HomeMy WebLinkAboutNEW BELGIUM BREWERY, 2ND FILING - PDP / FDP - 1-95B - CORRESPONDENCE - (3)CONCEPTUAL REVIEW STAFF COMMENTS City of Fort Collins MEETING DATE: April 28, 1997 ITEM: APPLICANT: LAND USE DATA: COMMENTS: New Belgium Brewery Multi -Phase Expansion New Belgium Brewery c/o Merl Haworth, Neenan Company, 2620 East Prospect Road, Fort Collins, CO. 80524. Request for multi -phase expansion of the brewery. First phase would be for 12 new holding tanks immediately north of the existing structure. Future phases are anticipated to be constructed annually and could include up to eight phases. New areas include 10,000 square feet of additional warehouse space, new mechanical room, new brewhouse, new loading dock, new office, and other miscellaneous space for the operation of the brewery. Site includes additional land to the north and east for.a new total of about eight acres. The site is zoned "I," Industrial, which allows for a brewery. Please be aware that.in.the.. Industrial zone, the maximum allowable.parking is .75 spaces per. employee. Parking for.. bicycles should be provided.at a minimum of 5% of the,car parking.. 2. Shared access with the existing private drive on the north would be up to the City of Fort Collins Streets Facility. Please contact Larry Schneider, 221-6615, for further information. 3. The expansion would require the relocation of the existing electrical transformer. A new larger transformer must be sized according to .the anticipated electrical needs for the ultimate build -out. A Commercial One ("C-1") Form will be required to determine entrance capacity. A one inch diameter conduit will be required to connect the new transformer to the building. A telephone line will need to be provided at the new electrical meter location. For further information, please contact Monica Moore, 221-6700. 4. If a new larger water service is needed for the building, then a new water plant investment fee and raw water acquisition fee must be paid that covers the difference between the cost of the old water tap and the new water tap. There is a 12 inch diameter water main and an eight inch diameter sanitary sewer main in Buckingham available to serve the expansion. A sanitary sewer line is available in Linden Street if needed. You should verify whether the Street Oversizing Fee for the 12 new tanks is applicable as this land area was included in the original building permit. The Street Oversizing Fee for. the newly acquired land area will be $7,292 per acre based on the classification of a micro - brewery as a light industrial land use, For further information regarding the assessment .and .estimation'of the Street Oversizing Fee, please contact Matt Baker, 221-6605. 14. It is strongly recommended that we hold a neighborhood information meeting to discuss both short and long term expansion plans with the Buckingham neighborhood. You initiate the request at the appropriate time. The City will prepare the notification area for the mailing list.. The list should be on self-adhesive labels, 33 labels per sheet. We charge .50 cents per name. The City will set up and facilitate the meeting. 5. The new additions to the building are subject to the new non-residential energy code adopted in July of 1996. For further information regarding the applicable Uniform Building Code, and the locally adopted amendments, please contact Sharon Getz, 221- 6760. 6. The site plan on the Preliminary Development Plan must show the location of the all the existing fire hydrants that serve the expanded property. For any walls in excess of 100 feet in length, there must be an approved fire door. For pallet racks, or "high pile storage" in the new warehouse in excess of 12 feet in height, there must be special venting as per the Fire Code. For further information on Fire Code issues, please contact Roger Frasco, 221-6570. 7. The site is located in the Poudre River Drainage Basin. Presently, there.is no storm drainage fee in this particular basin but fees are contemplated for consideration sometime in 1997. The fee is applicable at the time of building permit issuance. 8. For the immediate installation of the 12 new tanks, please provide verification that this area was analyzed in the original Drainage Report and Grading and Drainage Plan and that construction in this area can be accommodated by the existing storm drainage system. 9. For the future phases, the original Drainage Report and Grading and Drainage Plan must be updated to include the new. areas. The Erosion Control Plan should be prepared so that each phase anticipates the amount of land disturbed and the erosion control bond can be estimated without having to re -submit documents on a phase -by -phase basis. For the immediate request (12 new tanks), please provide information on how many new employees, if any, will be hired in order to assess the parking capacity. For the future phases, one of the submittal requirements is to prepare a Traffic Impact Study.. The study should address all modes of travel, including bikes, pedestrians, and transit. Please contact Eric Bracke, 221-6630, to set up a meeting to discuss the scope of the Traffic Impact Study. 11. For the immediate request, the Engineering Department will require an updated Utility. Plan that addresses the area of the 12 new tanks. For the future phases, new Utility Plan should be prepared that includes the new land area. Public improvements (sidewalk, curb, gutter) will be required to be extended along the newly purchased frontages along Buckingham and Linden. A Development Agreement will be needed. It is anticipated that the Development Agreement will address what public improvements will be required at each particular future phase.
