SUMMARY OF PROPOSED DETENTION PONDS
Glenmoor Pond
The Plum Street Channel west of Glenmoor Drive serves a tributary drainage area of nearly
320 acres that is almost entirely urbanized. The Plum Street Channel east of Glenmoor Drive has
minimal conveyance capacity and is encroached by existing residential development. The channel
terminates at Plum Street where dual 36" CMP culverts convey flows under Plum Street and Skyline
Drive to the Plum Street Regional Pond. It is anticipated that the channel and culverts will be
enlarged, but their capacities cannot be increased to the degree necessary to accommodate the 100-
year peak flows at that location.
The proposed Glenmoor Pond would be located directly southeast of the Taft Hill Road and
Glenmoor Drive intersection. The lower portions of the pond site are currently subject to frequent
flooding. Due to the relatively small size of the undeveloped parcel, the magnitude of the upstream
inflows, and the limited downstream conveyance capacity, it is proposed that the entire parcel be
utilized for detention. Releases from the pond would be conveyed in a box culvert which would
daylight to the existing open channel west of Glenmoor Drive. The proposed Glenmoor Pond would
serve to reduce the 100-year developed condition peak discharge to a level which can be
accommodated by the existing Glenmoor Drive culverts. In addition, the pond would reduce
discharges such that improvements along the channel downstream of Glenmoor Drive, as well as
culvert improvements at Plum Street and Skyline Drive, would provide protection for the 100-year
event. Finally, the Glenmoor Pond would enhance the operation of the regional Plum Street Pond
resulting in reduced releases from that pond, and correspondingly reduced flows on Elizabeth Street.
The conceptual grading proposed for the Glenmoor Pond would provide an active 100-year
storage volume of approximately 12.2 acre-feet. The footprint required to accommodate the
conceptual grading plan is roughly 4.8 acres. Ground elevations within the pond area would be
lowered about 3 to 6 feet. A berm of up to about 4 feet in height would be required along most of
the eastern perimeter of the pond, and a portion of the southern perimeter of the pond. It is possible
that the lower portion of the bottom of the pond will be wet on a seasonal basis.

Right now I am in the process of finalizing the recommendations for presentation to the
City Council. I expect the master plan will be finalized and adopted by July, 2000. From
a technical/engineering standpoint, construction of a regional pond on the Glenmoor site
will be a recommended project.

Dear Mr. and Mrs. Flemming,
Per our phone conversation on April 12th, I am sending you information about the City's
Canal Importation Basin Master Drainageway Plan and the proposed regional detention
pond sited on your property, Glenmoor PDP.
Attached you will find some general information about the master plan as well as a more
detailed description and proposed grading plan for the detention pond.
Your site is located along the Plum Channel which carries storm runoff from the western
foothills eastward to the Colorado State University campus. As this area developed over
the years there was little thought given to the natural floodplain and the downstream
impacts of increasing development. As a result, there are many structures in the
floodplain. In 1980 a master drainageway plan was developed which identified a regional
detention pond at the corner of Elizabeth and Skyline. This pond has been constructed.
In 1999 the City adopted higher rainfall criteria. This increased the amount of storm
runoff and therefore drainage facilities are undersized.
As part of the current master plan update, additional improvements are recommended
along the Plum Channel to control flows, reduce the floodplain and avoid adverse impacts
downstream. A key component is detention storage. Two ponds are being proposed (see
attached exhibit), the Glenmoor Pond and the West Orchard Pond located farther to the
west. These sites were chosen because they are the only large undeveloped properties left
along the corridor which can accommodate a regional pond.
This information was first made available to the public at the beginning of February,
2000. I apologize for not making you aware of this project sooner. I realize you have
put a lot of time and effort into the development of the site and at this point are not
willing to delay the project. Please be assured the City will not stop the development
process. Although I realize you don't want to negotiate right now, I would like to discuss
the City's appraisal and purchase process with you further, or perhaps first with your
daughter and consultant who are here in Fort Collins. I do want to assure you, the City
pays fair market value based on the highest and best use of the property.
