SUBJECT: Rocky Mountain P.U.D
On February 14, 1994, the applicant for the Rocky Mountain Auto P.U.D. was advised of the
following floodplain use permitting requirements;
1. An approved Floodplain Use Permit is required prior to beginning any construction.
have attached a copy of the FEMA Flood Insurance Rate Map.
2. The best available flood data (revised Flood Insurance Study for the Poudre River)
indicates that the proposed addition is located within the revised Poudre River floodway.
As a result, the applicant was advised that the proposed addition should be reoriented so
that it does not affect (reduce) effective flow area in the floodway.
The plans should be revised to reflect that the proposed addition, located between exiting
buildings, will not project beyond the existing building edge on the south and north sides.
The plan should also be revised to show an addition will also be extended on the east side
of the existing building in order to compensate for floor area.
The applicant should also address this requirement in the application text submittal by
demonstrating that cross -sectional (flow) area has not been reduced. If the proposed
addition does project into effective flow area, a detailed analysis including hydraulic
modeling to demonstrate "no rise" in the floodway is required.
The applicant was advised that a determination of substantial improvement is required. If
the addition is determined to be a substantial improvement, i.e., the addition exceeds 50%
of the market value of the existing structure, then the addition is required to be elevated
or floodproofed to a minimum of 18 inches above the base flood elevation. If the addition
is not determined to be a substantial improvement, the addition is not required to be
elevated or floodproofed. Larimer County tax assessment records should be submitted.
4. The applicant was advised that all utilities for the proposed building, i.e., electrical,
should be elevated above the base flood elevation. In addition, any hazardous materials
stored in the building should be stored/elevated above the base flood elevation.
