Area No. 11 - That portion of Summit View south of the Vine intersection
No improvements are being considered for this area as a result of this development.
Area No. 12 - County Road 11 (Merganser Drive), adjacent to the Waterfield site
Per a meeting with the City on April 21, the developer will be responsible for dedicating 56' of
Right -of -Way. His improvements will include the installation of 6' wide sidewalk, 10' parkway, 2 -
8' bike lanes, and 2- 12' travel lanes (total asphalt width of 38' with 6" curb and gutter on the east
side. These improvements will need to extend from Vine Drive to the northerly property line. No
curb and gutter or sidewalks will be required along the westerly side, where the Right -of -Way is
directly adjacent to the property line
In those areas of County Road 11 where the road curves to the east away from the property line,
the developer would also be responsible for those additional improvements contained entirely on
his property. Where there is room for the entire 84' Right -of -Way, the developer would be
responsible for the entire minor arterial pavement section, both curb and gutters, and both
sidewalks.
The developer will also be responsible by escrow for 1/4 of the future costs of a bridge across the
Larimer and Weld Canal.
These improvements, adjacent to the property line, would be eligible for 6' of repay from the
property to the west.
Estimated costs for these improvements is approximately $475,000. Estimated escrow required at
150% is $112,500..
Area No. 13 - Conifer
Per the City memo Dated April 17, 1997, the developer would be responsible for those portions
of Conifer, a minor arterial on his property, and to escrow funds for''/2 of the local street portion
of a bridge across Larimer and Weld Canal.
Estimated costs for these improvements is approximately $160,000. Estimated escrow
requirement at 150% is $225,000.
All of the above costs are estimates only and reflect only the costs associated with the surface
improvements and do not include the costs of any underground utilities which may be affected by
these improvements.
It is also assumed that no additional turn lanes would be needed at this intersection.
It is our understanding that the City is not requiring the developer to acquire additional Right -of -
Way for this section.
Estimated cost for these improvements is approximately $40,000
Area No. 7 - That portion of Vine east of Summit View
This would be widened to 36' wide by others. This development does not create the need for any
additional turn lanes here. There are no anticipated costs to the developer of this area.
Area No. 8 - The crossing structure at the Larimer and Weld Canal and Summit View
This structure was improved by the City and currently is approximately 70' wide. It is assumed
that no improvements will be need for this structure.
Area No. 9 - That portion of Summit View between the Larimer and Weld Crossing
structure and the Plummer School outparcel
Per the City memo dated April 17, 1997, the required improvements for this reach would be 2 -
12' thru lanes, 2 - 6' bike lanes, and a 6' sidewalk along the frontage of this property. This would
be accomplished by a 36' wide pavement section built to a 30 year full depth pavement section.
No turn lanes are being considered along Summit View, per the traffic study by Matt Delich.
The developer would also be required to escrow the costs for one-half of a 19' median, including
curb and gutter, and the standard curb and gutter for the frontage.
The developer would be required to dedicate 40.5' of additional Right -of Way. The City would be
responsible for any additional Right -of -Way for a future overpass. In the April 17, 1997 City
memo, it is unclear what T of Right -of -Way the City is responsible for.
It is also assumed that any costs associated for a future overpass in this area will be by the City,
and not a cost for this developer.
Estimated costs for these improvements is approximately $250,000. Estimated escrow required at
150% is $90,000..
Area No. 10 - That portion of Summit View adjacent to the Plummer School outparcel
The existing section will need to be widened to 36' and installed to a 30 year full depth pavement
section. No sidewalk or detached bike lanes will be required. No additional turn lanes will be
required. These improvements would be eligible for repays for the additional asphalt requirements
between a 15 year overlay and a 30 year full depth pavement section.
It is also assumed that this would need to be built to a 30 year full depth pavement section, not as
a 15 year structural overlay.
The developer will be required to dedicate an additional 55' of Right -of -Way, with the City
responsible for 27.5'. The 6' sidewalk will be built adjacent to the new northerly Right -of -Way
line,. or approximately 53' from the new north edge of asphalt.
Estimated costs for these improvements is approximately $250,000. Estimated amount of escrow
required at 150% is $73,500
Area No. 4 - That portion of Vine adjacent to the first outparcel
Merganser is located on the westerly boundary of this outparcel. Improvements in front of this
outparcel will include the transition from 48' pavement width to a 36' wide pavement width. No
sidewalks or detached bike paths are located in this reach. Pavement will be built to a 30 year full
depth. The transition will position the 36' wide section back to the original centerline.
Per the City memo dated April 17, 1997, it is assumed that the developer could apply for repay
from this outparcel. It is my assumption that this repay would be in connection with the additional
depth of asphalt necessary to construct this section from a 15 year overlay to a 30 year full depth
pavement section.
It is also our understanding that the City is not requiring the developer to acquire additional
Right -of -Way for this section.
