Member Craig asked for Ms. Ripley to review the sidewalks on the outside of the property and how the bike lane works. Ms. Ripley reviewed the pedestrian and bicycle circulation and connections for the project both internal and external. Ms. Ripley also reviewed the off -site improvements that were being required on Summitview and Vine Drive. Member Davidson asked about bike lanes on Summitview. Mike Jones, Northern Engineering replied that bike lanes were part of the ultimate design for Summitview. Member Davidson asked for some assurance of that if the project is approved. Ms. Liley also responded that they would be required to install two 12 feet through lanes, two six feet bike lanes, and a 6 foot sidewalk along the frontage of this property. Member Craig asked for more evergreens to screen headlights into the Plummer School. Ms. Ripley replied that they could do that. Public Input None. Member Weitkunat moved for approval of the Waterfield PUD, First Filing, Final, #7-95C with the conditions outlined in the staff report. Member Davidson seconded the motion. The motion was approved 5-0. The meeting was adjourned at 11:30 p.m. Planning and Zoning Board Minutes September 18, 1997 Page 5 Project: Waterfield PUD, First Filing, Final, #7-95C Project Description: 43 Single Family lots, 176 multi -family dwelling units, and a 1,500 square foot clubhouse/pool on 27.5 acres. The overall density of the First Filing is 7.96 dwelling units per acre. The property is located at the northwest corner of E. Vine Drive and County Road 9E; and is zoned LMN, Low Density Mixed Use Neighborhood. Staff Recommendation: Approval of the Final PUD request with conditions. Hearing Testimony, Written Comments and Other Evidence: Bob Blanchard, Director of Current Planning gave the staff presentation recommending approval with the following conditions: 1. A 6 foot wooden (or equal as determined by the Director of Planning, Larimer and Weld Irrigation Company, and the Waterfield developer) is required on the north side of single-family lots 1 through 13 along the Larimer and Weld Irrigation ditch. Such fence shall be shown on the approved Site, Landscape, and Utility Plans prior to recording of said plans. 2. A sidewalk be added on the west side of the private drive connection between Bull Run Apartment building 7 and 8. Linda Ripley, Ripley Associates, representing the applicant gave their presentation. Ms. Ripley gave a slide presentation and spoke about the following: Modifications to the multi -family plan. Noise Mitigation and buffering Existing Trees Lucia Liley, attorney for the developer also spoke the Board about this project being an affordable housing project. Member Davidson asked about building 16 and why were there less plantings for this building that the others.
