Please be consistent and use only one time.of concentration value. 10.) You must obtain off -site easements for the channel before final approval of the project. 11.) Please discuss in the report and note on the plans how flows from CAT 17th get to Spring Creek. 12.) The building setback from the north property line must be shown on the Site Plan. 5. The Site Plan does not show any sidewalks or pedestrian facilities to College or adjoining sites. Some connections should be provided. The impact of the fencing on.pedestrian access to North College from the east.should be considered. 6. "Joint access" off of North College does not constitute "joint parking" and therefore the Milan P.U.D. cannot claim �. points on the Auto Related and Roadside Commercial Point Chart. This reduces the claimed points to 22 of 51 (43%). (� A request for a variance to the 1150% minimum" must be requested and justified by the applicant. Please submit this documentation to the Planning Department. /7. A North arrow must be added to the vicinity map on the Plat. v8'. It is unclear whether the water and sewer services shown on the Site Plan are existing. If they are, please.label them. If not, please indicate where patching is needed. /9. The statement of ownership, subdivision, and dedication on the Plat does not dedicate the additional right-of-way of North College Avenue. ✓10. The Parks Department requests that two shade trees (2" caliper Burr Oaks) be added along the North College frontage and that the shrubs in beds be mulched and separated from lawn with edging. "Turf" should be installed rather than gravel mulch. \Lk0 11 The drainage report claim that the majority of the lot is 4, currently paved is incorrect and must be corrected. A large portion of the site is made up of dirt and crumbled asphalt, which does not qualify as impervious surface. As a result, the current design will not be accepted and the Stormwater Utility Department will require on -site detention. D2. Off -site easements will need to be obtained for this project. Please note that this will be very difficult and will significantly affect the project's chances for final C13approval. The historic and developed site conditions will be different, therefore the single hydrologic summary in the report that is meant to satisfy both conditions is unacceptable. please provide separate calculations for the historic and developed circumstances. 14 It is stated in'the drainage report that runoff from the site flows east to the bowling alley parking lot. Meldrum Fort.Collins, CO 80521 Dear Dick, Staff has reviewed your documents for the Milan P.U.D. Preliminary/Final, that were submitted February 21, 1995, and would like to offer the following comments: 1. The Advanced Planning Department offers the following comments: Under All Development Criteria, A-2.12, Setbacks, the fence as shown (and built) is "not appropriate for the street scape". It is "not an appropriate distance from a public street." Generally for larger streets and highways, larger setbacks are appropriate. As a major arterial. and a state highway, the intimate setback is not appropriate. Under All Development Criteria, A-2.6, Pedestrian Circulation, the fence and landscaping do not "accommodate pedestrian movement from the neighborhood to and through the site safely and conveniently." Although there is no plan or requirement in place for a sidewalk at this time, space. for passage and movement should be left. The fence should be moved back into or inside the shrub planting. The shrub plantings should also be moved back slightly to allow more space for pedestrian passage. Likewise, for the driveway to the rear, the fence should be 2' from the inside asphalt curb rather than the public curb. The shrub plantings should be slightly more substantial to screen the car bumpers, mitigate the car parking, and create a more definite transition from the highway to the car lot. /2. A 10' utility easement is needed along College Avenue. 3. A hazardous materials impact analysis must be conducted on this property..
