All parties will try to keep this project moving forward for the September 18, 1997 P & Z Board
meeting. The agenda for this meeting is set on Wednesday, August 20th. P & Z will consider the
P.D.P. only, not the Final Compliance Review.

Stormwater agrees to allow for downsizing to 12 inch diameter.
4. Issue: Easements Needed for Offsite Drainage:
Consultants are made aware that easements, not letters of intent, are needed for offsite drainage
work prior to going to P & Z Board.
5. Issue: Existing Irrigation Lateral:
Consultants are made aware that they need to obtain the lateral owner's permission for any
changes to the lateral. Moving the driveway curb cut on Linden to align with the curb cut across
the street will require modifications to this existing irrigation lateral.
6. Street Design:
The Utility Plans need to show the street design. This will probably take two rounds of review
by Engineering. O.K. to go to P & Z as a P.D.P. This will allow for grading work, based on an
approved Grading Plan and posting of an ersion control bond, after P & Z. However, City will
not conduct the Final Compliance Review until Utility Plans are complete, Development
Agreement executed, plat is in final form. Then we will record documents and applicant is
eligible to pull building permits.
7. Plat:
The plat will be a replat of the existing plus the addition of new land not presently contained with
the recorded plat. The new plat must dedicate new easements as necessary and note that old
easements are hereby vacated.
8. Sidewalks:
Do not move or modify existing walks. New walks must meet the new standards and be detached
by a parkway strip.
9. Transfort Bus Stop:
The Transfort bus stop should be located on Linden Street between the two driveways.
Consultants are made aware that there needs to be handicap accessible grades from sidewalk to
bus stop.

Issue: Entrance on Linden Street
Engineering wants the entrance on Linden Street to align with the existing curb cut across the
street, or be offset by a minimum of 150 feet. Otherwise there is a problem with opposing left
turns. The new location would conflict with an existing L & P electrical vault.
Consultants agree to modify plans to align the entrance with the existing curb cut. Consultants
agree to discuss the moving of the vault with L & P.
2. Issue: Small Retention Pond along Linden Street
Because there is an existing low spot on Linden Street, and because the applicant does not want
to tear it up and re -build the street with new grades, there will be a small retention pond along
Linden with no natural outfall. City (Stormwater) normally does not allow retention ponds
except on a temporary basis, only detention ponds. This pond would accept drainage (2.7 c.f.s. -
100-year storm) from the sidewalk and a portion of the street along the curb.
Stormwater will allow a permanent retention pond as a last resort, only if an outfall cannot be
obtained. Planning will require the landscape plan to be modified to show the creation of a
wetland with the appropriate wetland plant material.
3. Issue: Size of the Outfall Pipe:
Consultants request that the drainage outfall pipe under Buckingham be downsized from the
minimum required 15 inch diameter to 12 inch diameter due to being so close to an existing
