This project has been reviewed in accordance with Section 404 of the Clean Water Act under which the U.S. Army Corps of Engineers regulates the discharge of dredged and fill material, and any excavation activities associated with a dredged and fill project, into waters of the United States which may include streams, open water lakes and ponds or wetlands. This letter is to inform you that this office considers the wetland delineation map dated March 17, 1999 accurate and acceptable. The wetlands are considered to be waters of the United States pursuant to Section 404 of the Clean Water Act. If a proposed activity requires work within these waters, this office should be contacted by a proponent of the project for proper Department of the Army permits. This wetlands jurisdictional delineation is valid for a period of five years from the date of this letter unless new information warrants revision of the delineation before the expiration date. Terry McKee Environmental Resource Specialist tm Due to the disturbed nature of the Site, the dominance of ruderal species, and the composure of surrounding land uses the Site, the animal species that would be to inhabitant the site would be small marnmals such as voles and mice. There is potential for rabbits, skunk, and raccoons. Snakes and frogs would also be on -site. At the time of the field investigation on March 17, 1999 the only observable "wildllife" were two domesticated housecats. Because of its isolation, the Site is not conducive as a wildlife "migration corridor". Also, the habitat is not conducive to the two wetland endangered species in Northern Colorado: the Ute Ladies'Tresses Orchid (plant) and the Preble's lumping Mouse (animal). TR Boss Environmental and Biological Consulting TR Boss ENVIRONMENTAL AND BIOLOGICAL CONSULTING March 19,.1999 Mr. Dick Rutherford Stewart & Associates 103 Meldrum Street Fort Collins, CO 80521 RE: Environmental and Habitat Analysis of the Glenmoor PDP Site, Fort Collins, Colorado Dear Dick: On March 17, 1999 TR Boss Environmental and Biological Consulting (M) conducted an environmental and habitat analysis of the Glenmoor PDP Site (Site) in west Fort Collins. The Site is located in T7N R69 W NW '/. Sec 15 and is bounded by Glenmoor Drive to the north, the Glenmoor Drive PUD to the east, the South Taft Hill Subdivision to the south, and South Taft Hill Road to the west. The Site has been disturbed, most likely, for along time. Evidence of this is the dominant vegetation, and old cement walks on the north side of the Site. Presently the Site is bounded on all four sides by either residential buildings are paved roadways; one of which is a major North -South arterial for the City of Fort Collins. The Site is dissected by "Plum Creek", a small stormwater drainage for the subdivisions to the west of the Site . Plum Creek is approximately 6-8 feet wide, has an embankment of approximately two feet, is linear from west to east, and drains into another stormwater system flowing to the south. Ruderal grasses dominate the portion of the Site south of Plum Creek, with ruderal forbs being subdominant. There are no wetlands. Adjacent to South Taft Hill Road there is several small trees and/or shrubs. There is one spruce tree. North of Plum Creek ruderal grasses also dominate the northwestern portion of the Site, with ruderal forbs as subdominants. The north -central and northeastern portion of the Site has been used as an area for fill material for the proposed development.. Plum Creek, which is essentially a stormwater drain and is not a natural feature on the landscape, has no vegetation within the stream channel for approximately the the first 1/3 of its length across the Site. The 2/3 of its length, as it traverses the Site, is vegetated by emergent wetland species. The dominant wetland species is cattail. Wetland species are confined to the creek channel. D. and the letter from Terry McKee accepting the wetlands jurisdictional delineation for the P.D.P. We are therefore proceeding in making changes to the grading and drainage plans and the drainage report that were required by the City of Fort Collins Storm Drainage Department. After you have had time to read the two reports, would you give me a call to meet briefly regarding the relocation of the wetlands that Dr. Boss identified and which are shown on the enclosed map.
