Dear Mr. Rutherford,
As discussed in our March 9, 1999 meeting, we would like to specify the exact List of the
types of environmental surveys that must be done for the Glenmoore PDP site.
To meet federal requirements:
• A letter from the Army Corps of Engineers stating that the site either does or
does not have federally protected wetlands.
To meet local requirements:
• Ute Ladies' Tresses Orchid Survey,
• Prebles Meadow Jumping Mouse Survey,
• Map existing wetlands,
• Wetland habitat survey,
• Wildlife habitat survey.
Based on the findings of these surveys, required buffer zone distances and wetland
mitigation ratios can be determined. You can mitigate the existing wetlands in one of
two ways, either on -site or off -site. If you mitigate them on -site, you will be required to
provide a buffer zone (of a distance to be determined by the director of Natural
Resources) to separate development from that new wetland. If you mitigate the wetlands
off -site, you will be given a mitigation ratio to satisfy (based on the area of the existing
wetlands and the existing habitat within the existing wetlands). You will then need to
work out with the Natural Resources department whether you will create the new
wetlands or whether you will escrow an account that the city can use for enhancement of
city owned wetlands.