Estimated costs for these improvements is approximately $55,000.
Area No. 5 - That portion of Vine Drive between the first outparcel and the Plummer
School outparcel
This section will be 36' wide (assumed no turn lanes necessary) with a 6' sidewalk located
approximately 61' from the new north edge of asphalt. This section will be built to a 30 year full
depth pavement section. No turn lanes are anticipated in this reach. Again, the developer would
be responsible for escrow of half of a 19' median (including 6" curb and gutter), and the standard
6" curb and gutter along the frontage of this reach.
Estimated costs for these improvements is approximately $62,500. Estimated amount of escrow
at F50% is $24,000
Area No. 6 - That portion of Vine adjacent to the Plummer School outparcel
The same as area no. 5 without the detached sidewalk. Again it is assumed this section would be
eligible for repay as with Area No. 4 above.
overlaid to provide structural requirements for an arterial with 15 year life span (unknown at this
time what in inches of asphalt that would take). Our preliminary inclination for this design would
be to add 6' of asphalt to both the north and south sides of the existing asphalt, to minimize the
disruptions and minimize pavement tapers (assumed to be 45:1 for a 50 mph design speed). This
would provide a pavement section of 18' each side of centerline, or 12' clear from the existing
Right -of -Way. It is assumed that no sidewalks or detached bike lanes will be required.
Approximately 500' west of the site, the pavement will need to transition from a width of 36' to
48' to accommodate left turn lanes at County Road 11 and Merganser. Our preliminary design
would transition the pavement width from 18' on the south side to 22', and from 18' on the north
side to 26'.
City comments have indicated the need for a southbound left turn lane at the intersection of
Lemay and Vine. According to Matt Delich, the Waterfield development does not in itself warrant
the need for this turn lane, therefore it would not be considered as a part of these improvements,
and the additional Right -of -Way which may be needed for that improvement would not be a
requirement of this developer.
It is assumed that this developer, or whomever improves this area would not be required to obtain
any other additional Right -of -Way in this reach, unless necessary for grading.
Estimated cost for this section of Vine Drive is approximately $500,000
Area No. 2 - The crossing structure of the Lake Canal along Vine Drive.
This is an existing box culvert for Lake Canal under Vine Drive. Currently, there is 25' of
pavement over this structure with approximately 30' between guardrails.
It would be my assumption that this structure would need to be widened to accommodate the 36'
wide pavement section, plus the transitional pavement required for the left turn lane. Our
preliminary design indicates that the pavement would be approximately 46' wide. With 2'
minimum shoulders to the guardrails, this structure would need to be widened by approximately 9'
to the south, and 12' to the north. No sidewalks or detached bike lanes are included.
Estimated costs for these improvements is approximately $50,000
Area No. 3 - That portion of Vine Drive between Lake Canal and the first outparcel
Per the City memo dated April 17, 1997, this developer will be required to install 2 thru lanes, 2
bike lanes, a 6' sidewalk (no curb and gutter). Left turn lanes will be required at County Road 11
and Merganser (assumed to be a 12' lane). This gives a pavement width of 48'. The City standard
for an Arterial Street section includes a 19' wide median. According to the City, no median will be
built at this time, however the developer would be responsible for escrowing half the cost of a
future median in this reach. It is also assumed that the developer will be responsible for escrow
costs for 6" curb and gutter along the length of this reach.

Improvement to Adjacent Arterials Street Sections
Dear Mike,
Northern Engineering is working towards determining what improvements will be required by the
City for the Waterfield project. Along with the improvements, we are also trying to establish who
will be responsible financially for what portions. This letter is an attempt at a first shot of what I
see as some of the areas of concern. I have attached a schematic picture of the site, with
individual areas of concern numbered. This letter will primarily be concerned with Vine Drive,
Summit View, County Road 11 and Conifer. We are also trying to establish the required
improvements to be done today, and not what may be required for the future overpass.
I have also included a rough estimated cost for construction for each item as to see what impacts
financially this would have on the Waterfield project.
It is also my assumption that Vine Drive will be considered an Arterial Street section, Summit
View a Major Arterial, County Road 11 a Minor Arterial, and Conifer a Minor Arterial. Design
considerations for these typical sections are assumed to be signed 45 mph for all three types (with
a design speed of 50 mph). The configuration was assumed to be from the new street standards
It is also our assumption at this point that no improvements will be needed for Lemay south, west,
or north of the Lemay-Vine intersection; and no improvements would be needed for Summit View
north of the bridge over the Larimer and Weld Canal. If improvements are needed at any of these
areas they would be considered to be by others.
Area No. 1 - That portion of Vine Drive between Lemay Avenue and the crossing
structure at Lake Canal.
It is my understanding that this section of Vine will need to be widened to a minimum pavement
width of 36' (2-12 foot travel lanes and 2-6 foot bike lanes). The pavement will also need to be
