 95 Created: 1 /30/2006
[1/30/06] The street repair limits shown with the signing and striping plan shows that the
patching limits will need to be expanded as the eastbound through lane does not match up
with the patching limits. Please expand the patching limits.

Dear Ted,
Thank you for taking the time to review this Final Plan set. Attached are
responses to the PDP comments from the previous submittal, I believe that we
have resolved all of the issues from the PDP. There is one change with this
submittal that I would like to point out. NBB has elected to keep the existing curb
and landscaping along the western side of the employee access drive. The plans
indicate a 5 foot striped pedestrian lane along side the 24 foot vehicular drive isle.
The rest of the plan is very similar to what you reviewed with the PDP. We look
forward to receiving your comments.
Sincerely,
Luke Oldenburg
