Re: Waterfield PUD
Dear Sir:
I am writing to inform you of a stormwater issue regarding the proposed
Waterfield PUD. On April 13, 1998, it was discovered by City Stormwater staff that the
"Hydrologic Model Update for the Lower Dry Creek Basin Master Drainage Plan"
(Lidstone and Anderson, 1997) identifies an off -site basin to the east (108.0 acres) that
drains through the proposed Waterfield PUD site under existing conditions. In addition,
this study identifies a future outfall for this off -site basin to drain along the north side of
Vine Drive to Dry Creek.
It is a requirement for all developments to pass 100-year off -site historic drainage
through the development. Waterfield PUD is required to pass this off -site flow from the
east because it is an existing condition.
On April 16, 1988, a meeting was held with Bud Curtis of Northern Engineering to
discuss the matter. It was discussed with Bud that the first step in resolving the issue was
to determine how much of this off -site basin drains through Waterfield PUD. The off -site
basin is defined on a master plan level. However further study could be completed to
define the off -site drainage patterns to greater detail. The additional study of off -site
drainage patterns would need to be reviewed and approved by the City.
This is a significant issue that may alter the design of the proposed site. We will be
